II.D. Technical Proposal Proposals must address all evaluation factors stated herein. Any proposal not meeting all of the following criteria may result in not being further considered for award.
Consideration of Joint Ventures and Teaming Arrangements
For Factor 1 (Past Experience of the General Contractor), and Factor 2 (Past Performance of the General Contractor), the Government will evaluate the qualifications, experience, and past performance of the entities proposed to perform the contract requirements.
In accordance with applicable Small Business Administration (SBA) regulations, when an Offeror is a joint venture, the Government will consider the capabilities, experience, and past performance of the joint venture entity, as well as those of the individual joint venture members, to the extent such qualifications are relevant to the proposed performance of this contract.
Likewise, when an Offeror proposes key first-tier subcontractors or team members whose qualifications, experience, or past performance are relied upon to demonstrate the Offeror’s ability to successfully perform the contract, the Government may consider the capabilities, experience, and past performance of those entities in its evaluation.
For Factor 1, the three-project submission requirement applies collectively to the Offeror, including qualifying projects submitted by individual joint venture members or first-tier subcontractors, as applicable. Each submitted project must satisfy the applicable Factor 1 requirements, subject to consideration of qualifying team-member experience under applicable SBA regulations. Consideration of joint venture members or other team members does not increase the number of projects permitted under Factor 1.
Offerors relying upon the qualifications, experience, or past performance of joint venture members, subcontractors, or other team members shall clearly identify:
● The entity whose experience or past performance is being submitted;
● The specific project(s) being referenced;
● The role performed by that entity on the referenced project(s); and
● The role and responsibilities that entity will perform under the proposed contract.
The Government will place greater emphasis on experience and past performance that is directly attributable to the entity proposed to perform the relevant work under this contract. The Government may consider the extent to which the proposed responsibilities of team members align with the work performed on the submitted reference projects.
Factor 1 – Past Experience of the General Contractor (30%)
This factor considers the extent of the past experience of the General Contractor. For the purposes of this evaluation factor, the term General Contractor is defined as an individual firm, partnership, corporation, association, or other legal entity permitted by law to and whose main responsibility is for the construction, improvement, or renovation of a project under contract.
Project Submission Requirements: Offerors shall submit three (3) projects demonstrating the General Contractor’s experience. The three-project requirement applies collectively to the Offeror, including qualifying projects submitted by individual joint venture members or first-tier subcontractors, as applicable.
The General Contractor, or an individual member of the proposing joint venture, shall have served as the prime contractor or joint venture partner on each submitted project, except where consideration of qualifying first-tier subcontractor experience is required under applicable Small Business Administration regulations.
For projects submitted on behalf of a joint venture member or qualifying first-tier subcontractor, the Offeror shall identify the entity that performed the work and its role on the referenced project. The Government will consider the relevance of that experience in relation to the entity’s proposed responsibilities under this Contract.
Similar Project Definition: For purposes of this factor, a Similar Project is a project that:
● Achieved substantial completion within the past seven (7) years from the solicitation issuance date;
● Had a construction value at time of award of at least $10 million;
● Comparable construction footprint generally consisting of at least 15,000 square feet;
● Involved interior renovation, modernization, or tenant improvement work within an existing occupied facility, including coordination of multiple construction trades; and
● Involved interior construction or renovation of Sensitive Compartmented Information Facilities (SCIFs), secure facilities, controlled-access-facilities, mission-critical facilities, or similarly complex environments requiring extensive stakeholder coordination.
The Government will evaluate the extent to which submitted projects demonstrate similarity to the DOE NNSA JCF requirements in terms of size, scope, complexity, technical requirements, and construction execution challenges.
Projects that are not SCIFs may be considered relevant where they demonstrate comparable secure environment requirements, system integration complexity, operational constraints, and stakeholder coordination.
Standard for Evaluation: The standard is met when the Offeror submits three (3) projects that each meet the definition of a Similar Project.
Additional Favorable Consideration: Greater consideration may be given to Offerors demonstrating one or more of the following:
● Additional consideration may be given to projects involving SCIF construction or renovation, ICD-705 compliance, accreditation support activities, or coordination with cognizant security authorities;
Definition of Project: For purposes of evaluation, a "Similar Project” is defined as a single, discrete construction effort.
Indefinite Delivery Indefinite Quantity (IDIQ) contracts, Multiple Award Contracts (MACs), Blanket Purchase Agreements (BPAs), or similar contract vehicles shall not be considered a single project. However, individual task orders may be submitted and evaluated as separate projects provided they independently satisfy the requirements of this factor.
The Offeror may submit no more than three (3) projects for the prime contractor team as a whole.
Submittal requirements. For each project, Offerors should submit, at a minimum, the following information:
1. Project Title.
2. Contract Number (if applicable).
3. Owner and/or Occupants/Tenants.
4. Role in the Project (e.g. prime contractor).
5. Delivery Methodology (e.g. Design-Bid-Build, CMc)
6. Location.
7. Project Team (including major subcontractors).
8. Description of Work (include square footage of work area).
9. Special Considerations or Plans for Occupied Spaces.
10.Contract Award Date.
11.Contract Type and Contractor’s Responsibilities.
12.Date of Substantial Completion.
13.Contract value at time of award.
14.Contract value at time of substantial completion.
15.Description of the project’s similarities to the requirements of this solicitation, including relevant technical complexity, secure or controlled-access environments, operational constraints, and stakeholder coordination.
Submission for each project is limited to a maximum of four (4) single-sided 8.5 x 11 inch pages. The Government will not consider any pages beyond the first four (4) for any of the projects that the Offeror submits.
Factor 2 – Past Performance of the General Contractor (25%)
This factor assesses the degree of confidence the Government has in an Offeror's ability to successfully manage and execute the construction aspects of a design-bid-build project based on a demonstrated record of past performance.
Performance Confidence Assessment: The Government will evaluate recent and relevant past performance efforts to assign an integrated past performance confidence assessment rating. Offerors with no recent or relevant performance history, or whose performance record is too limited to assess, will receive a “Neutral Confidence” rating.
This rating indicates the Offeror will be treated neither favorably nor unfavorably in the evaluation. Confidence ratings will be considered as part of the overall best-value tradeoff determination.
Submittal Requirements: For the Similar Projects submitted in response to Factor 1, the Offeror shall submit past performance information (Past Performance Questionnaires (PPQs), Contractor Performance Assessment Reporting System (CPARS) evaluations, or a combination thereof) for at least two (2) of the submitted Similar Projects. Offerors are encouraged to provide past performance information for all submitted Similar Projects. The Offeror shall direct its customer point of contact to complete and submit a new Past Performance Questionnaire (PPQ) using the Government-provided link identified below. Only PPQs completed and submitted through the designated link for this solicitation will be accepted. Previously completed PPQs, including those prepared or submitted in connection with other solicitations, will not be accepted.
The Offeror is solely responsible for ensuring that all PPQs are submitted by the date and time specified for receipt of proposals.
Past Performance Questionnaire (PPQ): https://forms.gle/E26wB56XRPmPdVULA
The Government will accept final CPARS evaluations in lieu of PPQs. If a final CPARS evaluation is unavailable, the Offeror may submit the most recently completed CPARS evaluation available for the project. The Government may also consider relevant past performance information obtained independently, including CPARS evaluations and other sources, in accordance with FAR 15.202(c)(3)(GSA Class Deviation
RFO-2025-15).
https://forms.gle/E26wB56XRPmPdVULA
Standard for Evaluation: The Government will evaluate the Offeror’s recent and relevant past performance to assess its confidence in the Offeror’s ability to successfully perform the required work, based on the PPQs that the Government receives, CPARS evaluations that the Government receives, and other past performance information that the Government may collect. The Government will assign an integrated past performance confidence rating, which will be considered in the overall best-value tradeoff determination.
Additional favorable consideration may be given to the extent the Offerors demonstrate one or more of the following:
● Submission of past performance information (PPQs, CPARS evaluations, or a combination thereof) for all three (3) Similar Projects submitted under Factor 1;
● Submitted PPQs and/or CPARS evaluations demonstrate a consistent record of Very Good or Exceptional overall performance ratings (or equivalent).
The Government reserves the right to use any relevant information, whether submitted by the Offeror or independently obtained, in determining past performance confidence.
Factor 3 – Technical and Management Approach (20%)
This factor evaluates the Offeror’s understanding of the project requirements and the effectiveness of its proposed technical and management approach for successfully executing the work.
The Government will evaluate whether the proposed approach provides confidence that the Offeror can successfully:
● Plan and sequence the work in accordance with the required completion date and applicable project dependencies;
● Minimize disruption to building occupants and ongoing operations;
● Effectively identify, manage, and mitigate project risks throughout contract performance;
● Provide sufficient management resources and clearly defined lines of responsibility;
● Identify and mitigate material schedule, coordination, and construction risks;
● Coordinate subcontractors, specialty trades, Government stakeholders, and third-party participants;
● Maintain compliance with applicable security, access control, escorting, and site operational requirements; and
● Deliver compliant, safe, and high-quality construction.
Submittal Requirements: The Offeror shall provide a written Technical and Management Approach addressing Elements 1 through 3 below. The response shall be tailored to the requirements, constraints, and conditions of this solicitation. General descriptions of standard corporate practices, without explanation of how those practices will be applied to this project, may be evaluated less favorably.
1.Project Schedule and Phasing The Offeror should describe its proposed approach for planning, sequencing, and executing the work.
At a minimum, address:
● Overall sequencing strategy.
● Major construction phases.
● Critical path assumptions.

● Sensitive Compartmented Information Facility (SCIF) construction or renovation;
● ICD-705 implementation or accreditation-related construction activities;
● Secure, controlled-access, mission-critical, or similarly complex Federal facilities;

Standard for Evaluation: The standard is met when the proposed key personnel demonstrate qualifications, experience, training, and relevant project involvement sufficient to provide a satisfactory probability of successfully performing the responsibilities of the proposed position and contributing to successful project execution.
Greater consideration may be afforded where proposed personnel demonstrate highly relevant experience, substantial experience performing in the proposed role, and qualifications that provide increased confidence in successful contract performance.
Factor 5 – Small Business Participation Plan (10%)
This factor evaluates the extent and meaningfulness of the Offeror’s proposed utilization of small business concerns in performance of the contract.
The Government will evaluate both the extent and meaningfulness of proposed small business participation. The evaluation will consider the percentage of total contract value proposed for small business concerns, the types and significance of work proposed to be performed by small businesses, the extent to which small businesses are proposed to perform substantive portions of the contract requirements, and the credibility of the Offeror’s approach for achieving the proposed participation.
Participation percentages alone will not determine the Government’s evaluation.
Submission Requirements: Offerors shall submit a Small Business Participation Plan describing their proposed utilization of small business concerns during contract performance.
The plan shall include, at a minimum:
● Total proposed small business participation expressed as a percentage of total contract value.
● Proposed participation by applicable socioeconomic category (e.g., Small Business, Small Disadvantaged Business, Women-Owned Small Business, HUBZone Small Business, Veteran-Owned Small Business, and Service-Disabled Veteran-Owned Small Business).
● For each proposed participating small business concern, if known, provide:
○ Firm name, small business socioeconomic category, principal trade or discipline, brief description of the work to be performed and, estimate percentage of total contract value.
○ If specific firms have not yet been identified, describe the anticipated acquisition strategy for selecting participating small business concerns.
● Description of the anticipated work to be performed by participating small business concerns.
● Estimated percentage of work to be performed by each participating firm or category.
● Description of the Offeror’s approach for identifying, managing, monitoring, and achieving proposed participation commitments.
Submission Format:
The Small Business Participation Plan shall not exceed six (6) single-sided 8.5 x 11 inch pages, excluding:
● Letters of commitment from participating small business concerns (if submitted).
The Government will evaluate:
● The overall extent of proposed participation by small business concerns;
● The realism and credibility of proposed participation commitments;
● The extent to which participating small business concerns are assigned meaningful, substantive, and technically relevant portions of contract performance;
● The diversity of proposed small business participation;
● The effectiveness of the Offeror’s proposed approach for managing, monitoring, and maintaining participation commitments throughout contract performance;
● The degree to which the proposed Small Business Participation Plan is integrated with the Offeror’s overall technical and management approach; and
● The overall likelihood that the proposed participation plan can be successfully executed.
Greater consideration may be given to participation plans that:
● Demonstrate meaningful integration of small business concerns into core construction activities.
● Assign significant and substantive work responsibilities to participating small business concerns.
● Exceed the Government’s small business participation objective.
● Demonstrate a realistic and credible approach for achieving proposed participation commitments.
The Government’s small business participation objective for this procurement is twenty percent (20%) of the total contract value. Offerors are encouraged to meet or exceed this objective; however, proposed participation will not be evaluated based solely on percentage.
