USMS Publication 64 Florida Building Code 7th Edition (2020) ASHRAE Standard 90.1-2016 ASRHAE Standard 62.1-2016 GSA P100 Facilities Standards, October 2021 with 2022 Addendum
b. Existing Mechanical Systems There are (2) air handlers serving the 7th floor. The air handler serving the area where Courtroom 7B will reside is AHU-7A. The original record drawings dated 1994 show the air handler delivers 5376 LPS (11,391 CFM) and the associated dedicated outdoor air unit provides 1225 LPS (2595 cfm, 22.8% OA). There is an exhaust louver on the west side of the high rise at column line G.
Note that there are (2) post tension beams running east-west along both columns G and H (between col 2.2 and col 4.8). The bottom of beam elevation is approximately 18’-10” above the 7th floor slab. This will be a pinch point where ceilings are set high.
c. General Scope of Work The goal of the project is to renovate the 7th floor to add courtroom 7B and ancillary rooms and cell block.
d. Noise The new work is specifically designed for a high-level acoustical privacy within the courtroom and associated spaces. Within the courtroom, speech intelligibility is a main concern. Isolating the courtroom walls from building system noise and vibration is a main concern. Special attention must be paid to noise criteria (NC) requirements of each space and air pressurization requirements.
e. Courtroom HVAC
1. The renovated space for this project will utilize the existing chilled water air handler AHU-7A
(11,391 CFM) and associated outdoor air unit OAHU-7A (2595 cfm, 22.8% OA), both located in the 7th floor mechanical room.
2. Existing supply diffusers, return grills, and ductwork to be reused will be cleaned.
3. New terminal units with DDC zone control will be integrated into the existing BAS.
4. Contractor to turn over demoed terminals to GSA for reuse by the O&M.
5. Any terminal units to be reused will be tested to confirm each is in good working condition.
6. All supply air ductwork is to be insulated.
7. Air is returned to AHU-7A by plenum. All items in the plenum must be plenum-rated.
f. Holding Cell HVAC
1. Per US Marshal Pub 64, provide a minimum of 12 air changes per hour (ACH) with a min of 2
ACH of outdoor air. Cell block to be maintained under negative pressure with respect to adjacent spaces.
2. Per US Marshal Pub 64, provide an air pressurization monitor in main cellblock area, with readout in USMS command and control center.
3. Provide supply and exhaust air inlets and outlets complying to the layout outlined in US Marshal Pub 64, moving air from prisoner sallyports to rear of prisoner cells.
https://codes.iccsafe.org/codes/florida www.gsa.gov
4. Pass 100% of exhaust air through HEPA filters to outdoors, above re-entrainment zone.
5. Fully conceal ductwork in walls and chases above security ceiling.
6. HVAC system supplying and exhausting air to the cell block will be on emergency power per
USMS Publication 64.
7. Install maximum-security detention-type ventilation grilles for both supply and exhaust vents, secured with tamper-proof fastener, finished to match the ceiling finish.
8. Welded security bars are required in ductwork over 100 square inches that penetrates the security envelope (No 9 Steel, max 30 in sq openings).
9. Apply security caulking around ductwork penetrations of the secure enclosure.
10. No thermostatic controls can reside in the cellblock, sally ports, or secure corridors, per
USMS Pub 64. Consider locating accessible temperature and humidity sensors in the exhaust air.
g. Test and Balance Provide a TAB report to GSA for the entire project and per US Marshal pub 64. Conduct a second test of the cell block and provide a second report 60 – 90 days after occupancy, per US Marshal Pub 64.
h. Demolition - Plumbing
1. Remove existing water closet and lavatory in the toilet room.
2. Remove the existing lavatory in cabinetry adjacent to the toilet room.
3. Demolish existing hose bibb and associated domestic water piping adjacent to the prisoner elevator No. 8. Remove and cap plumbing piping back to the mains.
4. Demolish the existing 2” cold water line running across where the new courtroom will be constructed.
i. New Work - Plumbing The project includes (2) toilet rooms, one of which must be ADA compliant. Each toilet room will contain one wall mounted vitreous china water closet with manual flush valves, 1.28 gallons per flush maximum, and (1) wall mounted vitreous china lavatory with manual faucet.
An additional counter mounted, stainless steel sink with gooseneck faucet and wrist blades (ADA compliant) will be installed in the Jury Deliberation Room (713). Domestic hot and cold water will be provided from a branch take off from the existing domestic water system. The sanitary waste line will be routed in the sixth-floor plenum space to the existing riser. A vent line will run from the toilet room in the 7th floor plenum space to the vent riser.
j. Holding Cell - Plumbing
1. Per the US Marshal Publication 64, all plumbing must be fully concealed in walls and chases and above security ceilings.
2. Provide (2) new detention toilet-lavatory combination units supplied with both hot and cold water. Units fabricated of 12-gauge grade 304 stainless steel with 14-gauge lavatory bowl, countertop backsplash panel, toilet bowl, flushing rum, integral set, trap, and trap covers;16 gauge recessed tissue paper holder, lavatory valve, deck-mounted spout, and flush valve. Fill gaps between the wall and unit with pick-proof detention caulking.
3. Two floor drains will be installed outside of the cells, near the existing hose bibb.
4. Provide a pressure reducing valve for the hot and cold-water lines.
