HARTFORD COURTHOUSE QUESTIONS

Question 1) Do the target number of days between milestones listed in the Scope of Work (2.2

Project Duration and Milestone Dates) refer to business days or calendar days?

Answer 1) Days shown in the Scope of Work, Section 2.2 are calendar days.

Question 2) The Project Duration and Milestone dates outlined in the Scope of Work (section

2.2) seems to differ from the schedule that was shared during the pre-proposal conference.

Could you please clarify the anticipated schedule for the project selection, design, and construction phases?

Answer 2) A/E solicitation and award milestones provided in the Pre-Submittal Meeting on June

27, 2022 (as shown below) are what is anticipated at this time:

06/16/2022 Stage I SAM Notice posted

09/21/2022 Stage I Submissions due.

10/27/2022 Complete review of Stage I

11/10/2022 Stage II Request for Submission sent to shortlisted firms

01/03/2023 Stage II Responses Due

01/12/2023 Stage Two Submissions Reviewed

02/10/2023 Interviews held in Hartford Connecticut

03/07/2023 SSEB completes review of Stage Two

03/13/2023 Issue RFP to Highest Qualified Firm

11/26/2023 Proposal Due

12/26/2023 Negotiate Price and Financial Audit

02/01/2024 Award A/E Contract

The design and construction schedules are fluid. The SOW will be updated with the correct schedule prior to negotiating price with the selected A/E Firm.

Question 3) Given the duration of the project, construction cost escalation will play a big role and is hard to predict. Is there a mechanism to allow the A/E team to receive add services for redesign to budget due to escalation beyond the team's control?

Answer 3) The Government is not considering or addressing pricing issues at this time as pricing will only be required from the selected A/E firm.

Question 4) Will the site selection process be done by the end of the year?

Answer 4) No, the Site Selection process will NOT be completed by the end of 2022. The site selection process will be ongoing and can run concurrently with GSA's A/E acquisition.

Importantly, we will not finalize the AE scope until GSA finalizes the site selection report.

Question 5) I would like to clarify one question regarding the first phase of this opportunity. We will probably have one architecture design firm, one engineering design firm and one AOR.

Should we present the AOR already on the first stage or only on the second?

Answer 5) The Government is looking for information on the Lead A/E Firm ONLY under the evaluation criterion: PAST PERFORMANCE ON DESIGN (35%). If the offeror is proposing a

Contractor Team Arrangement in accordance with Federal Acquisition Regulation (FAR)

Subpart 9.6, it shall clearly indicate whether the Portfolio Projects provided in accordance with the above were for projects completed by the same Team. If the proposed Team has not performed together in the past, the Government is looking for information on the A/E Team and separate Portfolio Projects shall be provided up to a maximum of five (5) total portfolio projects, with each member providing a minimum of at least one of the five portfolio projects. So if the

Engineering design firm is not part of a Contractor Team Arrangement in accordance with FAR

Subpart 9.6, no information is requested or should be provided during Stage I of the A/E

Selection process.

The other three (3) evaluation criteria are focused on the Lead Designer. If the Architect of

Record is not the Lead Designer, no information is requested or should be provided during

Stage I of the A/E Selection process.

Question 6) If the lead A/E Firm is a Contractor Team Arrangement in accordance with FAR

Subpart 9.6, should five (5) portfolio projects per team member be submitted under the evaluation criterion: PAST PERFORMANCE ON DESIGN (35%)?

Answer 6) See answer to Question 5 above. The Stage I Submission is limited to no more than five (5) portfolio projects maximum under evaluation criterion: PAST PERFORMANCE ON

DESIGN (35%), regardless of whether the Lead A/E Firm is an individual or a Contractor Team

Arrangement.

Question 7) Do we need info on court planner?

Answer 7) See answer to Question 5 above. If the Court Planner is not the Lead Designer, no information is requested or should be provided during Stage I of the A/E Selection process. If the Lead Designer is a single designer, submit a portfolio of up to three projects completed in the last ten years. If the lead designer is a team, submit graphics and a description of up to two projects from each lead designer or lead design discipline.

Question 8) Will the Independent Commission Agent (Cxa) be included in the Scope of Work for A/E Services?

Answer 8) The Cxa will awarded under a separate contract and will NOT be included in the A/E

Statement of Work.

Question 9) What happens if the offeror either exceeds the page limits or maximum number of portfolio projects requested in the SAM Request for Stage I Submissions?

Answer 9) The Government will screen all Stage I Submissions. Any pages in excess of the stated page limitations will be deleted and not submitted to the Government Evaluation Team

(with initial pages remaining and final pages removed). It should be stressed that page limitations are all inclusive with no pages excluded from the maximum page count (limitations for minimum font size must also be followed). Likewise, any projects in excess of the portfolio limitation will be deleted and not submitted to the Government Evaluation Team (with initial projects listed remaining and final projects listed removed).

Question 10) We request clarification of the “Submission Requirements And Evaluation

Criteria” for Stage I described in the SAM Notice:

For proposers where a Lead Design Firm is sub-contracted to a strong Hartford-based

Architect-of-record and where that Hartford-based firm will have primary professional responsibility for documenting and delivery of the design, how should the required qualifications for Stage 1 be presented?

A: The Lead Design Firm only submit a portfolio of not more than five projects completed in the last ten years (maximum of five pages per project) and no portfolio submittal for the Architect-of-

Record?

B. The Combined Architectural Team will submit a portfolio of not more than five projects completed in the last ten years (maximum of five pages per project).

C. The Combined Architectural Team will submit a combined portfolio of a specified number of projects from the last ten years (maximum of five pages per project) and in the addenda GSA will delineate the number of projects that will be provided by each firm.

Answer 10) See answer to Questions 5, 6 and 7 above. Unless the firm is part of a Contractor

Team Arrangement in accordance with FAR Subpart 9.6, no information is requested, should be provided, or will be reviewed during Stage I of the A/E Selection process.

For Lead Designer, only information concerning the Lead Designer should be submitted under

Stage I of the A/E Selection process. If the Lead Designer is a single designer, submit a portfolio of up to three projects completed in the last ten years. If the lead designer is a team, submit graphics and a description of up to two projects from each lead designer or lead design discipline. Information will not be reviewed by the Government on team members that are not the lead designer or lead design discipline.
