About this file

This document is an Amendment of Solicitation (Standard Form 30) issued by the General Services Administration (GSA) for the Calais International Airport Land Port of Entry (LPOE) roof replacement project located at 180 International Avenue, Calais, Maine 04619. The amendment, numbered 0001 and effective February 2, 2026, is issued by the PBS Office of Acquisition Management/Acquisition Project Delivery Contracting Division East/Contracting Branch B at 1800 F Street NW. The original solicitation number is 47PC5226R0009, dated January 14, 2025, with project number RME05602. The amendment answers questions submitted during the solicitation site visit and confirms that the closing date for this solicitation is not extended.

The amendment provides clarification on roof system specifications and installation procedures. Key responses address confirmation that a roof core sample has been taken to verify insulation type and substrate conditions, with all material to be removed per the scope of work. Specifications for the new roof system are referenced on page 6 of the scope of work, and the intent is to maintain the existing architectural style with similar materials. Substrate re-sloping is required per page 2, section 10 of the scope to address drainage issues. The contractor must provide a detailed project plan with labeled sections and removal sequencing with timelines. Regarding materials, contractors must submit data sheets for foam filler suitable for concrete roof deck bonding; insulation seam taping is required using acrylic-based construction seam tape or aluminum foil type tape; substitutions for 5/8" DensDeck Prime with high-density polyiso cover board require data sheet submission for review; and 24-gauge prefinished metal cap and flashing is acceptable with field cuts painted/treated. The contractor is to coordinate manufacturer roof walkthroughs, with the first prior to TPO installation at the high-parapet section and a second walkthrough upon roof completion.

Has a roof core sample taken of the existing roof system? This would help confirm the existing insulation type and substrate conditions.

Yes, a core sample has been taken, we want all material removed per page 1 section 5. Core samples have no bearing of scope. Material can also be found on the blueprint.

Will a full specification be provided for the new roof system, including base layer requirements, insulation type and thickness, and the roofing materials to be used?

Page 6 of the scope of work.

What is the existing roof system, including exact materials currently in place? Is the intent for the new roof to match the existing materials and architectural style?

Page 1 of the scope of work, and on multiple pages of print provided. Intent is to maintain architectural style, and similar material.

Will any re-sloping of the substrate be required to address existing ponding or drainage issues?

Yes, per page 2 section 10 of the Scope of work.

The removal of the roof will be done in small sections and new product installed prior to additional removal. This will require multiple inspections. I know we need to give 48hours notice as well. Can we assume that decisions will be made quickly upon inspection in order to keep the project moving as well as keep everything watertight?

Decisions will be made on site at time of inspection. A detailed project plan will need to be provided with sections labeled and a order of sequence in which they will be removed. (provide a timeline for each section)

pg. 2

What brand and type of mastic or adhesive is specified for substrate preparation if cracks in the concrete deck require filling, and is there a required cure time for this material prior to installation of the vapor barrier?

There are multiple brands of foam filler available in the market, provide a material that is suitable for bonding to a concrete roof deck system and submit the data sheet during the submittal process.

Can taping of insulation seams be omitted? We do not typically see that on flat roof structures and it will cause inconsistent adhesion of the dens deck between the tape material and insulation.

It is my knowledge that taping seams should 100 percent be done and actually it allows better adhesion for the dens deck, minimizes moisture seepage and drastically reduces the risk of delamination, while also increases your thermal retention.

If taping is required, can you please provide the specified tape (type, width, adhesion method)?

An acrylic-based construction seam tape , there is also a aluminum foil type tape.

Is substitution of 5/8" DensDeck Prime with a high-density polyiso cover board acceptable? The existing concrete deck will act as the fire barrier, and the high-density polyiso is manufactured by the same manufacturer as the remainder of the roofing system, whereas DensDeck is a third-party product. The high-density polyiso also provides a durable walking surface while reducing dead load by more than 1 lb per square foot.

Provide a Data sheet on the equal material and it will be reviewed during the submission process.

Will standard 24ga prefinished metal cap and flashing be acceptable?

Under the scope of work, general tasks #11, is the roof manufacture walk to be done prior to the TPO install? If so, we assume only for the first section that is being completed.

Yes, 24 Gauge prefinished cap and flashing is acceptable, paint/treat any field cuts.

With the multiple section removal install approach I would like for the manufacture (Prior to the TPO roof being installed) but fully prepared and ready for the roofing membrane to be installed, site walk the section of roof where there is the higher parapet is located. Then a second walkthrough once the
