16. QUESTIONS AND ANSWERS
Q. Upon review of the RFP, there were no Davis Bacon Wages.
A. Wage Determination Number MD20210030 (Rev. 10), dated 08/06/21, is incorporated into this solicitation and attached to this amendment.
Q. Is this project US Citizens only or can legal resident Aliens be able to work?
A. Non-U.S. residents or non-U.S. citizen contractors are allowed to work on this project.
The HSPD-12 requirements for non-U.S. residents or non-U.S. citizen contractors are the following.
GSA will request the following checks for contractors who have been a U.S. resident for at least three consecutive years but do not have U.S. citizenship:
• FBI Fingerprint and Name Check
• National Crime Information Center (NCIC)/Interstate Identification Index (III)/National
Law Enforcement Telecommunications System (NLETS)/Wanted Person Check
• Citizen and Immigration Services Check (CIS)/e-Verify
Non-U.S. citizens who do not meet the three-year resident requirement and receive a favorable result on the required checks for initial access will not received a GSA Access
Card until the three-year residency requirement is met. Requesting officials will need to complete a short-term or Special Agreement Check (SAC) every six months until the three-year residency requirement is met, at which point an appropriate investigations of Tier 1 (formerly
NACI) or higher should be requested.
Q. Do all workers have to be vaccinated?
A. In order to ensure the health and safety of the Federal workforce and contractor community, the President signed Executive Order 14042, Ensuring Adequate COVID Safety Protocols for
Federal Contractors. The requirements in the Executive Order are being implemented via a FAR deviation. The clause in the attached FAR deviation is hereby incorporated into this solicitation.
Q. The RFP states that a $10 Million dollar bid security is to be provided with the submission.
Given the project is separated into 4 phases, would it be possible to bond each phase of construction rather than the entire contact amount?
A. No. Performance and Payment bonds are required in the amount of 100% of the total contract price. As a result, offerors are required to provide evidence of a project Bonding Capacity of
$10 million with their proposal.
Q. As a subcontractor are we allowed to submit individual phase bid by choice or all phases must be bidded by bid date?
A. No. Only General Contractors are to provide technical and price proposals by the proposal due date and time. Subcontractors should submit their prices to individual General Contractors.
Q. We hereby request a one day postponement. Typically, Monday bids result in fewer subcontractor and supplier quotes. We feel a Tuesday bid will result in better overall pricing for
GSA. Additionally, we have found that 2PM bids are better than 12 noon bids, since they allow for more bids to come in from suppliers on the west coast. Again, this will result in more pricing.
A. The proposal due date is hereby extended to Tuesday, November 16, 2021 at 2:00 pm, Philadelphia local time.
Please note that other questions will be answered in a subsequent amendment.
