SERVICES REQUESTED:
Provide a complete PSC Proposal for all required Professional Architectural and Engineering Services in compliance with the State of Michigan, Department of Technology Management and Budget (DTMB) Project Statement Form (DTMB427), DTMB Billing Rate Professional Services Contract and the DTMB 430 RFP Billable Rate Form (DTMB 430), and DTMB State Facilities Administration, Design and Construction Division (DCD) policies and procedures for:
Complete Phase 500, 600, and 700 services, with Phase 400 services as necessary, to produce plans, permit applications, and contract documents for Various HVAC Repairs & Replacements – Chippewa Correctional Facility, Kincheloe, MI. Complete Phase 500, 600 and 700 PSC services are required, and there may be other services yet undefined that may be proposed by either the Client Agency or the PSC in an effort to identify a system design that best serves the Owner. The Contract Document development for the HVAC Repairs and Replacements shall be compatible with existing MDOC operational and custody requirements.
Project Description:
The Agency desires that HVAC upgrades be made to the ACC Units on building 100 Administration, building 200 Food Service/Heath Care, building 300 Education, and circulation pumps due to currently spending excessive hours performing maintenance and waiting for repair parts during system shutdowns, of the existing 1989 vintage system.
System review and overhaul are necessary to upgrade to the current floorplan and needs. Review of the entire system, including evaluation of which components even remain operational or functional, is necessary. Consideration should go beyond replacement-in-kind and include potential upgrades to present-day technologies and efficiencies.
Work is at an operating correctional facility, and work will be located in areas considered to be within the secure perimeter. Work within secure perimeter requires escorts coordinated with URF custody staff. Access in all locations is strictly controlled, monitored and may be subject to delays due to both test- and actual-mobilizations by correctional personnel that necessitates work shutdown. Vehicle access and use on correctional facility property is strictly controlled, requires escorts and must be coordinated in advance. Tool and equipment use requires regular and routine inventorying. In addition to LEIN clearances, DOC facility orientation video training, and site sign-in/sign-out with URF are mandatory for all project personnel.
All design considerations should comply with the Michigan DOC Guidelines. A project construction budget has not been determined.

Professional Services:
Professional services shall also include, but are not limited to:
• The PSC shall be responsible for gathering and verifying all base information required for proper design of the
HVAC upgrades, which include ACC Units on Buildings 100, 200, and 300.
• Priorities shall be based on the facilities needs.
• Replacement of the heat pumps in all buildings shall be included.
• Phase 500, 600 and 700 design and construction services. Include any required Phase 400 tasks necessary for complete Contract Document development in the Phase 500 Proposal technical summary.
• The PSC shall include in their proposal if required LARA Plan Review Permit application and Construction Code approval, and all permits and standards required to be met by this project. Include in the reimbursement category of the Phase 500 Proposal cost summary of your proposal the cash allowance(s) listed below.
• Contract Document development that meets the approval of the MDOC and all related Code requirements.
• Providing 50% and Final (100%) estimates of construction costs for developed plans.
• Development of a construction schedule that avoids negatively impacting facility operations.
• Submittal of 50% and 90% Contract documents for Owner review, posting on SIGMA-VSS, Best Value Bid
Evaluation, PSC recommendation of Contract Award, and Contract Administration.
• Development of a construction schedule that avoids negatively impacting facility operations.
• Submittal of 4 full-size, sealed hardcopy sets of Contract Documents, including addenda, to DTMB DCD contracts staff for Contract execution upon agenda approval.
• Construction cost estimates.
• Maintaining an inclusive, transparent and informative relationship with DTMB and MDOC.
Proposal:
The PSC proposal shall include:
1. All required LARA and Bureau of Fire Services plan review, permit application preparation, permitting fees, reimbursements and approvals.
2. Contract Documents utilizing the current State of Michigan, DTMB, State Facilities Administration, Design and Construction Division, DC SPEC General Conditions and the Master Spec format.
3. Clear documentation of the number of meetings proposed during the design and construction administration phases and indicate whether the meetings are proposed to be on-site, face to face, by telephone, or in specific electronic format.
4. Include any required Phase 400 tasks necessary for complete Contract Document development in the Phase 500 Proposal technical summary.
5. All manpower and costs required for proper Phase 700 Inspection Services. Include all reimbursable costs for inspection services; including, travel, meals and lodging for the Phase 700 reimbursement line item and include an itemized list of these costs. Assume that project meetings are concurrent with project site inspections.
6. All field, material and other testing required for the proper design and construction of the improvements shall be identified and included in the PSC Technical proposal and the costs itemized in the PSC Cost proposal as reimbursements. Final system testing by an independent testing agency to verify the sequence of operation meets the Bureau of Fire Services requirements.
7. Provide a proposed PSC design schedule. The Owner desires to have the design completed as soon as possible.
8. Provide a biweekly progress summary email to the project team, briefly documenting the prior 2-week’s progress by the PSC and display the initial project schedule and current schedule status.
9. Provide a spread sheet to indicate billing costs per each project.
10. Include a $1,500.00 LARA Plan Review Allowance and Permit application as a Reimbursable expense.
The budget for this work is believed to be reasonable to accommodate the services requested. However, in the event it is insufficient to fund all of the Phases requested, it is anticipated that proposal revision will be requested by addendum to award to the selected firm as many of the proposed services as funding allows. It is currently anticipated that additional funding will be sought if needed to address any Phases not included in the initial award.
The PSC shall be required to maintain a complete project file of all project documentation including, but not limited to, base information, contract documents, all correspondence, all e-mails, all RFI’s and answers, Field Orders and communication telephone logs. The project files shall be maintained in a hard copy format and delivered to the Lansing office of the DTMB Design and Construction Division with the PSC final Payment Request.

Facility will be operational and occupied for its intended purpose throughout construction. Schedule construction according to the seasons. ACC shall remain functional during the cooling seasons and heat functional during the heating season. Professional is to provide a proposed schedule with their proposal that takes into consideration feedback obtained from the facility during the pre-proposal walk-through with respect to optimal and unacceptable times of access.

REFERENCE STANDARDS: This project will comply with all codes, standards, regulations, and workers' safety rules that are administered by federal agencies (EPA, OSHA, and DOT), state agencies (DCH, DEQ, DNR, and MIOSHA), and any other local regulations and standards that may apply.
