About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract issued by the General Service Administration (GSA) on February 24, 2026, for Project RME05602 concerning a roof replacement project at the Calais, Maine International Airport Law Enforcement (LPOE) facility.

The amendment modifies solicitation 47PC5226R0009 (dated January 14, 2025) and extends the deadline to March 13, 2026 at 4:30 PM EST. The scope of work involves complete removal and replacement of the TPO roof on the commercial building, which suffered severe wind damage. The project encompasses approximately 32,000 square feet and includes removal of existing TPO roofing, Dens Deck, and insulation; installation of air/vapor barrier, 4 inches of rigid panel insulation, 5/8-inch prime Dens Deck or polyiso cover board, and 60-mil EPDM roofing with proper flashing and termination systems. Key requirements include DHS security clearance, 12-hour daily operations (0700-1900), multiple site walkthroughs with GSA and roofing manufacturer representatives, submittal approvals through project management software, and a minimum 10-year warranty with 100 MPH wind protection. The contractor must provide a detailed schedule within 10 days of notice to proceed, coordinate bi-weekly meetings with a single point of contact, document the work with weekly photographs, and complete final closeout including debris removal, landscape restoration, and provision of product manuals and warranty documentation. Design basis guidelines reference NRCA standards, P-100, IBC, NFPA, and GSA requirements with emphasis on sustainable materials and energy efficiency.

RE: RME05602

Calais IA LPOE 180 international Ave Calais Maine, 04619

Developed by: Kevin R. Dessureault

Date: 24 February 2026

Synopsis:

General Service Administration (GSA) has found it necessary to remove and replace the TPO roof of the commercial building located at the Calais IA LPOE suffered severe Wind damage. GSA conducted multiple walk throughs and had the area representative from the roofing manufacture on site to inspect the roof. It has been determined that the roof will need a total replacement.

Project hours of operation: 12 hour operations (0700 – 1900)

Security Clearance needed: DHS clearance will be required, documentation will be provided, Approx 1- 2 week turn around for clearances. All material will need to be removed and installed from the exterior of the building, entrance to the roof will need to be achieved from the exterior of the building.

General Tasks:

1) Kick off meetings, contractor insurance policy, bi-weekly meetings, schedule, provide roof manufacture roof plan, submittal process

2) Obtain all State and Local permits needed.

3) Removing all parapet wall grounding rods, grounding wire, and top flashing. Grounding rod and grounding wire shall be salvaged so they can be reinstalled and identify any damaged rods that cannot be reused. Provide new clips for grounding rod wire match originals. Top flashing will be disposed of properly as new shall be installed.

4) Remove all wood and concrete pavers used for temporary securing TPO membrane. Make a pile of pavers and wood at designated location (on the ground), that property stays with the federal gov.

5) Remove TPO roofing, Dens Deck, and Insulation paneling. Dispose of properly. Provide slip from disposal site used.

6) Allow for inspection of Roof deck and parapet wall once material is removed. (provide a 48 hour notice for inspection). Federal Government will accommodate the best inspection time, so no forward progress of construction is halted. Ensure no precipitation enters roof deck during the reroof construction. LPOE Operations will still be on going during construction.

7) Prep and install Approx 32,000 sqft of air and vapor barrier, properly seal / prior to the vapor barrier fill all penetration cracks in roof deck with an expansive foam with a mastic/concrete coat . This will limit the amount of interior air delaminating the roofing material.

8) Site walk with GSA; contractor will have roof manufacture rep on site for walk through. GSA will accommodate timing needed to not interrupt forward progress of roof project.

9) Prep and install Approx 32,000 sqft of 4” of rigid panel insulation, singular 4” thick or double 2” thick panels. Upper layer can be a polyiso cover board if warranty can be met and certified.

10) Prep and install Approx 32,000 SQFT of 5/8 inch prime dens deck (if a polyiso cover board is not being used). Utilized tapered insulation crickets and saddles sized per NRCA recommendations to ensure drainage is properly facilitated. There is clear evidence of ponding water and drainage not reaching drain locations which is due to original undersized tapered insulation components.

11) Site walk with GSA; contractor will have roof manufacture rep on site for this walk through.

GSA will accommodate timing needed to not interrupt forward progress of roof project.

12) Install Approx 32,000 SQFT of Ethylene Propylene Diene Monomer (EPDM) min 60 mil, mechanical fasteners are not permitted to be used as this is a hollow core concrete deck, a low-rise urethane adhesive shall be used (fully adhered). Install EPDM roofing up parapet wall with a proper termination/ flashing. Properly seal/weld all penetrations.

13) Provide and install top flashing / top cap around Parapet wall, Perma Tite coping clip on type system will be used for installation. No over cap system will be needed from top of parapet wall to expanded metal façade. Ensure no wind can get under the lip of flashing, silicone entire lip.

Match existing style, gauge, and color, coat all cut ends with matching paint.

14) Install all grounding rods and wire, finish/trim out all penetrations and final seal.

15) clean and remove all debris and staging area. If any landscape is damaged fix all landscape.

- other relevant codes

- RS Means for cost estimation.

Security Adjudication: DHS Security clearance required. Hours of operations for construction will be 0700 - 1900

Environmental and Sustainability Goals: Use specified materials and systems with specifications mandating the use of sustainable products per Federal regulations. Design will consider reuse of materials where practical for sustainable practice as required by Federal regulation however that are free of deficiency of any kind.

Energy Efficiency Goals and Objectives: The design intent will be for the use of energy efficient systems. Energy efficiency logic for equipment and or products will consider as part of the basis for their requirement.

d. Coordination and Sequencing: Coordinate preparation and processing of submittals with performance of the work so that work will not be delayed by submittals. Coordinate and sequence different categories of submittals for same work, and for interfacing units of work, so that one will not be delayed for coordination of the Contracting Officer's review with another.

e. Preparation of Submittals: Provide permanent marking on each submittal to identify project, date, Contractor, subcontractor, submittal name and similar information to distinguish it from other submittals. Must have a electronic signature option for CBP and GSA, these will be submitted through a Project Management Software.

f. Show Contractor's executed review and approval marking and provide space for the Contracting

Officer's action marking. Package each submittal appropriately for transmittal and handling.

Submittals which are received from sources other than through Contractor's office will be returned without action.

The management of the construction work will be as expected by established Federal guidelines using recognized construction and project management method. Systems and materials will be as specified, reliable, free of defects, of low maintenance, and capable of meeting the use for the intended purpose. Certain target and desired outcomes:

Minimize impact on ongoing CBP operations.

Coordination with GSA personnel

Master Schedule: Develop an initial timeline for the Project showing pertinent acquisition milestones for the design and construction procurements. Involve the GSA Team Members continuously on status and potential risks on the triple constraint (scope, schedule, budget). Coordinate construction work schedule needs with GSA and queue any operational impacts or concerns. Provide a schedule through project management software.

Project Management and Planning Continuity:

GSA will coordinate meetings and communication with the Agencies throughout the duration of the Project. One representative from the contractor’s team will attend every meeting.
