Once completed please submit questions in the chat box.
• The Project: Purpose of the Facility: PM-
This project will be for a new stand-alone Federal Courthouse to meet the needs and demands of the growing US Federal Courts.
In 2011, the United States District Court for the District of Connecticut developed a long-range facilities plan for the three existing Connecticut court facilities; The Abraham A. Ribicoff Federal Building and Courthouse, the Richard C Lee U.S.
Courthouse, and Brien McMahon Federal Building and U.S. Courthouse. This plan shows an intention to increase all of the court operations for the district in Hartford, resulting in a need to increase the size of the court facility.
This plan supports an intention to relocate the main court facilities for the district to Hartford, increasing the number of court facilities in the District. The plan also enumerates functional challenges in the existing court facilities related to circulation, prisoner movement, and operational and safety needs of the Judiciary.
Additionally GSA contracted with EYP to conduct a Phase 2 Feasibility Study completed in Aug 2020. This study articulated the future needs of the court and demonstrated the existing building infrastructure warranting a new Federal Courthouse as being the most viable option moving forward.
• Design Excellence Program: PM Robert Herman
The new courthouse shall be designed following the procedures of GSA’s Design Excellence program.
Design Excellence is a holistic approach that, on behalf of our customers, delivers value by producing high quality, high performance facilities. Design Excellence policies and procedures help GSA meet its goal of providing superior workplaces that enhance the nation’s communities.
With-in the Public Building Service Design Excellence strives for the following:
● Providing best value to our customer agencies and the American taxpayer.
● Developing safe, productive, and attractive workplaces.
● Operating efficiently and effectively—keeping projects on time and on budget.
● Ensuring that projects respond positively to national urban and environmental policies.
● Selecting America’s best designers and artists to create facilities that ultimately become respected landmarks.
How do we do this?
GSA uses the DE procedures to plan and execute projects from our site acquisition to Lead Designer selection and concept development.
Under the direction of GSA’s Office of Chief Architect, we collaborate with a team of local and national professional peers to assist in review and selection of the lead design team.
• The Program: The New Courthouse;
The proposed new courthouse will contain (281,000) gross square feet of office, storage, and special use space.
The site selection for a new project is in process. The new site will consist of a parcel that will be in the range of 2-3 acres and will be in the downtown area of Hartford.
This facility is to be designed to accommodate all court functions, including 11 courtrooms, 18 chambers, for US Court of Appeals, US District Court and the US Bankruptcy Court. This will house the US District Clerk, US Bankruptcy Clerk, the US Probation and Pretrial Services Offices, the US Marshals Service (USMS) and US Attorney’s Office, (USAO), Federal Public Defender’s Office and a Congressional and GSA suite.
Each space is to be designed in accordance with specific design guide standards noted later in this statement of work.
This project will have to follow GSA’s current policy for Operational Excellence as well as GSA's extensive sustainability and energy programs that are outlined in the P100, Public Building Service Facility Standards. This project will achieve
Leed Silver Sites and Leed Gold for Construction.
