An additional site visit opportunity is being made available on April 27, 2021 This site visit will begin at 8:00am CDT at the Roman L. Hruska U.S. Courthouse. The site visit will continue at 10:00am CDT at the Edward Zorinsky Federal Building.

It will be the responsibility of the offeror to inspect the site, determine the quantity of service involved, compare the specifications with the work to be done, verify conditions, including other work, if any, being performed. Failure to do so will in no way relieve the successful offeror from the necessity of furnishing any materials or performing any work that may be required to carry out the contract in accordance with the true intent and meaning of the specifications without additional cost to the Government.

M.2.2 - FACTOR 2 - PAST PERFORMANCE

Description: This criterion will evaluate the quality of an offeror’s past performance in performing services for projects similar in size, scope and complexity to the one described in this RFP. It assesses the offeror’s overall quality of past performance, record of conforming to contract requirements and to standards of good workmanship; the offeror’s adherence to contract schedules, including the administrative aspects of performance; the responsiveness of management; the offeror’s history of reasonable and cooperative behavior and commitment to customer satisfaction; including the offeror’s business-like concern for the interest of the

47PG0121R0006, Amendment 1, Page 4 of 6 customer, and the offeror’s overall performance on their contracts. Evidence of a history of successful past performance as a team will be considered an asset for any Contractor Team Arrangements (CTAs), joint ventures and subcontracting arrangements.

Past performance will be evaluated by analysis of the information requested and provided under Work Experience (above), as well as information obtained through interviews with the offeror’s customers and/or the building's owner or a representative of the owner. Regarding past performance on any projects submitted on behalf of managers, key personnel, subcontractors or other partners, evidence of collaborative prior experience among the partners will be viewed favorably.

The Government shall apply similar analysis techniques and overall scoring techniques to all past performance references, regardless of the method of submission used. There is no additional weight applied to the past performance factor based on the method of submission.

Ratings will be based on a scale of No Confidence -> Unsatisfactory -> Marginal -> Satisfactory -> Very Good -> Exceptional, with No Confidence equaling a numeric score of “0” and Exceptional equaling a numeric score of “5”.

In addition to those references provided directly by the offeror, the Contracting Officer may identify and analyze the relevant past performance of the offeror on any other contract on which they have performed within the past five (5) years of which the Contracting Officer has knowledge or obtains knowledge. Because of the wide variety of past performance history of individual offerors, the Government is not required to ensure that an equal number of references be obtained for each offeror.

Standard For Evaluation: The offeror is required to submit form M.6 – Past Performance Reference Information to include each project submitted under Factor M.2.1 Work Experience.

Offerors may elect to submit past performance records in one of the following two ways (indicated in form M.6): (1) CPARS Report(s), or (2) Google Form Past Performance Survey.

Form M.6 is required as part the technical proposal submission regardless of which past performance record format is elected

1. CPARS Report The offeror is not required to submit the actual CPARS report.

If an offeror elects to utilize CPARS Reports the offeror must submit form M.6 – Past Performance Reference Information with their proposal.

2. Google Form Past Performance Survey, if applicable

If an offeror elects to utilize the Google Form Past Performance Survey the offeror must contact the Thomas Prince, Contract Specialist, at thomase.prince@gsa.gov, and Cole White, Contracting Officer, at cole.white@gsa.gov.
