Questions-and-Answers

Note to offerors: the following question and answer document comprises the written responses to all questions asked as part of the pre-proposal conference on July 9, 2018 as well as all questions received in writing prior to July 20, 2018.

Q1: The agenda mentioned that Good Friday is a holiday under the CBA. Is the facility still open on Good Friday? Are there any other differences between Federal Holidays and other holidays?

A1: Contractors should be aware that the contractor’s responsibilities to their employees under the Collective Bargaining Agreement (CBA) regarding holidays may differ from the schedules that Federal buildings maintain. The Hart-Dole-Inouye facility is open on Good Friday; however, the CBA active at the facility establishes Good Friday as a holiday for employees. Contractors should be aware of this in their pricing and staffing plans. The only federal holidays under the contract are those referred to in Section C.2.27:

“Federal holidays” for the purposes of this contract are New Year’s Day, Martin Luther King Day, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans’ Day, Thanksgiving Day, and Christmas Day. When Federal holidays fall on weekends, a weekday is typically designated as the holiday. Holidays that fall on Saturday are observed on the previous Friday and holidays that fall on a Sunday are observed on the following Monday. Veterans’ Day is always on the 11th of November and Thanksgiving is always the 3rd Thursday of November.

Please note the Wage Determination for this area includes 11 paid holidays with the inclusion of Good Friday. It is the responsibility of the Contractor to account for this labor within the price proposal submission. Service within the facility is required on all days that the Government is working.

Q2: Is the repair liabilities threshold applicable to chillers, even though there is a chiller warranty?

A2: Yes, the non-reimbursable repair cost threshold applies to chillers, and all equipment that is included as part of standard services. The non-reimbursable repair cost threshold does not apply to tenant owned equipment identified on the Tenant Owned Equipment List. Repair of tenant owned equipment when ordered by the CO or designee will be priced in accordance with the Additional Services provisions. As for the chiller warranty, please refer to Section J.2, Exhibit 2 and Section C.39.2.1 - Chiller Maintenance and Repair for details regarding the contractor’s responsibility under the contract.

Q3: For the upcoming chiller overhaul, will there be new refrigerant?

A3: The plan is to keep the same refrigerant.

Q4: Is Eddy current analysis included in standard services?

A4: No, eddy current testing is not included as part of standard services. Eddy current testing should be ordered as an above standard service by the COR in accordance with the pricing schedule in section B.1.1 of the contract. The last eddy current test was performed in 2016, and the next test is due in 2019.

Q5: Will chiller warranty contact information be provided to contractor?

GSA is awaiting final close-out from this project but we anticipate a warranty for workmanship until March 17, 2019. For information on roofing warranties, please see Question 14 below. Other warranty information has expired.

Q14: What roof warranties exist?

A14: Because HDI is a large complex with many buildings and roofing systems, there are some active roof warranties and some expired roof warranties. Please see active roof warranty information below.

In the event that the generators are replaced as a separate project in the future, a contract modification would be issued, along with a commensurate and negotiated price adjustment. Please base your proposals solely on the published solicitation and any subsequent solicitation amendments.

Q19: Are monthly full load tests performed on the generators?

A19: No, smaller non-full load tests are performed weekly.

Q20: Do you bring in a load bank now to perform generator load tests?

A20: A load bank is trailered to the location to perform the multi day testing

Q30: Could GSA provide a list of subcontractors that are currently being used at the site?

A30: Aside from Riverside and Trane (provided in earlier responses), no other building maintenance systems have proprietary systems to the best of GSA’s knowledge. Please note that, while GSA may at times be willing to state who currently performs subcontracting work at the facility, and while GSA reserves the right to approve or disapprove subcontractors, GSA’s policy is not to get involved in relationships between the prime contractor and subcontractors.

Q31: Is the contractor required to use the NCMMS? Is there a specific way that work orders are to be entered prior to NCMMS entry (e.g. hard copies, cell phone, etc.)?

A31: Yes, the contractor is required to fully utilize the NCMMS in accordance with Sections C.5, C.8.5 and C.10 of the contract. GSA does not dictate how work orders are handled prior to NCMMS entry (hard copy, cell phone, etc.)--that is the contractor’s discretion.

Omissions on existing inventory do not relieve the Contractor from the responsibility for the maintenance of the equipment.

Q34: How are service calls communicated to the contractor?

A34: Service calls are currently communicated via email, phone calls and through NCMMS. This does not mean, however, that the successful awardee couldn’t find a different method of communication. Q43: Under historical building repairs- will GSA be providing number repairs monthly as well as number of total repairs over the last year?

Q44: Local 324 is a international union of operating engineers. They are not a HVAC UA service union. Did the operator’s union employees at this location have all of the required licensing to legally perform HVAC, BAS, Fire, and electrical work within this facility?
