1) About the Project indicated, there are several links on the Appendices of the SOW, however we can’t view the info without some specific access. Could you make them available?
ANSWER 1: The information in the Appendices is not necessary for Stage I of the solicitation. It will likely be released to those firms that make the short list for Stage II.
2) The requirements for “Past Performance on Design” state that the “A/E firm(s) will submit a portfolio of not more than five projects completed in the last ten years”. Please confirm completion means substantial completion or if design completion is acceptable.
ANSWER 2: We will consider projects if design is complete and construction has started, but will rate projects where construction is substantially complete more highly.
3) We would like a clarification, if the Lead Designer submit on Stage 1 proposing a Contractor
Team Arrangement in accordance with Federal Acquisition Regulation (FAR) Subpart 9.6, is it possible for one of the team members to be part of another team?
ANSWER 3: There is no restriction under this solicitation preventing firms from being part of multiple teams.
4) As a firm that only takes on a very limited number of carefully selected projects due to our size and the depth of attention we commit to each of our Clients, we do not have a high number of projects that complete each year as compared to very large peer firms. As a result, after detailed review of our portfolio (as well as the portfolios of many of our lead designer peers of similar firm size) related to the completion dates for relevant projects, we have the following two RFIs:
A) Would the GSA consider expanding the (1) Past Performance on Design criteria to allow for projects completed in the last 15 years?
ANSWER 4A: We will not consider projects in which construction was completed more than ten (10) years ago.
B) Would the GSA consider expanding the (4) Lead Designer Portfolio criteria to allow for projects completed in the last 15 years?
ANSWER 4B: We will not consider projects in which construction was completed more than ten (10) years ago.
5) Can we include projects that are in progress in the “Past Performance on Design” section of our response?
ANSWER 5: Please see the answer to question 2 above. We will consider projects if design is complete and construction has started, but will rate projects where construction is substantially complete more highly.
6) Are we allowed to include images in the “Philosophy and Design Intent” section of our response?
ANSWER 6: You may include images but they will be included in the page count which you may not exceed.
7) Are we allowed to include images in the “Lead Designer Profile” section of our response?
ANSWER 7: You may include images but they will be included in the page count which you may not exceed.
8) Is 8.5x11 landscape format acceptable?
ANSWER 8: Yes
9) Can you please provide clarification on the term “completed” related to the requirement that the project has been completed within the last ten years? Does it refer to completion of the
Lead Designer’s contract for services regardless of the type of services (programming, design or construction administration)? Or does the project need to have achieved substantial completion or occupancy, for example.
ANSWER 9: Please see the answer to question 2 above. We will consider projects if design is complete and construction has started, but will rate projects where construction is substantially complete more highly.
