Page 2 references a “Strike Contingency Plan”. Is there a collective bargaining agreement in place for the incumbent contract? If so, could the Government please provide a copy of the agreement?
The National Labor Relations Act gives employees the right to form, join or assist a union (Collective Bargaining Agreement). See for more information.
No. The SCP is a contract requirement and will remain in the contract regardless of the presense of a Collective Bargaining Agreement.
The Government is unable to answer this question.
Yes.
See Section J Positions and Employment Duration of Incumbent Contractors Amendment 01 See Answer #4
Yes.
Offerors will be evaluated based on their rates identified in the bid sheet. The bid sheet does not reflect the actual number of employees (See Column O of the bid sheet).
The number of contracted positions needed will be determined by GSA. The Position and Employment Duration of Incumbent Contractors is a reference for how many employees are currently working on the contract (as of solicitation posting).
For purposes of evaluation, the number of hours represented in Column O will remain unchanged.

58 Section M
Solicitation page 112 states, “A price preference of 10%, will be applied to the offeror's total evaluated price if the business is a HUBZone and one or more of the following:
Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), Economically Disadvantaged Woman-Owned Small Business (EDWOSB) and/or Service-Disabled Veteran-Owned Small Business (SDVOSB)” Solicitation page 121 states, “A price preference of up to 10%, will also be applied to the offeror's total evaluated price if the business is a HUBZone and one or more of the following: Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), Economically Disadvantaged Woman-Owned Small Business (EDWOSB) and/or Service-Disabled Veteran-Owned Small Business (SDVOSB).” Could the Government please verify if the price preference will be 10% or less than 10%?
59 Section C.6 Section C.7
Can the Government please confirm that the Project Manager(s)/Supervision responsibilities listed in section C.7 on pages 10 and 11 of the solicitation do not apply to all classifications with Project Manager in the title [e.g., the Program Manager (Architect-Engineer-Project Manager) on page 43, section C.17.15 or the Project Manager-Construction position on page 45, section C.17.16 of the solicitation]?
60 Section H.16
Can the Government please confirm that the key personnel/Project Manager(s) requirements on solicitation page 119, Factor 5, Project Manager(s) Qualifications and Experience apply only to the Project Manager(s)/Supervision position described in Section C.7 on page 10 of the solicitation?
61 Section C.6 Section C.7
There are multiple position classifications in section C.17 that include “Project Manager” in the title [e.g., the Program Manager (Architect-Engineer-Project Manager) position on page 43, section C.17.15 and the Project Manager-Construction position on page 45, section C.17.16]. Can the Government please confirm that offerors are not required to provide qualification and resume information (Factor 5, Project Manager Qualifications and Experience on page 119 of the solicitation) for classifications with “Project Manager” in the title if the position is not being proposed to perform supervision of contractor employees or contract oversight?
62 Section C.6 Section C.7
Solicitation Page 119, Factor 5, Project Manager(s) Qualifications and Experience requires offerors to submit a resume for the Project Manager(s). There are multiple positions with “Project Manager” listed in solicitation section C.7 and Section B, Bid Sheet (e.g., C.17.16, Project Manager – Construction). Can the Government confirm that requirements in Factor 5, Project Manager Qualifications and Experience, on solicitation page 119 apply only to positions performing the duties described in solicitation section C.7, Project Manager(s)/Supervision?
The price preference is 10%, not up to 10%. The continuity error has been addressed on Page 121. Here is an example of the 10% price preference:
Offeror A is a HUBZone and Woman-Owned Small Business.
Offeror B is a HUBZone but does not have another set-aside.
Offeror A's total evaluated price is $10,000,000.00.
Offeror B's total evaluated price is $10,000,000.00.
With the 10% price preference, Offeror A's total evaluated price will be $9,000,000.00. Offeror B does not have a price preference since they do not qualify per the requirements on page 112. Price and technical factors hold equal weight per Section M.1. Therefore, if both offerors' technical scores are equal, Offeror A would receive the award since their price is lower.
As of this amendment posting, the "Project Manager" identified in C.6 and C.7 will henceforth be referred to as "Contract Project Manager". To differenciate the "Contract Project Manager" from other positons, the following positions have been re-worded within the bid sheet and solicitation: Leasing Construction Manager, Architect-Engineer Project Manager, and Construction Project Manager.
See Answer #15.
See Answer #59. Regarding Factor 5, offerors are only required to submit resumes for the Contract Project Manager(s).
See Answer #59. The requirements on page 119 only apply to the Contract Project Manager(s).
63 Section C.8
Solicitation page 11, section C.8 Supervision of Contractor’s Employees states, “In accordance with the Federal Acquisition Regulation (FAR 37.104) this contract may not be used to provide personal services.” Solicitation page 11 Section C.9, Timesheets and Timekeeping states, “In accordance with FAR 16.601(c)(1), appropriate Government surveillance of contractor performance is required to give reasonable assurance that efficient methods and effective cost controls are being used. As part of the Government’s surveillance, the Government has determined it is necessary to require certain timekeeping controls and, as a result, will require the successful offeror to comply with those timekeeping system requirements.”
Please clarify if this requirement applies to both Service Contract Labor Standards (SCLS) position staff and Salaried (non SCA) professional staff? Typically, this would only apply to SCA staff.
64 Section H.16
Solicitation page 110 states, “Offerors proposals shall include an organizational chart showing each Key Personnel/Project Manager(s). Organizational chart shall identify roles, names, and contact information of each person proposed under the project team”. Could the Government please verify that the requirement for names and contact information on the organizational chart is only required for Project Manager(s) fulfilling the responsibilities in solicitation section C.7?
65 Section M Factor 6
Solicitation page 120, Factor 6 states, “Offerors must contact the Contracting Officer and Contract Specialist no later than March 1, 2023, to receive their unique Google Form hyperlink. This hyperlink should be sent to the applicable point of contact from the project to fill out the questionnaire.” Are offerors required to request a separate link for each example of past performance or can a single unique Google Form hyperlink be sent to multiple points of contact?
66 Section B Section J
Section J Positions and Employment Duration of Incumbent Contractors shows four (4) Administrative Assistant positions in Kansas City. Section B Bid Sheet only shows one (1) Administrative Assistant position in Kansas City. Could the Government please verify whether the requirement is for one (1) Administrative Assistant position, or four (4) Administrative Assistant positions in Kansas City?
67 Section B
Section B Bid Sheet Health & Welfare. The Bid Sheet shows “Health and Welfare*” but the asterisk (*) is not explained. Can the government verify that the asterisk (*) indicates that for salaried positions offerors can provide Healthcare benefits cost in that column?
68 Section B
Section B Bid Sheet, Read First Tab, Vacation Leave. The READ FIRST tab requests “% Vacation Leave Applied to What Dollar Value (ex. Subtotal, Base Rate, etc.)” but the approach on vacation cost is typically not a percentage of salary or rate but rather a cost based on hours of leave and pay rate. Please clarify if the data we provide for this column can cite that approach.
69 Section M Factor 6
Solicitation page 120, Factor 6, Past Performance, Google Form Past Performance Questionnaire (See Section J).
Please confirm if we should request two (2) unique Google Form hyperlinks, one per each of our two (2) clients we intend to contact, for past performance input.
This requirement applies to all positions ordered under this award.
See Answer #15.
A single unique hyperlink will be sent to any offeror who requests it. The same hyperlink may be used to submit multiple responses if needed.
There is only one contract line item number (CLIN) for the administrative assistants in Kansas City. This means that the CLIN will be quoted to account for all four positions.
Please refer to the READ FIRST tab of the Bid Sheet.
Offerors may fill out the READ FIRST tab however they deem appropriate. Explanations may be provided in Column D of the READ FIRST tab.
A single Google form hyperlink will be used for all of your past performance references. Separate hyperlinks for each reference are not required. Each vendor who requests a hyperlink will receive their own unique hyperlink.
70 Section M Factor 2
Solicitation Section M Factor 2, Factor 2: Work Experience (GO/NO-GO). The requirement appears to be for one (1) contract, but the guidance also then refers to two (2). This section states, “Offerors must submit a narrative for one ongoing or completed contract/project in which they provided similar services for at least one year within the past five years. The offeror must have been the prime contractor for the work experience provided.
Offerors must use the same two contracts/projects used for work experience for past performance.” Please clarify if this requirement in Factor 2 is for one (1) or two (2) contracts/projects.
71 Section C.6 Does this requirement apply to the Program Manager (Architect-Engineer-Project Manager) position on page 43, Section C.17.15?
72 Section C.6
73 Section C.6 Section C.7
Do the requirements in C.6 and C.7 apply only to the Project Manager of the contract (and not to other classifications that include “Project Manager” in the title)?
74 Section H.1 Will the Project Manager of the contract be provided office space at a specific supported location and if yes, which location?
75 Section C.6 Section C.7
Is it the Government’s intent that the Program Manager (Architect-Engineer-Project Manager) in Kansas City, MO in solicitation section C.17.15 also perform the duties listed in solicitation section C.7 – Project Manager(s)/Supervision?
76 Section L.6 Section L.7
Please confirm the JV or teaming agreement past performance and work experience do not need to solely come from the prime.
77 General What are the addresses of the designated offices?
78 Section C.6 C.6 page 10 indicates that the PM shall maintain an "in office" presence of 5 days every two weeks. What does the government consider as "in office" presence?
79 Section C.7 C. 7 page 11. From which office does the government expect the PM to report to during non-telework days?
80 Section C.10 C.10 page 13. Will the government provide computers/laptops to employees who telecommute?
81 Section H.1 H.1 page 59. Is the government expecting that the PM will work 8 hours daily, 5 days per week?
82 Section M.1 Section M.1 page 112. Will price preference be granted if the prime uses a subcontractor with the indicated designations?
83 Section M Factor 6
Factor 6 page 120 indicates that 2 past performance references should be provided, and that past performance of any/all subcontractors can be presented. Will the past performance of a subcontractor be considered the same and weighed the same as that of the prime contractor?
84 General What are the total number of FTE’s anticipated during the base year of the contract?
85 Section L.2 Given the total compensation plan may be voluminous, can it be included as an appendix and excluded from page count?
86 General Does the government expect the level of effort to be fairly consistent throughout the entire contract period?
87 General What are the current number of unfilled positions?
Does this requirement apply to the Project Manager-Construction position on page 45, Section
See Answer #19.
No. See Answer #59.
No. See Answer #59.
Correct.
Yes. See Answer #13
No. See Answer #59.
If an offeror bids under a joint venture or teaming agreement, experience from both firms may be used per Factor 6. See L.6 and L.7 for more information.
See Answer #50 In office presense means the individual is working from their designated worksite for their entire 8-hour workday.
For the Contract Project Manager (C.6/C.7) this location is 2300 Main Street, Kansas City, MO.
See Answer #13
See Section C.10 of the solicitation.
Yes.
No, the price preference will only apply if the prime contractor or the joint venture are qualified in SAM.gov as the applicable socioeconomic statuses.
See Answer #19
The needs of the Government may change over time.
However, at this time we anticipate ordering the same number of positions as currently provided in the revised Section J List of Current Positions and Vacancies.
Yes, the professional compensation plan will be excluded from the page count. However, offerors are encouraged to make their proposals only as voluminous as is necessary to respond to the preparation instructions set forth in the solicitation
Yes.
See Answer #45.
88 Section M Factor 2
Factor 2: Work Experience, Section M Factor 2 and Factor 6: Past Performance page 120 seem to be contradictory.
Factor 2 indicates that the work experience must be from the prime contractor. Factor 6 indicates that the past performance can be from any teaming partner/subcontractor. Factor 2 further indicates that the work experience and past performance must be the same 2 contracts/projects. Given work experience as required in Factor 2 must be from the Prime, this seems to indicate that past performance must be from the prime also as the two have to be the same. This seems to eliminate the possibly of using the past performance of a subcontractor.
Can you please clarify?
89 Section J
New Area Wage Determinations were released on 12/27/22, which include updated Executive Order minimum wages for all contracts after 1/3/23. Will the new versions be included in the RFP, or should we use the referenced WDs for our price proposal?
90 Section L.4 Is this a Time and Materials or a Labor Hour contract?
91 General Will the contractor make any purchases on behalf of the government? If so, please identify the items, locations where they will be delivered, and expected quantities.
92 Section D.1
Please confirm any postage and fees paid by the contractor are related to the contractor's interactions with the contracting office or our staff and not part of the consumables used on the contract itself.
93 Section C.7
Regarding section C.7 (h) Have authority to sign modifications to task orders and base contract: Please remove this requirement for the onsite PM to sign modifications to the contract. Only our President is authorized to sign contract documents.
94 General Why is there a requirement for a strike plan? Are any of the employees unionized?
95 Section L.2 Please indicate whether the 40 page limit for the technical proposal excludes or includes a cover sheet, table of contents, and supporting salary data.
96 General
I've never seen a hybrid set aside requirement like this and I'm not sure how it works. Shouldn't Woman Owned Small Business also be selected in the FAR clauses? Is this type of set aside approach used often by GSA?
97 General
The RFP states: “The Government anticipates ordering 2,080 hours for each full time position required under this contract. The GSA Form 300 (task order) or SF30 (modification) will specify GSA’s requirement, if different.
The contractor will be compensated only for all actual hours worked plus observed holidays (if the employee is normally scheduled to work on the holiday). The contractor will not be compensated for hours that employees do not work for scheduled leave, vacation, illness, etc. The contractor shall account for these costs in their fully burdened hourly rates.” Does this imply that the Government will pay for the 88 hours of Federal holidays?
98 General
The RFP states: “When pricing the base and option periods, SCLS Positions shall be priced without escalation.” Is the contractor allowed to escalate all rates on a yearly basis?
See Answer #32.
The latest Wage Determinations will be incorporated by reference into Section J of this amendment.
This is a Labor Hour contract. See Section L.4 of the solicitation.
No, there are no purchases to be completed by the contractor on behalf of the government.
Correct.
At this time this requirement will remain in the solicitation.
See Answers #40, #41, and #42.
Section L.2 has been updated to clarify the page limitation exceptions.
This is a 100% set-aside for HUBZone. Other socioeconomic statuses provide additional small business benefit to the Government but are not required to be considered for this award.
Yes, the Government includes the 88 hours of federal holidays in our order(s) for each position.
No. Only non-SCA (professional) positions may be escalated for each option period. Escalations shall be proposed prior to award and will not be accepted in future option periods unless stated otherwise. Equitable adjustments in accordance with FAR 52.222-43 shall only apply to SCA positions and will be evaluated at the time of each option period.
99 Section B.9
The RFP states: “The Government supplied bid sheets (see Section B.6) provide cells for offerors to insert a dollar amount (e.g., $2.03) for General & Administrative (G&A), Overhead and Profit for each position classification. While offerors are not prohibited from proposing an initial escalation in these fixed amounts (i.e., an increase from the Base Period to Option Period I to Option Period II, etc.), the Government will not adjust these fixed dollar amounts upwards or downwards in the event of a price escalation in accordance with FAR 52.222-43(e). The proposed dollar amounts for these costs will remain fixed for the duration of the contract.” Please clarify – Is the Government stating that pricing escalation on a yearly basis will not be taken into consideration?
100 General
There are incumbent personnel; for example, the Administrative Assistant in Kansas City who has worked on the contract since 2002 and is eligible to receive 4 weeks of vacation. Can we reflect that amount of vacation in the column for vacation and can this apply to all SCLS incumbent personnel?
101 General
102 Section H.16
Section H.16 states: “Certain skilled experienced professional and/or technical personnel are essential for successful contractor accomplishment of the work to be performed under this contract. These are defined as ‘Key Personnel’ and are those persons whose resumes were submitted for evaluation of the proposal.” The Government has not provided a list of defined Key Personnel. Please confirm that Offerors are allowed to define their own Key Personnel positions (and how many Key Personnel to provide).
103 General Section L.2 has the wrong date and time listed for proposal submission (February 26, 2018 at 2:00 pm CST). Please update to the correct due date and time.
104 Section L.2
Offerors are required to submit one copy of a compensation plan with the Price Proposal; however, Factor 4 of the Technical Proposal also requires the submission of a compensation plan. Should Offerors provide the compensation in both the Price Proposal and the Technical Proposal?
105 Section M Factor 2
Factor 2 states: “Offerors must submit a narrative for one ongoing or completed contract/project…”; however, the same paragraph states that “offerors must use the same two contacts/projects used for work experience for past performance.” Do Offerors need to provide one contract/project or two?
106 Section M Factor 1 Question: Can the government clarify what is included in “third party remote work software”? Would Microsoft Teams or similar software be included in this?
