II. PROGRAM OF REQUIREMENTS
A. SUMMARY
1. This Volume, Volume III, is the Program of Requirements (POR) and its main function is to communicate the technical and performance requirements associated with the project site, building, systems, and services. These requirements are provided in both performance and prescriptive forms and are intended to be used in conjunction with all other provisions in the Program of Requirements (POR) volumes, Solicitation, and Agreement below:
GSA’s Solicitation and Agreement for the Design-Build Contract
Volume I: Design-Build Statement of Work
Volume II: Division 1 Specifications
2. Collectively, the volumes of this POR, GSA’s P100, NASA’s referenced Standards, and other referenced codes and standards represent the Government’s requirements of the Design Builder and may be referred to as “governing documents,” “the POR,” or the “Contract Documents.” Stated requirements and references are intended as complementary and shall be considered together to arrive at the complete solution for the project.
3. This volume outlines the Government’s basic design requirements for the new facility to the extent such requirements can be documented in the absence of a design to graphically illustrate the requirements. It captures the information that is of foremost importance to the Government for the design of a fully functional, modern Engineering and Mission Operations (EMO) Facility – Building N278. Each section describes both general requirements of the Government as well as those requirements specific to Building N278. The Government believes these documents are as complete as can reasonably be expected for use as the basis design for the project.
4. The Government recognizes that design requirements alone, no matter how well prepared, cannot and need not convey all the information that shall reasonably be understood by an experienced Design Builder. Further, they cannot anticipate or regulate every variable of a design approach that is developed during the procurement process. Therefore, the Government expects the Design Builder, having the knowledge and expertise of these types of facilities, to interpret the intent of the design requirements correctly and supplement the project with the required expertise to achieve a complete, high quality, and fully functional design. The project design and its ultimate implementation shall be complete in every way and shall provide the durability, serviceability, and full functionality anticipated by the requirements within the POR, notwithstanding that the technical requirements or arrangement of any component of the facility may not be completely described.

5. Building systems shall be designed for ease of operation and cost-effective maintenance and repair. System accessibility is a critical consideration in the building’s design. Anticipate the means and methods expected for the inspection, adjustment, cleaning, maintenance, repair, and replacement of building components.
6. All building components that require routine inspection, adjustment, cleaning, maintenance, repair, and replacement shall be so located, oriented, or otherwise designed to allow for optimal, safe, and unencumbered access by building maintenance personnel. Access shall include both the route to the component and the required clearances. Access to components shall be addressed for each maintenance task and shall conform with NASA requirements.
7. Components shall be located and oriented to allow the removal and replacement of such components or parts thereof, without the need for special rigging, removal of non-related components or equipment, or requiring special safety precautions.
8. Worker access and component removal/replacement shall be demonstrated in the Building Information Model (BIM). Animation is not required, and verification may be provided through static clash modeling. All components that require routine inspection, adjustment, cleaning, maintenance, repair, and replacement shall be modeled. GSA or NASA may exclude components where adequate access and removal/replacement is obvious without modeling. Volume I introduces the BIM standards applicable to the project.
9. Material and finish selections shall emphasize durability, extended life, replaceability, and visual appearance based on facility use and anticipated level of wear. Material and finish selections shall also meet all performance and sustainability requirements as noted throughout the POR at a minimum. Finishes selected shall present a cohesive palette. The Design Builder shall ensure that the design supports quality-based performance for reduced operation and maintenance. Material types, quality and finishes, commensurate with residential design and construction are unacceptable for use on this project. The Design Builder shall provide interior construction and fixtures that shall not be damaged by ordinary cleaning and maintenance operations. The Design Builder shall consider cost, ease of maintenance, and sustainability requirements while ensuring the best value for the Government.
10. A Responsibility Matrix is included in Volume I, Appendix A. This Matrix outlines aspects of the design and construction of the facility and identifies a responsible party for each.

Gas: A natural gas connection from the existing nearby gas lines shall be routed to the building through a natural gas meter and pressure regulator located on an exterior building wall and then into the mechanical room.
Stormwater Management:
Stormwater discharges for either small or large construction activities shall follow the requirements of the California State Water Quality Control Board (SWRCB) Order No. 2009-0009-DWQ, National Pollutant Discharge Elimination System (NPDES) General Permit No. CAS000002 for Discharges of Stormwater Runoff Associated with Construction and Land Disturbance Activities, referred to herein as the Construction General Permit (CGP) and shall meet the requirements in the San Francisco Bay Region Municipal Regional Stormwater NPDES Permit (Order No. r2-2015-0049, Permit No. CAS612008).
The design shall provide permanent post-project stormwater management measures to meet the site-specific design criteria per Sections 2 and 3 as follows (measures may include but are not limited to):
(a) Pervious Pavements: Pervious pavements may be included for areas such as parking and drive aisles. Porous asphalt, and/or interlocking unit pavers aid in storm water management by allowing ground infiltration, thus reducing site storm water runoff and water quality treatment. The advantage of pervious pavements is that they take no additional space to the already dedicated parking and drive areas. Approval of pervious pavements to be coordinated directly with NASA.
(b) Stormwater Bio-Retention Areas: Stormwater Bioretention areas typically located adjacent to pavement, and parking and drive aisles provide water quality treatment and a reduction in storm water quantity to be detained in larger ponds. These planted areas capture runoff from the initial “first flush” of pavement areas to pick up deposited salts, metals, and other chemical contaminates and filter through soil infiltration before the storm water enters downstream ponds and outlet areas.
(c) Stormwater Ponds: Stormwater ponds may be used to detain excess storm water flows created from increased run-off associated with impervious areas such as pavements, walks and building roofs. These ponds can either be continually wet or designed to become dry during periods of limited rainfall.
The ponds shall have extended detention pools where low flows shall drain over a longer period of time to allow settling of contaminates to reduce their discharge into downstream sewers, open ditches and streams.

National Environmental Policy Act (NEPA): NASA is leading the NEPA process. The NEPA review is not yet complete and the environmental requirements that the project will need to incorporate are not yet identified. The project (demo, construction and operation) will be analyzed, and requirements identified based on the potential for environmental impacts. The final NEPA documentation will contain all those requirements and the project will need to comply with them. This may include constraints on construction such as construction vehicle engine classifications, frequency of watering to control dust, dewatering management, pre-construction surveys for biological resources, etc. Design Builder to coordinate with NASA to ensure that the design and construction of the new facility is coordinated with the NEPA requirements identified in the Final NEPA documentation for the project.

In the future, there is a plan for C-Lane to become a greenspace/pedestrian promenade. Though that project is not yet funded, the design for N278 must take the future greenspace/connector into account. The creation of outdoor gathering, meeting, and spill-out spaces for N278 that engage with the greenway is crucial to its success as an integrated part of the campus.
South of the building site, at the termination of C-Lane, there is a triangle of land formed by Durand and King Roads. This site is planned as the future Amenities District (cafeteria, fitness center, conferencing spaces) and large outdoor gathering space. The future C-Lane greenway will terminate at this amenities hub.
The site planning is to take future laboratory expansion into account and identify a location for that future expansion; however no systems are to be upsized. See also the requirements in the P100 regarding this issue.
The ARC Center Master Plan identified the following overarching principles and goals:
(a) Physical Planning
(i) Desirable campus. A well-designed campus which eliminates physical barriers and encourages interactions.
(ii) Collaboration and creation of a community of diverse expertise driven by excellence.
(iii) Pedestrian-oriented campus. Clearly defined, safe, pedestrian pathways that form connections between public and open spaces that are appropriately segregated from vehicles are integral to the creation of a healthy campus-like environment.
(iv) Public spaces. Creation of significant public spaces that support and enhance the new image of the campus as a collaborative learning environment and provide venues for interaction and collaboration as well as large ceremonial gatherings.
(v) Safety, security and efficiency. Address physical security and provide for clarification of access and circulation as well as overall site security, and safety and security of personnel. Provide for efficient facilities management and operations.
