Solicitation Number 47PF0019R0001 Indefinite Delivery Indefinite Quantity (IDIQ) Construction Repair & Alterations
Contract for the states of Michigan, Minnesota, & Wisconsin
Requests for Information (RFI) Questions & Answers
Q1: Are the superintendent and project manager rates hourly plus burden for standard and non-standard hours? Or, is the burden calculated in the “overhead percentage rate on non-line item work (life of contract)” line?
A1: The burden for superintendent and project managers should be included in the hourly rates proposed for the base and all options for those positions.
Q2: If the JV does not have 7 projects together, would you consider the past performance projects of the 8(a)/HUBZone/Protégée firm’s 7 projects for the JV?
A2: No. Per the RFP past performance for a JV must be for projects where the Joint Venture was the prime contractor on the project.
Q3: In the Solicitation there appears to be a discrepancy relative to the General Contractor’s experience. Page 7 of the Solicitation reads as follows: “Experience as a General Construction Contractor (GC) for primarily commercial buildings on Repair and Alteration Projects. Page 8 of the Solicitation, referring to characteristics of the projects, reads as follows: “Project was performed in or around an occupied and functioning commercial building.” If nearly all of the projects include commercial buildings, can there be one which included complete interior demolition, design, framing, electrical work, drywalling and painting of a large historical house which included many of the trades listed in the cost line items?
A3: Amendment 0003 revises the title and description of the Experience factor which includes removing the word primarily. The Government is seeking experience information for construction projects in or around an occupied and functioning commercial building. The experience can be from federal, state, local, or private sector contracts. Offerors should not submit examples of construction projects for residential/houses.
Q4: Are asbestos surveyors available on buildings potentially subject to construction, alterations and repair?
A4: As projects are developed, each one will have pre-alteration assessment performed by GSA. Any hazardous materials that are anticipated to be encountered as part of the construction will be identified in the statement of work.
Q5: Have PCB inventories been conducted on government buildings and will be available for review on potential task orders?
A5: PCB inventories have not been conducted.
Q6: Have lead-based paint inventories been conducted on the buildings to be renovated or repaired and will this information be available for review on potential task orders?
A6: As projects are developed, each one will have pre-alteration assessment performed by GSA. Any hazardous materials that are anticipated to be encountered as part of the construction will be identified in the statement of work.
Q7: Please confirm that exterior building work will not require more than incidental soil removal associated with sidewalk and/or asphalt removal/repair?
A7: Generally speaking this is true, however, there may be projects that require more extensive soil removal such as retaining wall projects.
Q8: Will the contractor or GSA be responsible for obtaining approval for modification of buildings listed on the National Register of historic places?
A8: GSA will be responsible obtaining approval for modifications to buildings that are considered “historic”.
Q9: Will all task orders require a contract holder to have direct full time representation onsite during field operations?
A9: Please refer to Section III.C., Contractor Management and Personnel, of the Agreement section of the solicitation, which references FAR 52.236-6, Superintendence by the Contractor, along with supplemental information.
Q10: Can the Prime use the Prime Subcontractor’s past experience, reps and certs?
A10: No. The prime offeror, as shown in block 14 of the SF1442 offer form, must supply reps/certs information for their company name only. Additionally, past experience as a GC should be submitted only for the offeror name stated in block 14 of the SF1442 and not for potential subcontractors.
Q11: As Davis Bacon wages are a part of the RFP, can it be assumed that the contractor will be using Davis Bacon and not SCA?
A11: Yes. The resultant contract(s) awarded under this solicitation are only subject to the Davis Bacon prevailing wages for construction work as established by the Department of Labor. The SCA wages, also known as Service Contract Act wages, are not applicable for this solicitation.
Q12: The totals for the standard and non-standard price schedule only show an increase from years 3-5, should they all have an increase/inflation rate?
A12: This was a mathematical error that was corrected in Amendment 0002. Revised Contract Line Items pages were given in Amendment 0002 which corrected the total amounts at the bottom of each year’s set of line items. Please refer to Amendment 0002.
Q13: Can the paper copy of the proposal be provided a few days after the email copy is due to GSA?
A13: Please refer to Amendment 0002. The Receipt of Offers instructions have been revised.
Q14: Should bonding be separate from overhead and profit percentage rates?
A14: Yes. Your proposed percentage rates for overhead and profit for the life of the contract for non-line item work only should not include costs for bonding. Any bonding that may be required for non-line item priced projects should be proposed separately in the Request for Proposal (RFP) or Request for Quote (RFQ) at the task order level.
Q15: Should bonding costs be included in the bid factor percentage rate for the Standard and Non-Standard unit prices? Or did the Government already factor this in to the unit prices provided.
A15: The Government has considered and factored many different costs in to the loaded unit rates, including bonding. Since separate costs for bonding may not be submitted in proposals for task order work that is based on the established line items in the contract, the contractor shall make sure their proposed percentage rate for the unit prices for base and all option years include all costs they feel they need for completion of the work, including bonding.
Q16: We are requesting the addition of FAR clause 52.208-9 which adds the mandatory purchase requirements for AbilityOne products to Solicitation 47PF0019R0001 per FAR Part 8.
A16: The FAR clause 52.208-9 is pursuant to and as prescribed by FAR Part 8.005.
This solicitation is being procured under FAR Part 15 and thus clause 52.208-9 is not applicable and will not be added.
Q17: Could the GSA please provide us with copies of ATTACHMENTS A- GC
EXPERIENCE SUMMARY, ATTACHMENT B- PAST PERFORMANCE
QUESTIONNAIRE, and ATTACHMENT C- OFFEROR INFORMATION in Microsoft Word format?
A17: Yes. These forms have been uploaded to FBO in Microsoft Word format.
Q18: On page 10 of the Solicitation under Factor 3- Staffing Plan and Qualifications of Key Personnel, “Resumes shall be provided for key team member(s) fulfilling roles 1-4.”
Is there a page limit for the resumes that we include? Also, just to confirm, the key personnel resumes that we include are not considered as part of the five (5) double-sided pages limit that we are allowed for the written response for the Staffing Plan and Qualifications of Key Personnel, correct?
A18: There is no page limit for the resumes. The resumes are not part of the five (5) double sided pages limit for the written response for the Staffing Plan and Qualifications of Key Personnel. This has been revised in Amendment 0003. Please refer to Amendment 0003.
Q19: According to the Solicitation on page 8, under Factor 1- Experience as a GC for Primarily Commercial Buildings on Repair and Alterations Projects, repair and alteration projects are defined by characteristics such as, “Total project construction cost at award was between $25,000 and $1,000,000.” Is our company allowed to use a repair and alteration project as an example that is over $1,000,000 in size? Or will this result in our company receiving a lower rating for this project?
A19: Projects should demonstrate the GC’s ability to successfully complete a range of repair and alterations projects, of varying complexities and budgets within the range stated in the RFP. Companies should submit project examples with construction costs at award between $25,000 and $1,000,000 as they are the most relevant types of examples. Projects within the range stated in the RFP will be given preference over projects submitted outside the range. A contractor may submit examples outside of the range if they do not have the minimum number within the range. Please refer to Amendment 0003 for more information.
Q20: Just to confirm, on the ATTACHMENT TO SF1442 PROPOSED PERCENTAGE FACTORS AND RATES, for each Zone we are only supposed to put in one percentage number (+, NET, or -) for each year that covers BOTH Standard and Non Standard. We are NOT supposed to put in two different percentage rates (+, NET, or -) for each year to separately cover Standard and Non Standard.
A20: Correct. Offerors are to present only one (1) percentage number for each year and that percentage will be applicable for both Standard & Non-Standard hour line item work. Please also be sure to use a plus (+) or minus (-) sign in front of your whole percentage number to distinguish if it’s an increase or decrease. And please use the term “net” if not offering an increase or decrease to the unit prices for the applicable year and zone.
Q21: According to the Solicitation on page 11, under Factor 4- Past Performance as a General Contractor (GC) on Repair and Alteration Projects, it states that, “The offeror shall be responsible for disseminating and collecting the past performance which shall be submitted with their proposal.” To confirm, completed Attachment B Past
Performance Questionnaires (PPQs) are to be submitted as part of our proposal, and are not to be sent directly to the Contracting Officer via email by our References.
A21: Correct. The offeror shall be responsible for collecting the past performance questionnaires from their references and to include them in their electronic and hard copy proposal submissions. References do not need to submit the questionnaires directly to the Contracting Officer.
Q22: From the pre-proposal meeting, it was my understanding that the Superintendent & Project Manager Line Items are only applicable to the Non-Line Price Work. Is this correct?
A22: No. The hourly rates proposed for Superintendent and Project Manager by an offeror are applicable to all work, whether it’s line item or non-line item work. Offerors should not include any costs for a Project Manager or Superintendent in any other areas of their proposal.
