Task Orders (1)
pg. 7 of 74
SF1442 states "begin performance within 1 day of award, Agreement section I.C. Task Orders (1) states "comence performance within 1 day of NTP". Can you clarify which section applies and also if "begin perfomance" includes ordering the required bonds vs. being onsite physically working.
"SF1442 states "begin performance within 1 day of award"" is in reference to the base IDIQ contract. Begin performance within 1 day of NTP for the individual task orders. Agreement section I.C.
applies to individual task orders, bonds are required prior to the issuance of NTP.

Assuming that offerors proposals are evaluated favorably, how many awards does GSA expect to make for this IDIQ?
The government intends to award no fewer than three (3) but no more than five (5) awards (SF 1442 Solicitation Package, page 72 of 74).
RFQ Section I.F.
FAR 52.228-1 Bid Guarantee (page 49 of 74) and Section II.A Proposal Contents (page 50 of 74)
Proposal contents instructions in Section II.A states that offerors shall submit Standard Form (SF) 24 Bid Bond with their proposal.
However, Section I.F state that "A BID GUARANTEE IS NOT
REQURIED FOR THIS SOLICITATON BUT WILL BE
REQUIRED FOR ALL FUTURE TASK ORDERS." Can the Government clarify whether or not completed a completed SF 24 needs to be submitted with aon offeror's IDIQ proposal submission, or only with submission of Task Order proposals after award of the IDIQ?
Provide a letter from surety confirming eligible for bonding up to a certain capacity, with a minimum capacity of $1 million per individual project, and $5 million aggregate total. (SF 1442 Solicitation Package, page 55 of 74, C201 II.D.2.a.ii).
Do we need to complete a GSA Form 527 Contractors Qualification and Financial Info and return with our proposal in the Volume II Section? If so, this form was not provided, please provide.
See attached for GSA Form 527.

Will contractor's be required to obtain a West Virgina Contractor's license? This will be at a significant cost and time involvement to a contractor not already doing business in WVA. Would it be acceptable for a contractor not to bid a WVA project if they knew that the cost of applying for the license and sitting for the exam would make their bid non-competitive.
West Virginia Contractor's license is not required to be considered for the IDIQ, however, may be required on individual task orders.
