Competitive proposals shall be evaluated and assessed based on the factors specified in this solicitation. For this solicitation, the combined weight of the technical evaluation factors is significantly more important than price.

The Government intends to evaluate proposals and award a contract without discussions with offerors (other than exchanges conducted for the purpose of minor clarifications). Therefore, each initial offer should contain the offeror's best terms from a price and technical standpoint. The Government reserves the right to conduct negotiations if necessary.
