About this file
This is an amendment to a GSA solicitation for full roof-replacement construction services at the IRS Martinsburg Computing Center in Martinsburg, West Virginia.
The solicitation is a negotiated Request for Proposals (RFP) numbered 47PB5126R0019, issued by the PBS Office of Acquisition Management/Capital Project Acquisition Delivery Division (Capital Contracting Branch - Northeast) on April 2, 2026. Phase 1 technical proposals are due April 16, 2026 by 2:00 PM EST. The project involves roof replacement services covering 22 distinct roof areas—including 19 hot rubberized asphalt ballasted protected membrane roofs and three EPDM awning roofs—at 250 Murall Drive, Martinsburg, WV 25430. The period of performance is October 1, 2026 through October 1, 2027. The contract is firm fixed price. Performance and payment bonds are required. Amendment 0001 incorporates the RFIs received with answers and adds Wage Determination WV20250037 Mod 0 to the solicitation. The document includes detailed questions and answers (74 RFIs total) addressing site logistics, staging areas, crane operations, material storage, delivery windows, security clearance timelines, water intrusion protection, weather delays, bonding requirements, scoring methodology, and evaluation factors for past performance projects. Key requirements include contractor-provided chemical toilets, outdoor staging areas per site plan AS-101, HSPD-12 security clearances for all personnel, delivery windows limited to 9 AM-3 PM Monday-Friday, and 5 business days' advance notice for deliveries. The evaluation includes technical factors regarding prior relevant project experience, project management approach, and organizational capacity, with non-price factors being significantly more important than price. A post-submission oral presentation is required for all offerors submitting price proposals.

Projects will be considered "relevant" as long as the meet or exceed the majority of the characteristics on page 10. Not meeting 1 characteristic while meeting or exceeding another characteristic will not automatically disqualify a project from relevancy.
The IRS MECC building has 22 distinct roof areas, 19 typical hot rubberized asphalt ballasted protected membrane roofs (PMR) and three EPDM awning roofs.
MEP-1 & MEP-2 roofs have a warranty by Carlisle expiring in 2027, while it is unclear on the manufacturer of the remaining roof areas. Refer to AD501-AD503 for details on demolishing the existing roof.
See details 1/A501, 1/A506, and 9/A503 for roof sections of new HRA PMR, EPDM, and 2-ply SBS modified bitumen roofs
The 95% BOD report will be attached with these responses. A revised BOD report will also be included in the 100% documents released wth pricing.
Yes, multiple locations are allowed. Locking gates are required. Locations for work areas to be coordinated prior to mobilization.
A proposed laydown area is shown on AS-101.
Parking lot use is discouraged. The fire road between the MEP building and the cul-de-sac rear parking lot must remain accessible at all times.
Existing roof pavers will be reused for walkpaths as shown on the A-1xx series. Excess pavers will be either returned to the government as attic stock, or disposed of by the contractor at no cost to the government. General contractor must stockpile pavers on the ground. No stockpiling of pavers on the roof is allowed.
The 100% CD package will show a prospective demo and temporary security mount detail. The general contractor will move the camera between locations.
IRS's security team will handle the final configuration of the cameras.
008 100% of the skylights are being replaced. See AD-107, 10/AD-501, A-107, 10/A-501.
009 Page 10 of Solicitation
GSA's preference is that the offeror preparing the proposal submits projects for Factor 1 in which they were either the prime or sub. The offeror may submit a sub's experience; however, the offeror will be graded "not applicable" and will have no positive or negative effect.
010 Will the Government publish the Site Visit sign in sheet in the next addendum?
Site visit attendees and companies were added to the attachments in the posting on 3/27/26
Will the prime contractor have to provide outdoors chemical toilets for the working crew, or will they be allowed limited interior access for bathroom breaks?
01 50 00 - 7 GC must provide outdoor chemical toilets.
Will the Government accept past performance projects that are similar in scope, complexity, and security environment, but less than $10M, as compliant submissions for Factor 1? Or is the $10M minimum value an absolute requirement for all three projects?

Will the crew of the contractor be permitted to use the cafeteria for lunch breaks, provided they use it at non-peak times and change clothes/boots to eliminate staining/contamination?
01 30 00 – 2 1.06A Yes. Contractor use is permitted as described. All personnel must go through the security clearance desk at the front entrance.
013 Are crew members who currently carry TS security clearances eligible to enter the building unescorted? 01 30 00 – 2 1.06A
GSA HSPD-12 Tier 1 clearances are required for all personnel entering the site. This is a separate security clearance process from TS.
Will there be an option to potentially extend the period of performance? Preferred conditions for HRA installation is typically above 40°F and the weather conditions can average 40 or below between October-March.
01 10 00 – 2 1.02A The period of performance will remain unchanged.
015 What are the working hours for construction? Can night work be permitted? 01 14 00 – 1 1.01C
At the facility, the normal hours of operations are 7 AM to 6 PM. The building is occupied 24/7; however, deliveries and other vehicles requiring full security searches are only allowable on weekdays between 7 AM and 3 PM, not including federal holidays. Prior notification will be needed of 5 working days to access at any other times for building.
016 Where is the staging area, and how big will it be?
A proposed laydown area is shown on AS-101. The fire road between the MEP building and the cul-de-sac rear parking lot must remain accessible at all times.
017 Can containers be brought on-site?
Yes. Long term storage/staging is suggested as shown in AS-101 and will be subject to search upon delivery.
The fire road between the MEP building and the cul-de-sac rear parking lot must remain accessible at all times.
018 What is the process for scheduling material deliveries? Security, laydown, etc. 01 60 00 – 2 1.04A
Notify the government 5 work days before deliveries.
Names of drivers are required. Security clearance for generic drivers are not required; however, last-minute replacements of drivers may be turned away at the gate.
019 All existing insulation will be removed and discarded and replaced with new.
How will the 2-ply SBS modified bitumen base flashing be terminated? Is it to be assumed the modified will extend to the top of the tall parapets and terminated under the coping?
07 55 00
2-ply SBS modified bitumen base flashing will terminate beneath the HRA membrane as shown in parapet transition details such as 8/A501 of the contract drawings. In detail 8/A501, and other subsequent parapet details, it can be seen that the base ply of SBS modified bitumen will terminate on top of the parapet and terminate under the coping while the cover ply will terminate at the corner of the parapet, also beneath the coping. This is typical at conditions with 2-ply SBS modified bitumen flashing.
021 Can metal flashing pieces (not coping) be re-used if determined to be in good condition? 07 62 00
No, we will be removing and disposing all existing flashings and installing new in locations shown in contract drawings.

Can any XPS insulation be re-used if it is determined to be in good condition?
What size crane can the compound accommodate to lift large materials onto the roof? Can it be operated during business hours? Is access along the entire perimeter (including the gated dock with transformers & containers) allowed?
A full crane plan will be required before each lift, which will be reviewed by WDP, GSA, and IRS. The primary restrictions for crane use will be damage to the asphalt pavement (which is not designed for heavy traffic), damage to irrigation sprinkler system at turf and landscape areas, and distance from the roof. Cranes can be operated during business hours - proper fencing/barricades/signage are required. There are locations near each roof that would accommodate a large crane (ADP from parking lot side, office from the back/inner radius side along the asphalt walking path, link from the back side, warehouse from utility yard at loading docks or back side by Link, and MEP from back side). Asphalt and landscaping must be restored to existing conditions. Fireroad between MEP and back radius cannot be blocked. The Martinsburg airport is nearby and appropriate aircraft light/flags/notifications are required.
In general, access around the entire perimeter is allowed. Only 1 loading dock may be blocked at any given time. A logistics plan will be required prior to mobilization. The fire road between the MEP building and the cul-de-sac rear parking lot must remain accessible at all times.
023 Is there a specific manufacturer preferred to use for the curb-mounted skylights? 08 62 00
The 95% BOD report will be attached with these responses. A revised BOD report will also be included in the 100% documents released wth pricing.
024 Is there an estimation for how many penetrations/curbs will need to be permanently removed, if any?
There are no known examples of curbs to be removed at this time. All existing penetrations and curbs are to remain, plus the addition of new fall protection roof davit penetrations.
025 For the exterior access ladders, are these to be installed at ground level, or in between roof sections? 05 51 50
Permanent roof access ladders are to be provided in three locations to allow for proper inspection and maintenance of the roofs without the need for a lift.
These are to include a ladder from the ground to the first-floor auditorium roof (RA-15), a ladder from the first-floor auditorium roof (RA-15) to the second-floor auditorium roof (RA-16), and a ladder from the first-floor auditorium connector roof (RA-14) to the front office roof (RA-12). Note that the ladder from RA-14 to RA-12 may be revised in the 100% drawings to go directly from the ground to RA-12.
026 Is there any covered storage, or temperature controlled areas to temporarily store materials during winter? No.
027 Is there a forklift or telehandler on site, or will the contractor need to rent one to move large materials? Contractor must provide all equipment.

Technical Proposal Solicitation, I.F. FAR 52.228-1 Bid Guarantee (SEPT 1996) (GSA Class Deviation RFO-2025-28)
Evidence of bonding capacity is due in Phase 1. The bid bond is required in Phase 2. Miami Wiipica

Solicitation states “The Offeror must demonstrate successful experience on a minimum of three relevant projects…” Relevancy is defined by six bullet points, including total value of the contract being at least $10M. Most small businesses do not have three projects worth more than $10 million. Can small business offerors use the prior experience of teammates, as long as there is a teaming agreement between the two firms?
Solicitation, Factor 1 – Prior Experience on Relevant Projects
If the offeror intends to use prior experience of teammates in order to propose projects at least $10M, the offeror will be required to discuss if the team has experience working together in the past. If an offeror is proposing with a teaming agreement, the offeror will be required to provide a copy of the teaming agreement.

Solicitation asks for a resume for “3rd-party testing and inspections (may be generalized to qualifications of a firm).” If offerors provide generalized qualifications of a firm, this is no longer a resume. It is also not clear what is desired without any kind of instructions. Would the government please drop this from the resume requirement and add it as a new subsection to the Project Management Plan and Approach with detailed instructions?
Solicitation, iv. Organization Chart, Staffing Matrix, and Resumes of Key Personnel
If an indivdual is not available to provide a resume, please identify that in the writeup in Factor 2 and no resume will be required. Either way, Factor 2 should identify the name of the expected third-party testing firm, as well as proof of accreditation and certifications in the relevant tests. The proof of accredidation and certifications will not count towards the page limit for Factor 2.
Miami Wiipica
Relevant projects are defined as renovations of facilities that meet or exceed six characteristics. Does each project need to meet all six characteristics, or can all projects cumulatively meet the six requirements?
Solicitation, Factor 1 – Prior Experience on Relevant Projects
Projects will be considered "relevant" as long as the meet or exceed the majority of the characteristics on page 10. Not meeting 1 characteristic while meeting or exceeding another characteristic will not automatically disqualify a project from relevancy.

074 Do you require that we submit the physical bid bond in addition to a scanned copy included with our electronic submission? Solicitation, I.G. Receipt of Offers
Evidence of bonding capacity is due in Phase 1. The bid bond is required in Phase 2. The bid bond should be included in the electronic submission. A physical copy is not required.
