About this file

This is a Final Specifications document for a third-floor tenant improvement project at the Ronald N. Davies Federal Building in Grand Forks, North Dakota, prepared by Design Edge, P.C. for the General Services Administration. The project involves a full office buildout of approximately 2,800 square feet of vacant space, including demolition of existing interior construction, hazardous material abatement (asbestos and lead-based paint), and new interior construction with mechanical, electrical, plumbing, fire alarm systems, and interior finishes.

The specifications establish comprehensive contract requirements across multiple divisions, including selective structure demolition, miscellaneous rough carpentry, interior architectural woodwork, thermal and moisture protection, doors and frames, window treatments, gypsum board and tiling, acoustical ceilings, wood floor refinishing, resilient flooring, carpeting, painting, toilet and bath accessories, fire extinguisher cabinets, bullet-resistant equipment transaction windows, louver blinds, and bullet-resistant wood door and frame assemblies. Mechanical, electrical, plumbing, and fire detection systems are specified with reference to accompanying drawings. The contract is a single prime contract with subsequent furniture installation to be awarded under separate contracts. Work restrictions include limiting operations to 7 a.m. to 5 p.m., Monday through Friday, with advance notice required for after-hours work, utility interruptions, and disruptive operations; the building is nonsmoking and prohibits controlled substances. Contractor must coordinate with Owner occupancy, maintain site access, prepare detailed submittals within specified timeframes (10 business days for initial review, 7 business days for resubmittals), submit COBie construction-operations building information exchange data at four project milestones with prescribed withholding penalties ($15,000 to $30,000) for non-compliance, and conduct preconstruction and progress meetings at biweekly intervals. Hazardous material abatement is included in this contract per asbestos and lead-based paint survey reports.
