SCOPE OF WORK
● Remove and replace two on-site valve pits, fire protection service piping, and valves, to the connection to city water including pavement, sidewalk, and granite curb replacement.
Replacement supply tap(s) at the city main to be upsized from 6” to 8”.
● Remove and replace existing interior fire service supply lines and valves.
● Provide fire alarm addressable module
● Perform abatement for asbestos and lead
WORK RESTRICTIONS/CONTRACTOR USE OF PREMISES
Government personnel are scheduled to occupy the building during the following hours on weekdays, Monday through Friday, except for established Government Holidays: 6:00 AM - 6:00 PM. Government personnel are not scheduled to occupy the building during times not indicated as Government Occupied Hours. The Contractor working hours shall be generally established to occur during Government Occupied Hours. Work times will be coordinated with the Property Manager and will not adversely affect the operation of the building or its tenants. Entry to the building will not be obstructed. Any work disruptive to the building’s operations or its tenants will be executed outside of government occupied hours.

1. Noisy and/or odor-producing work that may disrupt GSA or tenant agency operations in active roadways.
2. Work that may disrupt or compromise the building or its operations
3. All shutdowns of the fire suppression system
a. Contractor to provide fire watch during scheduled shutdowns of fire suppression system.
Fire watch shall be established and performed in accordance with GSA specifications, NFPA 241, and NFPA 25.
b. Shutdowns of fire suppression systems are to be performed over a weekend, and not exceed 48 hours total.
Work accomplished during Government Unoccupied Hours shall be performed at no additional cost to the Government. Contractor shall submit a proposed schedule and gain approval at least 48 hours before proceeding with any work during Government Unoccupied Hours.
Limited parking will be available on site during working hours for building occupants. The Contractor and Contractor's employees shall make their own arrangements for vehicle parking off site as necessary.
Contractor is to provide company cell phones during this contract. Cell phones are only permitted in construction areas and contractor’s office space.

PROJECT MAGNITUDE
The estimated price range of this project is between $500,000 and $1,000,000. This is only a magnitude of construction. The offeror will be responsible for including all costs in their proposal as this will be a firm-fixed price contract.
This project is permitted by the City of Cleveland Water Department. The contractor will be required to submit the permit with the city. The fee for the water permit is the responsibility of the contractor. The permit application form and quote by the City of Cleveland shall be released via an upcoming amendment. Any additional permits, including road and sidewalk, are the responsibility of the contractor to coordinate and fund.
PERFORMANCE TIME & LIQUIDATED DAMAGES
You will have 180 calendar days after the notice to proceed is issued to achieve substantial completion of the on-site construction work. Contract completion shall be achieved within 30 calendar days after substantial completion. Liquidated damages are $273.88 per calendar day.
Notice to Proceed will be issued with the contract award, which allows for the submission, review and approval of all required shop drawings, material samples, and other project submittals. Additionally, the NTP also allows the contractor to apply for and obtain security clearances, submit any required insurance and bonds, and perform any off-site work. The Contractor shall not proceed with any on-site work until they have been granted written approval to do so by the Contracting Officer’s Representative (COR) following the review and approval of the work schedule.

Written approval by the COR will be issued upon verification that the Contractor has received approved security clearances for a suitable number of employees to begin on-site work, receipt of acceptable insurance and bond coverage, and after Government approval of project submittals.
The “clock starts ticking” for the 180 days to get to substantial completion at the time of award.
This project will be done in two phases. Phase one is construction on the fire water service pipe and valve pit off East 6th street. Phase two is construction on the fire water service pipe and valve pit off Lakeside avenue.
SECURITY REQUIREMENTS
Certain information contained in the Solicitation Documents may have been designated as Controlled Unclassified Information (CUI) building information. With respect to such information, Offerors shall agree to the terms for receipt of such information, as set forth in the provision “Administrative Matters” in Section III of the Agreement, as a condition of receipt of such information.
Contract employees will be required to have a Government security clearance prior to starting work. Applicable clearance documents for employee completion and submission will be provided after award. Please refer to the Agreement for more information. The clearance process can be daunting so please be sure to have a point of contact at your firm to oversee this process with your employees and subcontractors if you are awarded the contract.
BONDS & INSURANCE -
A bid bond (20% of bid price) is required to be submitted with your proposal. Within 10 days after award, the contractor will be required to furnish (1) a performance bond in the amount of 100% of the original contract price, (2) a payment bond in the amount of 100% of the contract price, and (3) insurance in the amounts stipulated in the solicitation. Further detail on insurance requirements can be found in section III.F of the Agreement.
FULL & OPEN COMPETITION
This procurement is a set-aside for Small Businesses. NAICS code is 236220 with a size standard of $45 million. To be eligible to receive an award, offerorsMUST BE REGISTERED AND ACTIVE in the System for Award Management (SAM) system PRIOR TO SUBMISSION OF YOUR OFFER. See FAR regulation 52.204-7 in the solicitation for more information. The website is www.sam.gov.
SITE VISIT
All other site visits after today will be based on the availability of the Project/Property Management staff and may be arranged during normal duty hours by emailing Edward Wisneski and Evan Shooltz.
BASIS OF AWARD
The Government will award a contract resulting from this Solicitation to the Offeror whose proposal conforms to the Solicitation and provides the best value to the Government. Best value will be determined based upon two evaluation factors. The evaluation factors which shall be used to determine best value are (1) past performance, and (2) total evaluated price. Non-Price Factors are significantly more important than Total Evaluated Price. As technical factors become more equal, price becomes more important.

Please refer to Section VI, Method of Award, in the solicitation for more information on past performance technical factors. In short, you shall provide 3 references for comparable projects completed in the last 8 years.
Additionally, we are asking for the past performance questionnaires to be completed by your references on the 3 projects you submit.
Note 1: The Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The Government reserves the right to make an award to other than the lowest priced offer if it is determined that to do so would result in the best value to the Government (ie, tradeoff process).
Note 2: If you have not already done so, please make sure you get the past performance questionnaire out to your references asap so that they can be completed. The completed questionnaires should be submitted by your references directly to stephanie.mathless@gsa.gov. Refer to the solicitation for more information.
PROPOSAL SUBMISSION & CONTENTS
Offers are due November 21, 2024 at 4:00 PM EST. Offers must be received via email to both the contracting specialist, Stephanie Mathless, at stephanie.mathless@gsa.gov and the contracting officer, Rhonda Booker, at rhonda.booker@gsa.gov. Any change to the due date would be issued by amendment only.
A complete proposal submission consists of the following fully-completed documents:
1. Price Proposal- includes filled out Standard Form 1442 with the lump sum price indicated in block 17.
2. Bid Breakdown Pricing Sheet
3. Technical Proposal, which includes information regarding Past Performance.
4. Standard Form 24, Bid Bond.
5. Representations & Certifications Form.
6. GSA Form 527, Qualifications of Offerors.
7. Standard Form 30 (to acknowledge amendments to solicitation, if applicable). Or you may acknowledge any such amendments by filling out block 19 of the SF 1442.
The offeror shall also ensure that company name and address information stated on any proposal document matches the information contained in the SAM system. All contractors must be active in SAM when they submit their bids on November 21, 2024.
Leading up to the proposal due date, questions shall be submitted in writing by November 13th, 4:00 pm EST.
Answers to submitted questions will be issued via amendment or clarification to all bidders by the Contracting Officer by November 18, 2024, 4:00 pm EST. Bidders shall not contact any building tenants. Questions asked during the pre-bid walkthrough may only be answered if they are clarifications of information shown in the contract documents. Information requested that is not shown in contract documents must be requested and provided in writing so all bidders have access to the information.
INFORMATION CONCERNING THE DISCLOSURE OF BID/PROPOSAL RESULTS
This acquisition is being conducted under the provisions of FAR Part 15 as a negotiated procurement. In accordance with FAR 3.104 and FAR 15.207, no information regarding the identity of those submitting offers, the number of offers received, or the information contained in such offers will be made available until after award except as provided by FAR 15.503.
CHANGES TO THE SOLICITATION
Any change to the solicitation will be issued by amendment. Offerors will be responsible for monitoring the SAM website for amendments and/or additional information. Again, amendments must be acknowledged by the offeror.
QUESTIONS
Questions regarding the solicitation raised outside of this conference shall be submitted to the Government point of contact(s), in writing, via email, by November 13th, 4:00 pm EST to ensure GSA can respond. Any questions after that are not guaranteed to be answered in time.
