NASA Ames EMO N278 Phase 1 RFI Log
| Question | Response | |
| 1 | Is there a specific manufacturer or proprietary system that NASA will be requiring for the fire alarm system for this project? | All fire alarm equipment shall be the product of a single |
manufacturer, either Siemens, or Edwards Systems Technology (EST).
| 2 | Looking at Part 1 of the solicitation, page 11 of 40, in regards to the past experience projects, and the All projects must be a DB or IPD. We have DB projects and DBB projects that meet these characteristics but not all DB. Was writing to ask if GSA would be willing to look at revising this language to stating 1 or 2 of the 5 projects need to be DB or IPD but not ALL as currently written? | The solicitation as written aligns with the design excellence policy and the factor will not be changed. | ||
| 3 | Can the Lead Designer be two firms? (Architect and Engineer, for example)? | Yes, the lead designer could be a team from multiple firms as long as they are jointly able to articulate ONE design philosophy bespoke to the particular project. | ||
| 4 | We respectfully request that the government reconsider the provision that indicates CPARs submissions are not acceptable in lieu of Past Performance questionnaires. We have found that the majority of federal government customers will not complete a separate PPQ if they have already completed a formal government CPARs evaluation. In many cases, they are even prohibited from providing additional evaluations outside the formalized government process. For instance, we’ve had at least three customers associated with similar government facilities in California, who indicate they are not allowed to complete additional paperwork other than that associated with the formal government performance evaluation in CPARs. Although they completed excellent CPARs for the project, they are not allowed to complete other performance documentation (PPQs, letters of recommendation, etc) outside of the formal government CPARs. We respectfully request that the government allow submission of a CPARs to satisfy the past performance evaluation. | The solicitation will remain as written. | ||
| 5 | I am reaching out to see if Geotechnical or Special inspections will be needed for the NASA project. Our firm would love the opportunity to review the plans, and specifications to submit a proposal. | The solicitation describes the requirements for proposal submission. There will be opportunity in phase 2 for industry partnering. | ||
| 6 | The RFP’s past project requirements specify the completion of projects within the last eight years. However, we respectfully request that GSA consider allowing projects completed as early as 2010 due to pandemic-related procurement delays and postponed project start dates, which have affected the timely completion of qualifying projects. | The solicitation will remain as written. | ||
| 7 | Can you confirm that offerors are to send the PPQ to the project owner for | |||
| completion and the project owner will send the completed PPQ to the GSA? | That is correct. | |||
| 8 | What is the deadline for completed PPQs to be received by the GSA? | The PPQs must be sent to the GSA contracting officer no later than 4:00pm eastern on November 22nd. | ||
| 9 | Please verify the e-mail address that the PPQs should be sent to. | RaymondJ.Porter@gsa.gov | ||
| 10 | Please confirm that the PPQs should not be included in the overall proposal from | |||
| the offeror and in turn does not count towards the maximum 50 pages. | That is correct. | |||
| 11 | Solicitation document notes a 20MB limit for email submissions. Can a share link | |||
| be provided to submit the Phase 1 submission? | The proposal must be provided either via email or USB flash drive in alignment with II.B of the solicitation and download links are not permitted. | |||
| 12 | Do project images submitted as part of 1.A count towards the allowable 2 pages | |||
| per project? | No, photos can be in addition to the page limit for that section but do count towards the overall proposal page limit. | |||
| 13 | Please define the mixed-use scope of work for sub-factor 1.A. The Solicitation notes offices, meeting space, technical labs, support space and collaborative/conference space. Are there any additional traditional forms of | |||
| mixed-use represented on this project? | A mixed use facility is a single building designed and constructed to serve at least two distinct uses within one building. |
14 Confirm that all projects submitted as part of 1.A must be Design-Build contracts.
Would the GSA accept non-Design-Build projects with the understanding that they
| may not receive as many points? | The solicitation as written aligns with the design excellence policy and the factor will not be changed. | ||
| 15 | Confirm that the RFI deadline of Friday 10/25/24 applies to Phase I question only | ||
| and there will be a separate deadline after the shortlist for Phase II. | That is correct. | ||
| 16 | Would the GSA consider providing a detailed breakdown of Phase II durations? It |
would be particularly helpful to know how many weeks total (from shortlist to award) Phase II will last along with the number of weeks between each presubmission oral presentation. Chapter 9 of the design excellence policy is a reference for the overall steps and processes during phase 2.
Without committing to a certain number of days or a month of award, the government is committed to finalizing the procurement and making award as timely as possible. However, the final award date will be dependent on pricing within budget, the extent of discussions and proposal revisions, number of RFIs or extension requests, etc. which are unknowns at this time.
GSA will provide each Offeror selected to participate in Phase 2 with the opportunity to engage in two (2) individual presentations with the Government evaluators prior to the submission of Phase 2 proposals. The purpose of the Pre-Submission Oral Presentation is to clarify project requirements and to provide further information as it relates to the preparation of the Offeror’s Design Concept. The first presentation will occur within a few weeks of the pre-proposal meeting. The second presentation will follow the first presentation by a few weeks. Each Offeror selected to participate in Phase 2 will also have the opportunity to make a Post-Submission Oral Presentation. This will occur shortly after the proposal due date.
17 For Factor 3, in addition to a 5-page profile of 3 projects, can we also include a resume and bio for our Lead Designer that illuminates their career delivering
| design excellence? | The proposal shall respond to the requirements of the solicitation as requested. | ||
| 18 | If the projects we include in Factor 1 were designed by our Lead Designer, may we |
include additional projects for the Lead Designer for Factor 3, or is there a
| preference to provide an expand case story for the same Factor 1 projects? | The proposal shall respond to the requirements of the solicitation for each factor and if applicable projects may be submitted for multiple factors but are not required to be. | |||
| 19 | Should offerors provide a list of proposed subconsultants in Phase I submissions, | |||
| or will team members beyond A/E and GC only be required in Phase II? | The proposal shall respond to the requirements for each factor in the solicitation. While , phase 1 factor 2 approach to design-build | |||
| 20 | Please confirm the seismic Importance Factor associated with the Seismic Design | |||
| Category C referenced in Sub Factor 1.A. | A minimun importance factor of 1.00 | |||
| 21 | Can the PBS PPQ on page 32 of The Solicitation be sent to Offerors as a separate PDF? The solicitation awkwardly splits the PBS PPQ into two pages. | A .pdf may limit the flexibility of the reviewers to provide answers of the length they feel is necessary. Your team and the individual completing the questionnaire may work the provided sheet as needed as long as all the questions and fields remain as asked and are completed. | ||
| 22 | In the Document DB201-1/April 2024, it states on page 14 “The Offeror must submit a Past Performance Questionnaire (PPQ) (included in the solicitation as Attachment A), completed by the applicable client, for each project included in its proposal for Factor 1 and on page 33 of the document it states “PBS requests that the client completes this questionnaire and submits it directly back to the GSA contracting officer. Completed questionnaires shall be emailed to Ray Porter - RaymondJ.Porter@gsa.gov no later than 4:00 PM EST on 11/22/2024”. Please advise if PPQs are to be included with our submission or emailed from the client to Ray Porter before the submission due date. | Completed questionnaires shall be emailed to Ray Porter - RaymondJ.Porter@gsa.gov no later than 4:00 PM EST on 11/22/2024 | ||
| 23 | If we submit our qualifications via email, do we also need to mail a USB to the Contracting Officer for receipt by the due date/time? | The proposal only needs to be submitted one way. The USB mail option is available if the file size is too large to email. | ||
| 24 | For a Project to be considered design-build, does the contractor have to contract the architect? If all Major trades were design-build, would that count as a design-build project for purposes of the submission? | For a project to be considered design-build, the owner shall have a single contract to a design-build team for both design and construction services. | ||
| 25 | What is the anticipated ratio of office to laboratory, cleanrooms, and machine shops? | The selected information issued with the phase 1 solicitation was chosen to provide enough information for the design-build offerors to understand the project and complete the the phase 1 submission. The remaining full project documentation will only be issued to the phase 2 shortlisted firms when it will be required to develop their proposed design concept. |
| 26 | The GSA Design Excellence Program’s guiding principles entail varying factors that contribute to the design and construction of federal buildings, from site related features to universal design to economy in operations and maintenance. Given the construction range estimated for the Engineering & Mission Operations Building, what aspects of the Design Excellence Program would GSA deem most relevant and applicable to this project? | It is the responsibility of the design-build teams to respond with their best value approach for how they will incorporate design excellence appropriately across all areas of the project. |
| 27 | The Solicitation POR document refers to several appendices we have not seen included in the solicitation package; that might be an additional question. Will those be provided as an addendum? | The selected information issued with the phase 1 solicitation was chosen to provide enough information for the design-build offerors to understand the project and complete the the phase 1 submission. The remaining full project documentation will only be issued to the phase 2 shortlisted firms when it will be required to develop their proposed design concept. |
| 28 | Is there a Criteria Document created as a Basis of Design available for the RFQ? | A portion of the building program information was provided with the phase 1 solicitation. The remaining documentation will only be issued to the phase 2 shortlisted firms |
| 29 | Are Bridging Documents being created for this project that will be a Basis of Design for the RFQ? | The project is being delivered with a traditional design-build delivery method not the design-build bridging delivery method. |
| 30 | Under Evaluation Factors, Factor 1, Submittal Requirements page 11, the RFP states "Each project submitted shall be limited to a maximum of two (2) pages. Additionally, images of completed projects may be provided." Do additional images count against the 2 page maximum for projects and/or the overall 50 page maximum? | Photos can be in addition to the page limit for that section but do count towards the overall proposal page limit. |
| 31 | Under Evaluation Factors, Factor 3, Submittal Requirements page 17, bullet 5, please confirm that if the Offeror includes item 1 and/or item 2 that it does not count against the overall 50 page maximum. | The additional pages do not count towards the five page per project limit for factor 3, but do count towards the overall proposal page limit. |
| 32 | Please confirm the PLA is only required to be submitted with Phase 2 proposal? | Confirmed |
| 33 | During the Phase 1 Pre-proposal conference it was stated that an Amendment would be issued to include the slide deck of the presentation. Please confirm this will still be provided? | Confirmed |
| 34 | Site Access prior to Phase 2 pre-proposal meeting. 40% of Phase 1 evaluation factors are based upon Approach to Design Build and Lead Designer. Please consider the opportunity for teams to see the site conditions to enhance the Government’s evaluation for the Phase 1 response. Currently, the only opportunity to review the site is with shortlisted Phase 2 teams. | Site access will not be available for the phase 1 solicitation process. For phase 2, shortlisted firms will be given access to the site. |
| 35 | Prior Experience and Past Performance. Phase 1 Submittal requirements state “AE must have had responsibility for developing the detailed and construction documents for at least one project”. Due to owners’ control and pandemic circumstances, representative projects are 100% design complete, but construction is in progress and not 100% substantially complete. Submittal requirements state ALL projects must meet substantial construction completion. Please re-consider evaluation of design projects based upon 100% design complete combined the offeror’s past Performance references of that design capability. | The solicitation will remain as written. |
| 36 | Environmental Noise Information. The project location is adjacent to two (2) sound producing facilities and the decibels could affect the design for occupants’ comfort/workability. Please provide additional data to anticipate the db sound levels, frequency and hours of impact at the closest site proximity point. | The selected information issued with the phase 1 solicitation was chosen to provide enough information for the design-build offerors to understand the project and complete the the phase 1 submission. The remaining full project documentation will only be issued to the phase 2 shortlisted firms when it will be required to develop their proposed design concept. |
| 37 | Please confirm phase 1 past performance project requirements for sustainability can include EITHER LEED or SITES, but are not required to included both in order to be considered? | Confirmed for factor 1.A that the 9th bullet for relevance can be met if the project was either LEED or SITES and does not require it to have both. |
| 38 | Q1: The RFP’s past project requirements specify the completion of projects within the last eight years.
