Questions and Answers, Part 3
*Note to offerors: this 2nd Questions-and-Answers Document addresses questions received in writing after July 20
Q1: In the Building Information Exhibit 5, item 7, Historical Repair, Service Calls and Testing
Data. The item states that the number of repairs per month is “unknown”. Wouldn’t this data be captured in the NCMMS currently in use? Please provide the missing data. Please provide the missing data for “number of repairs over the last year,” as well.
A1: Please see the response to Question 43 in the Questions-and-Answers Part 1 document published to www.fbo.gov on July 20, 2018.
Q2: In the Building Information Exhibit 5, item 8 is missing data for the 3 & 5 year bibb hose and obstruction tests as well as the infrared testing. Please provide the missing data for these items.
A2: Hose bibbs are current with Plumbing PM's, infrared is Electrical and are current as well.
Q3: In the Building Information Exhibit 5, item 8 states Switchgear was last tested in January of 2015. As this is normally performed every 3 years, will this be performed again before the end of the current contract on November 30, 2018?
A3: Yes, this is currently scheduled for completion in late August - early September
Q4: In the Building Information Exhibit 5, item 8 states Boiler was last maintained October of 2015. As this is normally an annual PM is GSA stating that this PM is nearly 3 years past due?
Will this PM be completed before the end of the current contract?
A4: Boiler PM is currently current, it will be completed again after boiler start up.
Q5: Section B.1.1 Offer for Above Standard Services, Note 4 states; “Offerors are cautioned not to confuse overtime services with additional services. Additional services are defined as any work requested by the Government that is within the scope of this contract but in addition to the contract requirements.” Will the contractor be paid at the overtime rate if the additional service requires the use of overtime hours by the contractor?
A5: The answer to this depends on the specific situation. In the event that the work COULD be performed during normal working hours but the Government specifically requests that the work take place after normal working hours to expedite the return of a piece of equipment to operating condition or to minimize disruption to tenants, then Overtime rates may apply. However, if the contractor elects to perform work after normal working hours as part of their own staffing decisions, then Overtime rates would not apply under the contract.
Q6: Please provide the square footage for the Stars and Stripes Learning Center.
http://www.fbo.gov/
A6: Please refer to the Building Information Sheet published as part of Amendment 0001 to the Solicitation.
Q7: Section C.8.1 specifies a journeyman mechanic on-site for a 10 hour per day minimum requirement during normal operating hours. What are considered the “normal operating hours” for this facility?
A7: Please refer to the Building Information Sheet (Exhibit J.5) in the Solicitation.
Q8: There are areas within the facilities that operate on a 24 hours a day, 7 days a week schedule. Is the contractor required to provide services to these areas on the same schedule or would the contractor only provide emergency call-back services during after normal duty hours?
A8: Routine work after normal duty hours are not a part of standard monthly services.
Q9: C.8.5 Use of CMMS. Is the NCMMS fully implemented at this facility?
A9: Please refer to the responses to Questions 31 and 33 on the first question-and-answer document published on July 20, 2018 to FBO.
Q10: Is there an up-to-date equipment asset inventory in a format suitable to be used in the
NCMMS?
A04: Please refer to the responses to Questions 31 and 33 on the first question-and-answer document published on July 20, 2018 to FBO.
Q11: C.9 Is there a current Building Operating Plan matching the format described in C.9.2?
A11: There is currently a Building Operating Plan (BOP) tailored to the location.
Offerors should note that the presence of information, materials, and templates onsite does not absolve them of any of their responsibilities under the contract.
Please refer to Section J.7 of the Solicitation: “The current Building Operating Plan will be provided to the contractor after award. The Contractor is responsible for maintaining and updating the plan during the life of the contract.”
Q12: C.19 Are Emergency Shutdown procedures currently in place in the mechanical rooms or will the contractor be responsible for creating these?
A12: There are plans currently posted. However, responsibility for the requirements of C.19 lies with the contractor, so offerors should note that these materials may need to be reviewed and/or revised.
Q13: C.20 Are electrical circuits currently properly labeled?
A13: Circuits are labeled currently.
Q14: C.23.3 The response time requirement for an emergency call-back after hours; “The Contractor shall respond to the emergency service request immediately but no more than thirty
(30) minutes from the time of notification,” is exactly the same as an emergency call during normal hours. Why would these response times be the same when the emergency call assumes a response by an on-site mechanic, while the emergency call-back after hours requires the mechanic to be “called back” to the facility requiring travel time, etc.? Will GSA consider allowing a 1-hour response for an emergency call back after hours?
A14: GSA will not be adjusting this requirement.
Q15: C.28.1 When was the last calibration of the advanced meters?
A15: 2 of the 5 are operational, calibration status at this time is unknown
