II.D. Technical Proposal
The Technical Proposal shall include the information requested below for the non-price factors described in Section VI.
NOTE: The following Non-Price Factors are listed in descending order of importance.
Factor 1 – Management Plan
The Government will evaluate each offeror’s relative understanding and offeror’s approach in managing all requirements of the IDIQ contract, and the wide-range projects anticipated, both in dollar value and complexity. The Contractor’s Management Plan is a significant evaluation criterion in this solicitation. It should detail in narrative form the Contractor's overall approach and commitment to accomplishing the objectives of this requirement including running both the IDIQ and projects at the order level. The Government has the right to incorporate all or part of the Contractor’s proposed Management Plan into the contract. If incorporated, the Management Plan will be binding upon the Contractor and the Government. Below are specific items which must be completely addressed by the offeror in the proposed Management Plan.
a. IDIQ Contract Approach: The offeror should demonstrate their overall plan / approach, demonstrating sound means and methods to ensure organizational management for the contract. The plan should include an offeror’s approach to Quality Control, Safety, Communication, Security, Submittal Process, and any other information an offeror deems vital to successful performance.
b. Task Order Approach: The offeror should demonstrate their overall approach towards meeting the wide-range of project requirements at the order level. Extra consideration will be given to offerors who successfully demonstrate their ability to self-perform multiple trades and their ability to respond to multiple requirements in a timely manner throughout the entire delineated area.
c. Staffing Plan: The Offeror’s staffing plan should include a detailed description of how the Contractor intends to accomplish the requirements of the contract using in-house and subcontracted resources. Offeror’s staffing plan should include the following details:
i. Key Personnel positions (IDIQ Contract Manager and Primary Project Manager, Superintendent and any other key personnel as determined by the
Document: C201-SB GC/AUGUST 2021 offeror), their titles, responsibilities, physical locations, and the firm for which the employee works.
ii. Minimum qualifications for each key position identified.
iii. Resumes and references for individuals who will serve in Key Personnel positions.
iv. General description of the overall staffing that will be provided to successfully meet the requirements of the contract.
v. Description of how the contractor plans to recruit and retain personnel, particularly key personnel, key subcontractors, and workforce.
vi. Organizational Chart and Line of Authority for the IDIQ Contract.
vii. Amount and form of interaction between the home office and the project sites.
No changes to specific personnel proposed for key positions may be made without the Government’s consent.
Factor 2 – Prior Experience on Relevant Projects
This criterion will be used to measure the breadth, depth and relevance of an offeror’s prior experience in performing projects similar in size, scope and complexity to the one described in this solicitation. Relevant projects would be those construction projects with some or all of the following characteristics:
● General Construction / Repair and Alteration Experience including but not limited to:
• Roof repair and installation
• Exterior renovation
• Waterproofing
• Mechanical and electrical modernization
• General office renovations
● Construction projects in occupied buildings
● Construction projects ranging from $2,000.00 and $50,000.00 in total contract value
• Projects outside of this range may be considered less relevant
● Demonstrated ability to self-perform
● Specialty Trade Experience (i.e. Electrical, Plumbing, HVAC, Fire Alarm, etc.)
● Construction projects located in the states of Pennsylvania , New Jersey and
Delaware
● Federal construction contract experience
● Federal Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract experience
Relevant projects may have been on governmental (federal, state, or local) or private sector contracts. Experience on similar projects for the Federal Government is considered an asset.
While the Government is looking for prior experience by the prime contractor or joint venture, the Government may consider relevant experience by affiliated companies, key personnel and subcontractors. Demonstrating the ability of the prime contractor or joint venture to self perform is considered an asset.
Document: C201-SB GC/AUGUST 2021
Submission Requirement: The offeror is requested to submit a detailed descriptive listing of a maximum of five (5) projects performed within the past five (5) years that are similar in nature to the anticipated type of work to be performed as described in this solicitation. If more than five (5) projects are submitted; only the first five (5) will be evaluated.
● OPTIONAL: One (1) out of the five (5) projects may demonstrate experience on larger projects ranging between $50,000.00 and $250,000.00.
Attachment 1: Project Experience Information Worksheet should be used to submit Prior Experience for each project offeror proposes as a relevant project.
Note: For purposes of evaluation, a “project” is a discrete project, and is not an Indefinite Delivery Indefinite Quantity (IDIQ) contract, blanket purchase agreement, other type of master contract or a list of more than one discrete project. However, if the “project” was performed under an IDIQ, blanket purchase agreement or other type of master contract, this should be identified, and may be considered to be an asset.
For joint ventures, projects may be submitted for the joint venture as an entity or for an individual member of the joint venture. While the Government may consider the prior experience of managers, key personnel or other affiliates playing a significant role in contract performance, the total number of projects submitted is limited as stated above.
“Similar” is defined as projects comparable to those described in the solicitation in terms of size, scope and complexity. To be considered, a submitted project must have reached the stage of substantial completion, or if submitting information for current projects, the project must be at least 50% complete by time of the closing date of this solicitation in order for those projects to be evaluated as part of the offeror’s relevant prior experience. The offeror is required to submit sufficient information to allow the Government to assess the level of relevance of the project.
More recent performance may be deemed to have greater importance than less recent performance.
The detailed description submitted for each project should include, as a minimum, the following information:
1. Name and location of the project
2. A detailed description of the project
3. Project start and completion dates
4. Indicate if the project was performed under an IDIQ, blanket purchase agreement or other type of master contract
5. Construction cost at award and the final construction cost at construction completion.
6. Describe whether the contractor served as prime or subcontractor on the project
7. Describe the amount and type of work the firm performed with in-house forces and the percentage of the work that was accomplished by subcontractors
8. Describe any problems encountered and the corrective actions taken
9. Name, Phone number and email address of the client’s points of contact; a primary contact and a secondary contact (at least one contact must be owner)
Document: C201-SB GC/AUGUST 2021
10. If the team is proposing as a joint venture, the team will be required to discuss if the joint venture has experience working together in the past. If the joint venture has not worked together in the past, the members of the team will be required to discuss their joint venture experience in the past, including which firm was the lead firm. If a team is proposing as a joint venture, the team will be required to provide a copy of the joint venture agreement.
Factor 3 – Past Performance on Relevant Projects
a. This factor will evaluate the quality of an offeror’s collective experience in performing projects similar in size, scope and complexity to those described in this solicitation.
b. The relevance of the projects submitted will be an additional consideration under this factor.
c. The Offeror must submit a Past Performance Questionnaire (PPQ) (included in the solicitation as “Attachment 2”) completed by the applicable client, for each project included in its proposal for Factor 1: Prior Experience on Relevant Contracts.
Completed PPQs should be submitted with the proposal and will be excluded from the total proposal page count. Ensure correct phone numbers and email addresses are provided for the client point of contact who can attest to the level of acceptability of the services provided. Offerors should follow-up with clients/references to ensure timely submission of questionnaires. If the Offeror is unable to obtain a completed PPQ from a client for a project before proposal closing date, the Offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the project.
If the client requests, the client may submit a questionnaire prior to the proposal closing date directly to GSA POC(s):
● oliver.lester@gsa.gov & joseph.horton@gsa.gov
Offerors may resubmit questionnaires previously submitted with other proposals or may obtain an updated/new PPQ from a client for any submission. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs.
d. Offeror may include performance recognition documents received within the last five (5) years such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition.
e. In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including Contractor Performance Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror's proposal, inquiries of owner representative(s), Federal Awardee Performance and
Document: C201-SB GC/AUGUST 2021 (The Solicitation) mailto:oliver.lester@gsa.gov mailto:joseph.horton@gsa.gov
Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), previously submitted PPQ information, and any other known sources not provided by the Offeror. While the Government may elect to consider data from a variety of sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror. GSA will not maintain a database of PPQs submitted by Offerors.
f. The Government has no obligation to ensure that an equal number of references are obtained for each offeror.
g. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance.
