The General Services Administration is soliciting proposals for a construction contract to build out a new US District Courtroom, holding cell, and ancillary spaces on the seventh floor of the courthouse. Key requirements include building a negative pressure cell block area with a minimum of 12 air changes per hour and 850 CFM of airflow. Special ductwork, piping, controls, and fire protection measures are mandated for the detention space by the US Marshal Service. Proposers should attend an optional site visit on May 25th and register attendees by May 22nd. Proposals are due in response to Solicitation Number 47PE0723R0011.

1. Drawing M-101 keynote M7 mentions security requirements for ductwork and piping penetrations of the cell block. Per US Marshal Pub 64, ductwork over 100 sq in penetrating the security envelope must have man-bars of 30M (No 9) steel bars welded into grid with maximum openings 30 sq in. Apply security caulking around ductwork penetrations of the secure enclosure. Fully conceal ductwork and plumbing piping in walls and chases and above security ceiling.

2. Drawing M-101 does not indicate where controls are located for the cell block. Per US Marshal Pub 64, no thermostatic controls are permitted in the cell block, sallyports, or secure corridors. Recommend placing temperature or humidity sensors in the exhaust air ductwork.

3. Per US Marshal Pub 64, the HVAC system must be supplied with emergency backup power. Emergency power is called out on controls drawing M-702 for the exhaust fan but could be missed by the contractor since there is no mention on the exhaust fan schedule on M-601. Drawing M-101 shows supply air to the cell block through a VAV terminal unit. Provide a fan-powered terminal unit in lieu of the variable volume terminal unit shown. Interlocked fan-powered terminal unit with the operation of the exhaust fan. Both fan-powered box and exhaust fan must be able to operate during an electrical outage on emergency power.

4. Per US Marshal Pub 64, the cell block must be negatively pressurized with respect to adjacent spaces. An air pressurization monitor is required in the main cellblock area, with readout in the USMS command and control center. Provide a minimum of 12 air changes per hour. Increase the airflow shown on drawing M-101 from terminal unit V-7A-10 serving the cell block from 400 CFM to 850 CFM to meet the minimum required airflow and pressurization requirements.

Air change rate: [12 ACH x 474 SF x 9’-0” ceiling / 60 = 850 CFM]

5. Note that there may not be adequate space to rout the 12x10 low pressure ductwork from terminal unit V-7A- 8 crossing column line G. There are (2) post tension beams running east-west along both columns G and H (between 2.2 and 4.8). The bottom of beam elevation is approximately 18’-10” above the 7th floor slab. This will be a pinch point where ceilings are set at 17’-8”.

6. The US Marshal Pub 64 has special requirements for fire protection of the cell block:

a) “Institutional quick-response flush pendent type or horizontal sidewall fire sprinklers designed for standard or extended coverage applications, with solder-link fusible element, tamper-resistant escutcheon and retaining flange that prevents sprinkler movement away from the wall or ceiling. Fire sprinklers with “O”-ring water seals are prohibited.

b) No fire alarm pull boxes, exit signs or posted evacuation plans in prisoner spaces.

c) Strobe light alarms only, with tamper-resistant covers. No sound alarms.

d) No smoke detectors or fire alarm notification devices installed in detention cells

e) Fully conceal fire sprinkler piping in walls and chases and above security ceilings.
