About this file

This is a Standard Form 30 (Amendment of Solicitation/Modification of Contract) issued by the General Services Administration (GSA) PBS Office of Acquisition Management. Amendment Number 0002, effective February 5, 2026, pertains to Solicitation 47PC5226R0009 for Project RME05602 (Calais IA LPOE located at 180 International Ave, Calais, ME 04619). The amendment includes additional RFI (Request for Information) questions answered and an Electrical Drawing. The hour and date specified for receipt of offers is not extended. Offerors must acknowledge receipt of this amendment prior to the specified deadline by completing items 8 and 15 and returning copies, acknowledging receipt on each copy of the offer submitted, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers. The contracting officer is Joseph Spado, and the contractor is not required to sign and return copies of this document.

The RFI responses address technical questions regarding the roofing project scope, including confirmation that a roof core sample has been taken with all material to be removed per specifications. Detailed specifications for the new roof system are referenced on page 6 of the scope of work, existing roof conditions are detailed on page 1 and related prints, and re-sloping of the substrate is required per page 2, section 10. The contractor must provide a detailed project plan with labeled sections and removal sequence timelines. Acceptable materials include acrylic-based construction seam tape (or aluminum foil type), 20 PSI polyiso insulation board, and 24-gauge prefinished metal cap and flashing with field cuts painted/treated. The membrane shall create a protective envelope adhering to plywood and concrete per manufacturer specifications to maintain TPO warranties and withstand 100+ MPH wind speeds. Manufacturer-approved adhesives are acceptable pending submittal approval. The amendment includes architectural sections (AE 820, AE 821, AE 822) detailing wall sections, parapets, and roof details, as well as complete electrical sections addressing grounding and canopy lighting requirements.

RFI Responses: from Solicitation and site walk.

Project Number: R M E 0 5 6 0 2

Project: Calais IA LPOE 180 International Ave Calais, ME 04619

Date: 21 Jan 2026

Has a roof core sample taken of the existing roof system? This would help confirm the existing insulation type and substrate conditions.

Yes, a core sample has been taken, we want all material removed per page 1 section 5. Core samples have no bearing of scope. Material can also be found on the blueprint.

Will a full specification be provided for the new roof system, including base layer requirements, insulation type and thickness, and the roofing materials to be used?

Page 6 of the scope of work.

What is the existing roof system, including exact materials currently in place? Is the intent for the new roof to match the existing materials and architectural style?

Page 1 of the scope of work, and on multiple pages of print provided. Intent is to maintain architectural style, and similar material.

Will any re-sloping of the substrate be required to address existing ponding or drainage issues?

Yes, per page 2 section 10 of the Scope of work.

The removal of the roof will be done in small sections and new product installed prior to additional removal. This will require multiple inspections. I know we need to give 48hours notice as well. Can we assume that decisions will be made quickly upon inspection in order to keep the project moving as well as keep everything watertight?

Decisions will be made on site at time of inspection. A detailed project plan will need to be provided with sections labeled and a order of sequence in which they will be removed. (provide a timeline for each section)

pg. 2

What brand and type of mastic or adhesive is specified for substrate preparation if cracks in the concrete deck require filling, and is there a required cure time for this material prior to installation of the vapor barrier?

There are multiple brands of foam filler available in the market, provide a material that is suitable for bonding to a concrete roof deck system and submit the data sheet during the submittal process.

Can taping of insulation seams be omitted? We do not typically see that on flat roof structures and it will cause inconsistent adhesion of the dens deck between the tape material and insulation.

It is my knowledge that taping seams should 100 percent be done and actually it allows better adhesion for the dens deck, minimizes moisture seepage and drastically reduces the risk of delamination, while also increases your thermal retention.

If taping is required, can you please provide the specified tape (type, width, adhesion method)?

An acrylic-based construction seam tape , there is also a aluminum foil type tape.

Is substitution of 5/8" DensDeck Prime with a high-density polyiso cover board acceptable? The existing concrete deck will act as the fire barrier, and the high-density polyiso is manufactured by the same manufacturer as the remainder of the roofing system, whereas DensDeck is a third-party product. The high-density polyiso also provides a durable walking surface while reducing dead load by more than 1 lb per square foot.

Provide a Data sheet on the equal material and it will be reviewed during the submission process.

Will standard 24ga prefinished metal cap and flashing be acceptable?

Under the scope of work, general tasks #11, is the roof manufacture walk to be done prior to the TPO install? If so, we assume only for the first section that is being completed.

Yes, 24 Gauge prefinished cap and flashing is acceptable, paint/treat any field cuts.

With the multiple section removal install approach I would like for the manufacture (Prior to the TPO roof being installed) but fully prepared and ready for the roofing membrane to be installed, site walk the section of roof where there is the higher parapet is located. Then a second walkthrough once the

pg. 3 roof is completed.

Can you provide Plan pages AE 820 and AE 821 detailing coping cap condition?

See attached print

Unless clarified on the above referenced plan pages, can you please define how the factory fabricated coping clip ties into the existing metal wall panels on top of the parapet wall? Would the installer provide a continuous cleat only to secure the membrane and shop fabricate a coping cover to match existing profile and color? If so, access would needed to secure the cleat on all three side of the system. Cross section of Permatite Coping shown below.

See attached print , and a cleat will be needed.

Should we assume any manufacturer approved membrane adhesive would be acceptable for use? Any odor restrictions/concerns?

Yes, a manufactured approved membrane adhesive will be acceptable, provide submittal during submittal process of project.

Is 20 PSI Polyisocyanurate acceptable for flat and tapered insulation?

Yes a 20 PSI polyiso insulation board is acceptable, as long as meeting the thickness spec’d

Where will the AVB stop at the parapet wall conditions? At the top of the insulation or extended up the vertical face and onto the horizontal top?

Membrane shall create a protective pan / envelope, membrane shall stick to Plywood and concrete and meet manufacture specs for TPO to properly adhere to and maintain all manufacture warranties and wind speeds of 100 MPH or greater.

Could you provide electrical drawings of the building? We need additional information of the grounding as well as canopy lighting.

See attached complete Electrical sections.
