About this file
This document is a pre-proposal conference presentation for a NASA Engineering and Mission Operations (EMO) Facility Design-Build project at the Ames Research Center in Moffett Field, CA.
The procurement will be a two-phase design-build process solicited through the GSA Design Excellence Program. In Phase 1, offerors will be evaluated on prior experience, design-build approach, and lead designer qualifications. Up to three offerors will be shortlisted to submit proposals in Phase 2, which will be evaluated on design concept, key personnel, management plan, and small business utilization. Unsuccessful Phase 2 offerors will receive a stipend up to $70,000. The estimated total design/build cost is $33-43 million. The project scope includes demolition of existing facilities and construction of a new 30,292 GSF EMO building to consolidate key program functions and support NASA's goal of a "walkable campus" with sustainable, modern, and flexible workspaces. The solicitation will require a project labor agreement. The Phase 1 proposal is due on November 22, 2024.
