Section Question Answer

CLIN 0001 Cover Memo, PWS 5.1

Mentions cleaning outside air chase. During site visit direction was to not include this.

Clarify this.

Per GSA policy use the EPA's guidance from the EPA's 2008 mold remediation in school's snd commercial buildings.

CLIN 0002 Cover

Memo

Mold remediation is requested. There is no standard provided, pre or clearance inspection requirements, third party FOH or IH requirements? Provide existing reports of mold contamination.

The scope requires the contractor to perform a pre alterations assessment. Please provide pricing for the pre-alterations assessment

CLIN 0003 Cover

Memo Provide existing reports of asbestos in building management plan.

The scope requires the contractor to perform a pre alterations assessment. Please provide pricing for the pre-alterations assessment.Regardless of GSA records for ACM in buildings we need all impacted tested for ACM and place how we need to handle the testing for ACM in the SOW.

To provide proper replacement will need existing blueprints of duct work system including the sound attenuator details. Also need to determine SF per floor to gauge the amount if duct to be cleaned. Available drawings are included in attachments

Request an extension to RFP due date to allow for delivery of blueprints, review and cost estimating to provide a good proposal. Extension for review of RFIs and quote submission has been provied.

6 PWS 5.2.2 d. e.

Cleaning of all registers and returns will require access into every space. Will there be additional escorts required in any of them? If so will the costs for these be the contractors or GSA? See New SOW

7 PWS Note P. 7

Will the O&M contractor support the project with manipulating the fire alarm system? Can we utilize the Goodwill company for assistance with cleaning?

GSA will coordinate with O&M when possible. Schedule should include estimated requests for coordination.

Request that GSA review and approve of the replacement sound attenuators and access openings via a submittal. The replacements shall be identified in quote.

9 PWS 5.5.7

Clarify what will constitute a section for GSA to perform a visual inspection. Before ductowork is sealed GSA needs to inspect.

10 PWS 5.2.2 k

Provide a quantity of VAV per floor from filter changes. It is impossible for us to field verify them unless we access every one. Available drawings are included in attachments

11 PWS 5.2.2

Duct Cleaning method says to use pressured "air whips". This method is ineffective for size of duct. Must be directly cleaned with mechanical rotating brushes and crawling the ductwork, with direct contact hepa-filltered vacuums. This is the prescribed NADCA cleaning methodology, for this size and layout of ductwork. See revised SOW

12 PWS 5.2.2

Is there any fiberboard in the system? If so, it needs to be encapsulated with Fiberlock IAQ 8000 Available drawings are included in attachments

13 PWS 5.2.2. f?

Cleaning of coils for units is stated to use a poor chemical cleaning solution. TriP'wer HD is the better solution and would prefer to use this than what is stated. See revised SOW

14 PWS 5.2.2

Clarify that the requirement is to clean the entire AHU or just the coils? To properly clean the AHU it is necessary to include the cleaning of the blower wheel, blower housing and fan chamber. The entire system

15 PWS 5.2.2

In order to gain access to duct. Double hinged, insulated, gasketed doors should be installed to prevent excessive leakage. See updated SOW

16 PWS 5.2.2

For first floor, a lift may be needed, can the additional cost be added by change-order and included in bid price?

Contractors should include all costs associated with completing the project in their initial quote.

17 PWS 5.2.2

To properly clean AHU, it is necessary to include the cleaning of the blower wheel, blower housing and fan chamber See updated SOW

Days of cleaning is allocated to 5 days/floor.

Can this be extended?

This is a proposed schedule. Contractor is required to submit a schedule of work upon award for approval.

For duct cleaning company, what is the required wage determination for both technician and supervisor/foreman, as stated in 2015-4543 This is being procured as a service contract, Davis-Bacon does not apply

20 PWS 5.2.2

Is fogging of duct system a method considered. If so, ductwork must be fogged with EPA sanitizer for use in HVAC systems

The fogging agent must be epa approved. Also we need a plan to ensure occupants in the builing will be safe. (e.g. fogging after work hours and weekends)

What are the requirements for personnel background checks? Every individual required to have full HSPD Adjudication? Escorting allowed by badged persons? See updated SOW

22 6 APPENDIX B

Existing Facility Drawings. Existing drawings to be provided under separate cover for background information only through the GSA Miami Field Office. Accuracy is not guaranteed. Contractor to field verify at the site all conditions and existing drawings prior to submitting a bid. The e- format version of these drawings are available should the team prefers it. Can these be provided? Available drawings are included in attachments

On the 12th Floor I saw a matching paint plywood sheet framed in with matching paint angle trim. Is there a specific criteria for creating access in solid ceilings(Sheet rock)?

Should Contractors require access to the interstitial ceiling space through solid (i.e. sheet rock or plaster) a painted drywall faced ceiling panel with keyed lock shall be provided at strategic locations. Size of panel as required for the duct or equipment to be accessed but not less than 12" x 12" with key lock.

Are there any current ongoing or future projects that will overlap or delay the progress of this project?

The COR for the project will coordinate with any ongoing and future projects to ensure delays are avoided

Please provide specific dumpster requirements.

Must be lockable and covered daily. Area must remain clean becuase vehicles park in the area daily.

Does the client want samples of contaminant found in the ducts for lab testing?

sample duct work, sample the surface of the air difusers, and have the HVAC inspected (mold, dirt, rust, etc.).

In the report, there is no clear information on the mold to be removed. Can more information be provided?

Ductwork samples should be taken, sample the surface of the air difusers, and have the HVAC inspected (mold, dirt, rust, etc.). Mold should be removed as necessary if found.
