| Asheville, Charlotte, Raleigh-North Carolina |
1. The Past Performance Questionnaire is attached to the amendment. Attached
2. Can the experience on similar projects have a total project construction cost at award of $250,000.00 since that is the maximum project size? Yes
3. On Page 78, the Solicitation states that “The Offeror must provide a GC Reference Form for each reference (a person or persons who may be contacted regarding the quality of the Offeror’s past performance).” Does this GC Reference Form follow a specific format, or is it a separate document that the Offeror is expected to download and fill out for each reference. And if so, is there GC Reference Form that can be downloaded from SAM or another source? Attached
4. The solicitation requires each resume for key personnel to have “project assignment” listed, can you please describe what this means? A detailed list of projects, or cross reference the projects listed with your Key Personnel.
5. I am also unable to locate the RFI deadline date, can you please disclose the cutoff date? RFI cutoff date is September 23, 2020 4:00 PM EST
6. What is the required page count for the proposal? No minimum page count but most responses should not exceed 2 to 3 pages per question.
7. 11.D. Technical Proposal” states: The Offeror must demonstrate successful experience as a General Construction (GC)Contractor responsible for the construction of at least two (2) similar projects substantially completed within the last five (5) years. A “similar project” is defined as a project that is comparable in nature, type, and complexity as defined by all of the following characteristics:
● Project involved the renovation or the modernization of a comparably sized structure;
● Project was performed in an occupied and functioning office building;
● Project involved all of the following disciplines - architectural, civil, structural, HVAC, plumbing, electrical, fire alarm, elevator, and telecommunications;
● Project included historic restoration and repair of a building listed or eligible to be listed on the National Register of Historic Places;
● Project included Hazardous Material abatement (e.g., asbestos, lead, PCBs, mold, etc).
● Project included requirements for noise control
● The total project construction cost at award of the construction contract(s) was not less than $10 million. Should be $10K to $250K.
8. Does the last characteristic “The total project construction cost at award of the construction contract(s) was not less than $10 million, still apply to this IDIW as a requirement? Should be $10K to $250K.

1. The following attachments are included in the documents. Attachment #1 (an EXCEL spreadsheet) has the following paragraph on the bottom; where are we to acknowledge this document?
“I have reviewed the unit prices for accuracy and completeness, including assessing whether the prices completely and accurately represent the features and quantities. After review, I concur with the unit prices and that it should be considered as the Independent Government Estimate (IGE) for the identified work.”

47PE0619R0049+Generated+PDF+with+TOC+(2) (1) (PDF) Attachment+1+Construction+Line+items+01-30-19 (1) (EXCEL Sheet) Attachment+2+-+GSA527-15c+2019+04+16+ (1) (PDF) This is not a statement for the contractor, this is a statement made by GSA. The Contractor should review the Unit Prices on the Construction Line Item document and determine if any prices are out of range or unacceptable. If the Contractor wants to propose a change in any of the Unit Prices, they must submit documentation to Justify the requested change in Price for each Line Item. GSA must approve the requested change. GSA will then issue an updated Construction Line Item document. When the contractor signs the award, they are agreeing to the Prices or Unit Cost contained in the Construction Line Item list. Those Unit Cost plus the Contractors Coefficient will be used to determine the final cost of each line item.
2. Is the, Attachment #1 (EXCEL Spreadsheet), the unit cost we are to use to add or subtract a percentage from to develop our individual cost with supervision and mark-ups?
The Contractors Coefficient or Bid determines the final cost of a Line Item. For example, if you bid 10% or 20%, it is the Line Item Cost plus 10% or 20%. The Coefficient is your Total Markup. The Coefficient includes your G&A, Overhead and Profit.
3. We are only to come up with one percentage for any combination of the listed line items.
Understanding the items are description of anticipated work and not definitive work items.
The Coefficient that you bid will be applied to the category of work identified. For example, Regular Work during Regular Hours for each FY is a separate Coefficent verses Regular Work during After Hours for each FY.
4. 47PE0619R0049, Section B Pages 3 – 10; We are to fill out a percentage per year on this document, and then enter the same numbers in Bid Section I & II, Section C; where the “Totaled Evaluated” price will be calculated? And this Total Evaluated Price,(which is an add or deductive percentage), will be the Price determining factor?
5. Will the superintendent be able to perform as the SSHO and QC on all projects?
Will be determined by the COR per each Task Order. This is not a preferred method for QC inspections.
6. Will there be an ability to adjust units if additional personnel (QC, SSHO) are required per specifications?
Once the Award is signed, the Unit Cost and the Coefficient you bid are locked in for One Year. If there is a dramatic change in material cost, the contractor would have to request a change to the Unit Prices from the CO. No units will be adjusted after receipt of proposal.
7. Is the base year RS Means 2020 or 2021 At this point, it appears that the base year will be 2021.
8. Should we to include a construction trailer in the percentage or will there be the ability to add such items if the scope and location of the project requires it?
1. Most projects are performed in or at Federal facilities. In most cases, contractors are able to obtain office space inside the federal facilities. If a trailer is required, that would be negotiated and included in the project estimate. No construction trailer project is required.
9. Section B; page 4; item 0005 – are we to put $1,000.00 for the Guarantee Minimum? (per section C , page 18, para 3.08 (1.)) The Minimum Guarentee – Indicates that if No Task Orders are issue against this contract for the first year, the contractor is guarantee to receive the $1,000 payment.
10. The front page of the solicitation Section A; 13 B; reads that a offer guarantee is required. What value / percentage are we to base a bid bond? Or is one required since there is no actual project.?
No bid bond is required.
11. Do we need to qualify that we are only bidding on a single Zone?
Your submitted proposal will indicate which zone you are submitting a proposal for.
