Solicitation Number: 47PD0321R0025 Amendment Number: 0002
Multiple Award Micro Indefinite Quantity/Indefinite Delivery (IDIQ) Term Contract for General Construction Services for Philadelphia and Delaware Valley
I. The following item(s) are hereby incorporated into Solicitation Number 47PD0321R0025
Requests For Information (RFIs)
Question #1:
When it comes to subcontractors, are they allowed to bid or would have to partner with another company?
Answer:
If the question is in reference to the submission of a proposal for the IDIQ Contract:
Yes, a subcontractor can submit a proposal on the IDIQ contract if they meet the contractual and performance requirements of the IDIQ contract as a General Contractor.
It is up to the subcontractor to decide if they would like to partner with another company to meet the contractual and performance requirements of the IDIQ contract. This solicitation is set-aside as a 100% Total Small Business set-aside with possible reservations.
If the question is in reference to the submission of a proposal at the Task Order Level:
No, only the prime IDIQ contract holder (i.e. an Awardee) can submit a proposal for a project at the Task Order Level.
Question #2:
When it comes to the sites locations, will we be bid on the specific area meaning Philadelphia area or the Delaware area or does that go into how you select companies based on there area?
Answer:
Contractors shall provide a competitive bid factor for each of the 4 geographical localities, as specified in the solicitation, to be considered responsive. The Government intends to make awards to offeror's that can meet the contractual and performance requirements for the entire geographic area as specified in the solicitation.
II. Change(s) to the Solicitation
The following FAR Deviation Clause is hereby removed from the Solicitation (C101 - The Agreement): FAR 52.223-99, Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors (OCT 2021) (DEVIATION)
- Update: On December 7, 2021, the United States District Court for the Southern District of Georgia issued a preliminary injunction, which halts enforcement of the vaccine mandate for contractors and subcontractors nationwide.
- What does this mean? Effective immediately, the Federal Government is prohibited from enforcing a vaccine mandate for contractors and subcontractors in all states and territories of the United States. GSA contracting officers shall not take any action to enforce the vaccination requirements in FAR clause 52.223-99 Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors in any contract or contract-like instrument.
- What does it mean to “not enforce” the clause? Contractor and subcontractor employees do not have to meet the vaccination mandate in the Safer Federal Workforce Task Force Guidance.
The proposal due date & time remains December 20, 2021 by 2:00 PM EST
