Definitions
For the purposes of these evaluation factors, “Similar Project” means the extent to which a project is comparable in nature, type, and complexity as defined by the following characteristics (in no order of importance):
i. demolition services on buildings of similar size,
ii. demolition on federal facilities,
iii. Selectively salvage existing building materials,
iv. a project dollar value between $5,000,000 and $10,000,000,
v. offeror managed the project as the prime contractor, and
vi. completed, or at least 50% complete with construction, within the last 5 years of the proposal due date.
Factor 1 – Project Management Plan/ Schedule – 30%
Description: This factor considers the means and methods in the offeror’s approach to project management for activities such as planning, subcontractor coordination, risk management, mobilization, staging, closeout, and day-to-day activities for this project. The factor considers the soundness of the identified phases, activities, methodologies, procedures, risks management, resource allocation, and approach in the project management plan. The factor will specifically consider subfactors below to evaluate the project management plan.
Subfactor 2.1 – Coordination and Management – 15%. The subfactor evaluates procedures and methodologies for overall coordination, management, and resource implementation and management. The subfactor includes evaluation of the management plan for coordination and management of subcontractors’ and suppliers’ activities. The subfactor considers the overall soundness of the approach to team coordination, staging, and phasing.
Subfactor 2.2 – Schedule, and Quality Control – 15%. The subfactor considers the management of schedule control and construction quality for demolition activities. The factor considers the soundness of the schedule and quality control in the project management plan.
Submittal Requirements: The offeror must submit a technical narrative for a project management plan that details the means and methods to manage activities throughout demolition. The project management plan should use written statement(s) outlining the approach to manage all phases of demolition and closeout of the project. Items that may be include in the project management plan include items such as phasing plan, obtaining permits with local entities, visiting public safety, broad planning of the demolition project, etc. The Offeror shall submit a critical path method (CPM) schedule detailing the Offeror’s approach to meeting the technical requirements included in the RFP and the specifications by or before the timeframe stated. The project management plan should clearly identify and describe any activities or means and methods that add value to the project.
Basis for Evaluation: The standard for this evaluation subfactor is met if the submitted information demonstrates a sound approach to manage activities throughout demolition. Project management plans that fail to align with the project schedule may be evaluated less favorably. Project management plans that add value beyond the basic requirements in the SOW and contract documents may be evaluated more favorably.
Factor 2 – Company’s Past Performance – 25%
Description: This factor considers the depth, breadth, and quality of the offeror’s past performance on
Similar Projects, or any other acquired past performance information, with regards to considerations such as technical success; customer satisfaction; successful management of the project; perceived quality of the final product from end users and clients; timeliness and responsiveness of the offeror; adherence to contract documents, project baseline schedule, and budget; and the ability to coordinate activities and work with various stakeholders. The factor considers the relevance and recency of the submitted Similar
Projects. The relevance of the factor is evaluated against the extent to which the submitted Similar
Project(s) aligns with the stated characteristics in the statement of work. The factor considers the quality of comments to support reference ratings on CPARS and PPQs.
The Government will use a combined assessment of all aspects of past performance to arrive at a conclusion of overall past performance for each Similar Project. The assessment of the overall past performance for each Similar Project and any other past performance information may be used to arrive at a conclusion and evaluation of the offeror’s overall past performance. The Government will consider the quality of the entire portfolio of submitted Similar Projects (not to exceed three) to assess past performance and will not give a more favorable rating for a greater quantity of submitted Similar Projects.
The Government’s sources of information for evaluating the offeror’s past performance may include, but are not limited to, any and all information the Government becomes aware of (whether or not before or after the deadline for initial offers and whether or not the sources are provided by the offeror). While the
Government may elect to consider data and information from any source, the burden of providing detailed, current, accurate and complete past performance information by the deadline for the initial offers’ rests with the offeror. The Government may consider contractor past performance information it obtains on its own or from other sources regarding past performance on projects other than those submitted for Similar Projects.
Submittal Requirements: Provide three (3) examples of Similar Projects completed in the last five (5) years that demonstrate successful past performance. The selected Similar Projects submitted for past performance must include owner reference(s) and owner information and should include the following:
name, title/position, and contact information (such as a phone number and email address). The selected references should be familiar with the submitted project such as the owner’s representative and owner’s project manager having oversight for the project. The selected similar project should include the following information: name of project, location of project, contract number or unique project identifier
(as applicable), original awarded value of the project, final awarded value of project, period of performance, number of modifications, and a project description. The submitted past performance information should be completed on the Past Performance Questionnaire for GSA Solicitation No.
47PB0024R0009. It is the responsibility of the offeror to inform the references to expect to be directly contacted for the purpose of discussing past performance on the project.
The offeror may submit any of the following to satisfy the proposal submittal requirement for past performance:
1. the past performance questionnaire (PPQ) (included as an attachment to the RFP), completed by the client/owner reference, for projects the offeror selected to submit for past performance; or
2. a completed evaluation in the Contractor Performance Assessment Reporting System.
Offerors should make every effort to submit a portfolio of projects that covers all of the stated characteristics for Similar Project. It is not necessary for each project to cover all of the characteristics of a Similar Project, but the portfolio as a whole should cover the entire variety of stated characteristics requested in the definition of Similar Project.
Basis for Evaluation: For each of the Similar Projects submitted and performed by the offeror, the
Government will consider information published in CPARS/PPIRS evaluation reports (if available) and the PPQ. The Government may elect to call references to gain a better understanding of past performance.
Questions asked of references may be tailored to the particular project in order to improve the
Government’s understanding of past performance. The Government may take into consideration the relevance and recency of the past performance. Any additional information the Government ascertains related to the overall past performance may be considered as part of the evaluation. If past performance information is not provided with the proposal, then the Government will evaluate the absence of past performance as Neutral. A Neutral evaluation does not negatively or positively affect the overall rating.
The standard of evaluation is met when offerors demonstrate at least an overall Satisfactory past performance based on all available information, whether or not included in the proposal, when considered together as part of the overall assessment of past performance. Offerors which receive ratings higher than
Satisfactory or Neutral by references (such as in CPARS, PPQs, or direct conversations) may be rated more favorably. References’ evaluated ratings that are strongly substantiated by comments, remarks, awards, recognition, descriptions, or other evidence may be evaluated more favorably. The Government evaluation team may take into consideration the depth and quality of comments to determine the evaluated rating given for Company’s Past Performance. A more favorable rating may be evaluated for
Company’s Past Performance to the extent such experience aligns with the requirements of the RFP, the statement of work, and the stated characteristics of a Similar Project.
Factor 3 – Company’s Relevant Experience – 25%
Description: This factor considers the extent of demonstrated experience, knowledge, and capabilities of the offeror based on the submitted Similar Projects. The evaluation of this factor considers the strength of alignment of the submitted Similar Projects with the requirements of the request for proposal, statement of work, and contract documents for project. The evaluation factor considers the strengths of the alignment and logical connection of described capabilities in the general narrative and the requirements of the request for proposal, statement of work, and contract documents for the project.
Submittal Requirements: Offerors must submit a general narrative that addresses the firm’s core competencies, knowledge, and experience as they relate to the Government requirement for the project.
Offerors may submit up to two pages (standard page 8.5”x11” or electronic equivalent) for the requested general narrative. The relevant experience in the narrative should describe any value-added benefits as applied to the Government requirement.
Provide three (3) examples of Similar Projects completed in the last five (5) years. The submitted portfolio of selected Similar Projects should demonstrate all of the stated characteristics of Similar
Projects or the offeror may not be considered further. Each example of Similar Projects should include a project description, period of performance, description of the scope of construction services (as applicable), project reference and/or name, the original award amount, and the final contract value after adjustments. Each submitted Similar Project must not exceed three (3) pages (standard page 8.5”x11” or electronic equivalent).
Note: Reference “Instructions on Submitted Similar Projects” above in the “Evaluation Criteria” section.
Offerors must not submit more than three (3) Similar Projects to satisfy the submittal requirements of both evaluation Factor 2 and Factor 3.
Basis of Evaluation: The standard for this evaluation factor is met if the demonstrated (i) experience, knowledge, and capabilities of the relevant experience and Similar Projects reasonable align with the requirements of the project; and (ii) the submitted Similar Projects considered together as a whole meet all of the stated characteristics in the definition of “Similar Projects”. The Government will consider the depth, breadth, and relevance of the offeror’s relevant experience. Relevant experience and Similar
Project(s) that more closely align with the requirements, request for proposal, and contract documents for the project may receive a more favorable evaluation. One or more Similar Project(s) that meets all characteristics may be evaluated more favorably than projects that meet fewer of the characteristics.
Factor 4 – Relevant Experience of Key Personnel Qualifications – 20%
Description: This factor considers the relevant experience and qualifications of key personnel proposed.
Offerors must have key personnel with required relevant experience to perform their respective responsibilities and functions at a highly competent and professional level. The factor evaluates the proposed extent and depth of experience of the identified positions of project manager and site superintendent (or similar titles within the industry that perform similar job functions and responsibilities).
Submittal: The offeror shall identify the personnel proposed to fill key positions listed below and state their roles and responsibilities for the project. The offeror shall provide evidence of competency, qualifications, and related experience of key personnel. The offeror shall provide resumes for each key personnel clearly indicating their currently held position/title, proposed project position/tile, education, qualifications, professional licensing and certifications, and work experience (including roles) over the last five (5) years. Resumes may not exceed five (5) pages per person (standard page 8.5”x11” or electronic equivalent).
At a minimum, the key personnel for the project must consist of the following positions:
Project Manager
On-site Superintendent
The offeror should provide a table (one page) clearly identifying the roles that key personnel held on the project submitted under Factor 1 (if applicable). The offeror should also include in the table the identified roles of key personnel held on Similar Projects that may have not been submitted under Factor 1. As part of the resume and narrative, the offeror should describe the key personnel’s role within any identified projects and detail how the experience of the team member contributed to the success of the project. The narrative should also detail and identify how the qualifications and experience of key personnel will contribute to the effective performance of the required work. Offerors should include an organizational chart (one page) that presents the overall team structure.
Basis for Evaluation: The offeror meets the evaluation standard provided all key personnel are successfully identified and the information clearly identifies the relevant experience and qualifications of key personnel to an extent reasonably expected to successfully perform the work required in the project.
The offeror must also provide an organizational chart that presents the overall team structure and projects that outline the experience of key personnel. The Government will evaluate the resumes and relevant experience of key personnel against the definition of Similar Projects, the requirements of the RFP, and the requirements described in the statement of work for the project.
A more favorable evaluation may be given to an offeror that submits key personnel with experience for
Similar Projects. A more favorable evaluation may be given to an offeror that submits key personnel that held similar responsibilities in a previous position as the proposed project position/title. A more favorable rating may be evaluated for key personnel with relevant experience to the extent such experience aligns with or exceeds the requirements of the RFP, the statement of work for the project, and the definition of
Similar Project.

Contracting Officer will award to the offeror that did not request an exception based on unreasonable cost.

Contracting Officer’s discretion, result in the offeror being allowed to revise its proposal.
In writing, "writing," or "written" means any worded or numbered expression that can be read, reproduced, and later communicated, and includes electronically transmitted and stored information.
Proposal modification is a change made to a proposal before the solicitation’s closing date and time, or made in response to an amendment, or made to correct a mistake at any time before award.
Proposal revision is a change to a proposal made after the solicitation closing date, at the request of or as allowed by a Contracting Officer as the result of negotiations.
Time, if stated as a number of days, is calculated using calendar days, unless otherwise specified, and will include Saturdays, Sundays, and legal holidays. However, if the last day falls on a Saturday, Sunday, or legal holiday, then the period shall include the next working day.
(b) Amendments to solicitations. If this solicitation is amended, all terms and conditions that are not amended remain unchanged. Offerors shall acknowledge receipt of any amendment to this solicitation by the date and time specified in the amendment(s).
(c) Submission, modification, revision, and withdrawal of proposals. (1) Unless other methods
(e.g., electronic commerce or facsimile) are permitted in the solicitation, proposals and modifications to proposals shall be submitted in paper media in sealed envelopes or packages (i) addressed to the office specified in the solicitation, and (ii) showing the time and date specified for receipt, the solicitation number, and the name and address of the offeror. Offerors using commercial carriers should ensure that the proposal is marked on the outermost wrapper with the information in paragraphs (c)(1)(i) and
(c)(1)(ii) of this provision.
(2) The first page of the proposal must show–
(i) The solicitation number;
(ii) The name, address, and telephone and facsimile numbers of the offeror (and electronic address if available);
(iii) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and agreement to furnish any or all items upon which prices are offered at the price set opposite each item;
(iv) Names, titles, and telephone and facsimile numbers (and electronic addresses if available) of persons authorized to negotiate on the offeror’s behalf with the Government in connection with this solicitation; and
(v) Name, title, and signature of person authorized to sign the proposal. Proposals signed by an agent shall be accompanied by evidence of that agent’s authority, unless that evidence has been previously furnished to the issuing office.
(3) Submission, modification, revision, and withdrawal of proposals. (i) Offerors are responsible for submitting proposals, and any modifications or revisions, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that proposal or revision is due.
(ii) (A) Any proposal, modification, or revision received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and-
(1) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than
5:00 p.m. one working day prior to the date specified for receipt of proposals; or

(3) It is the only proposal received.
(B) However, a late modification of an otherwise successful proposal that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(iii) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the proposal wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(iv) If an emergency or unanticipated event interrupts normal Government processes so that proposals cannot be received at the office designated for receipt of proposals by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation, the time specified for receipt of proposals will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(v) Proposals may be withdrawn by written notice received at any time before award. Oral proposals in response to oral solicitations may be withdrawn orally.
