About this file
This is a Price Proposal Form template in Excel format for a design-bid-build construction solicitation. The form is intended for use by offerors responding to the Department of Energy National Nuclear Security Administration Joint Cyber Facility Construction Solicitation (47PB5427R0003), which seeks construction services for approximately 23,688 square feet of combined office and support space at Building 810, Denver Federal Center in Lakewood, Colorado, with an estimated price range between $10 and $20 million. The project encompasses demolition, architectural, mechanical, electrical, plumbing, fire protection, telecommunications, audio-visual system infrastructure, security infrastructure, and system furniture installation within an occupied facility, with all work subject to strict accreditation requirements and standards.
As a template document, this price proposal form establishes the required format and structure for contractors to submit their pricing and cost information in response to the solicitation. The form serves as the standardized submission vehicle through which competing offerors will present their financial proposals for the Joint Cyber Facility construction project. Contractors must complete this form in conjunction with other required solicitation documents and adhere to all submission requirements and deadlines specified in the solicitation package.

Tenant Improvements (TI)
Contract Type: Firm-Fixed-Price (FFP)
Pricing Basis: Lump Sum

Payment Milestone Basis: This fixed-price block must be tracked under a separate billing identifier. It is tied to a specific RWA funding number and cannot be cross-subsidized by BA54 funds.
TI Includes: Finishes, fixtures, additions, or alterations that convert an open shell condition into a finished, usable workspace tailored to a customer agency's specific needs.

Pricing Basis: Lump Sum
Scope Description: This section constitutes the core, fixed-price requirement funded by GSA under Budget Activity 54. The Contractor shall provide all labor, material, equipment, and supervision required to complete the baseline building repairs, code compliance, and structural/MEP modifications as specified in the Bid Documents. Payment Milestone Basis: Progress payments will be invoiced against a fixed Schedule of Values (SOV) tied exclusively to BA54 physical completion percentages.
Shell Includes: The building's basic structure, core, and common areas, provided as an open layout with basic building systems per GSA Pricing Desk Guide.
1) Fill each division tab 1-33 as needed for the construction to be preformed under the SHELL cost as indicated by the project specific instructions.
Shell: Project Specific Instructions
Due to the space being substantially built out, shell cost categories have been established to identify the scope of work that GSA will fund in order to bring the space to the minimum standards defined in the GSA Pricing Desk Guide. All other project elements shall be classified and priced as Tenant Improvements (TI).
1. Flooring and Associated Demolition: Demolition and removal where noted on drawings of existing raised access flooring, handrails, ramps, and associated doors necessary to prepare the space for occupancy.
2 Insulation: Insulation required to meet minimum building standards, specifically insulation at the underside of the mezzanine deck.
3 HVAC: All work associated with heating modifications required to support the conversion of the existing data center space into occupied office space, including all related heating hydronic distribution and equipment systems, controls, and associated work.
4 Lighting and Controls: The Contractor shall classify and price all F13/F13E - 4' Strip Light Fixtures and associated controls shown in the Contract Documents as Shell Costs. All remaining fixture types, specialty lighting, and associated controls shall be classified and priced as Tenant Improvements (TI).
