Contractor’s Questions & Answers

1. In looking through the fire specs on this project – it mentions a GSA Fire Protection Engineer (which looks like you guys provide this one & I do my submittal to him) – section 1.2 A-E - is that correct? as then it also says (section 1.5 C – under quality assurance) – that shop drawings can be done by a qualified professional engineer OR NICET III person. I am verifying that I DON’T need to get a separate Fire Alarm Engineer (if I am a NICE level III) – for this project.

GSA will provide FPE of Record for review of all life safety impacts, submittals, inspections, etc.

Sprinkler and alarm shop drawings must be prepared by certified individual.

2. Will the fire alarm panel be replaced prior to this project being started? Are they replacing it with the same panel or is it going to be a different panel?

Alarm panel is anticipated to be replaced prior to start of this project. Edwards Intelligent Fire Alarm Systems EDGE-ML Series. SOW for replacement - Replace existing Edwards IO1000 Fire Panel with an Updated Edge fire panel - Edwards Intelligent Fire Alarm Systems EDGE-ML Series. As part of this upgrade, two (2) new loop controllers will be furnished and installed to support communication with the existing addressable field devices. All existing field devices will be programmed into the new Edge fire panel. All existing field devices are 100% compatible with the new Edge fire panel.

3. Please confirm that systems furniture/workstations are by separate tenant contract and are excluded from the construction contractor’s base bid, with the contractor responsible only for coordination, infrastructure, and support items shown in the contract documents.

Tenant will supply the furniture via another contract and installer. Contractor will just need to connect the furniture whip to the electrical connection (furniture whip will be sent to the site weeks in advance for the electrician to install).

4. Does the GSA plan on setting up air monitoring and clearance testing by 3rd party? Or will GC or abatement contractor need to contract this work?

3rd party Monitoring and clearance testing will be the responsibility of the GC. Monitoring must be performed by separate certified company and not the abatement company.

Findings/Report will be reviewed by GSA Subject Matter Export for acceptance.

5. Can we have some more clarification of the abatement scope? Are all the walls and flooring to be removed that are highlighted in the survey?

Only Walls and flooring shown in the demolition plan of the contract drawings are to be removed.

6. Will walls need to be chemically stripped of lead paint? Demo’d? Or are we just stabilizing?

Means and methods are up to the contractor as longs as they follow all regulations. If an existing wall is not being impacted but has small area of degraded lead paint that area could be stabilized vs treating the entire wall.

7. Will abatement be able to be done in one phase or multiple? Single containment or multiple containments? Means and methods are up to the contractor as long as they follow all regulations.

8. What is the ceiling height above the dropped ceiling?

See Sheet A6.2- Its indicated on the Wall Sections as 12’-0” AFF

9. Are there prevailing wages that will apply? Davis Bacon applies

10. Will the contractor be required to deliver any 3rd party design documents outside of what was already provided by the owners?

At a minimum, Fire sprinkler and alarm shop drawings require certified designer. Also please review Section 013600- COBie.

11. If after hour work has been coordinated appropriately, will the owners or building management be providing escorting personnel or is it the responsibility of the contractor to perform these duties?

All escorting is to be provided by GC’s team members who have received proper clearance and PIV card.

12. How far in advance will court schedules be shared with the contractor? How quickly can court schedules change without notice?

Typically, as far as possible. While the courts schedules most events weeks in advance, often hearings or other processes can pop up with little notice. The courts schedule will take precedence, but they can generally consider changes with a 2 week notice.

13. Will time extension modifications be allowed for the contract if court schedules delay the contractor from performing assumed scheduled tasks?

The Government is agreeable to modifications of the schedule where warranted, and in accordance with the contract language.

14. What is the exact GSA RMS (record management system)? KAHUA as noted in the SOW

a. Are there any alternatives that are approved? NO

15. Who is the existing roofing contractor holding the warranty?

There is no active warranty on the roofing system

16. Demolition drawings note that owners have the right to any / all salvageable items being removed from the existing space. Are there any pre-determined items / materials that can be shared;

saving these items will add more time to this phase.

a. If any items are to be salvaged, once removed, who is going to be in charge of first storing the materials, so they are not in the way of the project, and secondly, moving the materials in a delicate manner outside of the project boundaries.

The contractor is responsible for onsite relocation of any items that are desired to be salvaged. At this time there are no known items in the space that meet this criterion. The building manager will coordinate as needed.

17. When demolishing section of corridor walls, are we to paint to the nearest corner for continuity?

YES

18. Is it appropriate to anticipate 25% of working hours will need to take place outside of standard building hours of 7:00am – 5:00pm?

GSA cannot advise on means and methods to accomplish the work.

19. Is Bullet Resistant Wire Mesh an acceptable alternative for Wall Type A2? NO

20. The door schedule indicates several of the openings are to be STC rated but rating level is not indicated. There is no STC door specification, only a standard wood door section. Please advise STC rating needed.

The idea is that the whole assembly when constructed meets STC 45. The door can be SCL, but with the hardware and all components, the idea is the assembly would meet STC 45.

21. Section 130650-Bullet Resistant Wood Door and Frame Assembly Indicated different hardware than that in assigned hardware group 6 at that opening. please advise which is correct.

Hardware group 6 is correct.

22. The door schedule on plan sheet A6.1 does not indicate opening numbers. Please advise if you have any information on this.

Door locations will be provided to winning bidder due to security requirements.

23. Will a 3rd party commissioning agent be required at the expense of the contractor? YES

24. Is a full time Quality Control person required onsite or can Job supt. Act in dual roles for such?

No. superintendent can fill be roles

25. Technical Acceptability Criteria for past experience currently requires 2 Design Build (DB) projects of similar size, Amendment 1 states project is Design, Bid, Build.

Project is of the Design Bid Build format with this being construction only. Past experience should represent construction projects of similar scale and complexity.

26. Has design team verified that existing plaster ceiling will support the load of the new security ceiling assembly? YES

27. Do you know how big the windows are that get the retention film? Sheet A1.3, Plan Key Note #2.

28. Domestic Water specifications call out for either PEX or copper piping. Can copper PRESS fittings be used?

Press fittings are permitted by the IPC for copper pipe service but not on PEX tubing.

Type L copper for domestic water pipe distribution and permitted press fittings under the following circumstances: "Press fitting systems may be used between ½" to 2" where approved by code and with proper approvals and certifications but must not be used in concealed locations."

Additionally, for sanitary waste and vent piping above ground must be hub and spigot service weight cast iron pipe and fittings with compression gaskets conforming to the requirements of ASTM C564 or hubless pipe and fittings must be service weight cast iron pipe and fittings conforming to ASTM A 888 with heavy duty couplings complying with ASTM C1277 and ASTM C1540, stainless steel shield with stainless steel bands (4 straps) with tightening devices. A two- strap fitting does comply with code, but a 4 strap is mandatory. ASTM C564 rubber sleeve with integral center rubber stop will not be accepted. No PVC pipe and fittings allowed. Type DWV Copper piping with soldered joints may be used for piping above ground (except for urinal drains) in lieu of cast iron pipes for pipe sizes 102 mm (4”) and under. Where copper tubing is used for urinal drains; the tubing must be “K” copper. Press fitting systems may be used between ½” to 2” where approved by code and with proper approvals and certifications but must not be used in concealed locations.

29. There are no drawings of window elevations. Can elevations and quantities be provided?

See attached ASK-1

30. It appears that this project is already designed. Please advise if this is correct and if past performance for design services is still required.

The project is design bid build with design services already complete except for fire sprinkler / alarm which required a certificated technician to prepare shop drawings for review and approval.
