REQUEST FOR PROPOSAL FOR ARCHITECTURE-ENGINEERING SERVICES

Project No. 463-25-101 Generator Physical Security Upgrades

The Alaska VA Healthcare System (AVAHS) hereby requests a Fee Proposal for the following services:

Design of generator security improvements for the AVAHS outpatient clinic located at 1201 N Muldoon Rd, Anchorage, AK, 99504.

OVERVIEW

Provide Architect/Engineer professional services to include investigative services, site visits, calculations, preparation of contract drawings and specifications, preparation of cost estimates, construction period services, and other services as required necessary to relocate a fuel storage tank, construct a blast barrier around the relocated fuel tank, and to reconfigure the generator radiator at the AVAHS outpatient clinic located at 1201 N Muldoon Rd, Anchorage, AK, 99504.

The A/E will be required to take meeting minutes and distribute to the VA for approval and as documentation of what was covered in all meetings.

Total duration shall be 164 calendar days as described below.

The Project shall include the following items as required for the AVAHS to obtain a complete and fully functional project:

1. Relocate the exterior bulk storage fuel tank, and all associated piping and appurtenances that serves the backup generator, to a location that provides a minimum of 25 ft standoff distance from the service drive.

2. Provide a blast resistant screen wall or barrier, to protect the relocated bulk storage fuel tank, per the VA Physical Security & resiliency design manual (2024, pg 8-15).

3. Reconfigure the backup generator’s exterior radiator so that it does not collect snow when it is not running.

4. Design shall be in accordance with VA Design Specifications, and Design Guides found in the TIL.

5. The Architect/Engineer will provide a cost estimate as part of the 35%, 65% and 95% submittals.

6. The Architect/Engineer will provide progress plan sets, in pdf form, for preview/ coordination 2x weeks prior to each submittal deadline.

7. The Design Development requirements of VA PG-18-15, Volume C, A/E Submission Requirements, must be followed for each submittal phase.

8. Specifications: The A/E firm may obtain the list of the complete VA Construction Specifications from the VA Facilities Management Technical Information Library (TIL), which is located at https://www.wbdg.org/ffc/va/va-master-specifications-pg-18-1. Any specifications that are edited by the contractor shall be submitted to the VA for approval. The edited version of the specification shall be in Microsoft Word™ in the editing format and all changes shall be in RED.

The construction is currently estimated at $695,000.

A/E DESIGN SCHEDULE AND DELIVERABLES:

1. PART I – PREPARATION OF CONTRACT DRAWINGS AND SPECIFICATIONS

SCHEMATIC DEVELOPMENT (SD) 35% SUBMITTAL.

Submit a 35% Design Development Package, that provides all major elements of design, and incorporates the information from the Part A preliminary studies.

A review conference will be held via Microsoft Teams.

A Class 3 construction cost estimate per the Cost Estimate Classification System is required.

Provide the following:

· PDF of Arch C (22x34”) Drawings.

· 1x copy of the Class 3 Construction Cost Estimate (PDF)

2. DESIGN DEVELOPMENT (DD) 65% SUBMITTAL.

Submit a 65% Design Development Package including the items noted below.

A review conference will be held via Microsoft Teams.

Provide the following:

· Provide PDF of Arch C (22”x34”) Drawings.

· 1x copy of the Class 2 Construction Cost Estimate (PDF)

· 1x copy of the Specifications Index (.xlsx format)

3. CONSTRUCTION DOCUMENTS (CD) 95% SUBMITTAL.

Submit a 95% Construction Development Package including the items noted below.

A review conference will be held via Microsoft Teams.

A Class 1 construction cost estimate per the Cost Estimate Classification System is required.

This should be a complete bid set of documents and a final construction estimate. All necessary construction documents are to be incorporated into this submittal.

Provide the following:

· Provide PDF of Arch C (22”x34”) Drawings.

· 1x copy of the Specifications (PDF)

· 1x copy of the Class 1 Construction Cost Estimate (PDF)

· 1x copy of the Construction Schedule, Including Phasing (Coordinate file format)

· 1x copy of the Submittal Register (.xlsx format)

4. CONSTRUCTION DOCUMENTS 100% SUBMITTAL

This submittal will also include all prior documentation with comments incorporated and completed to 100% design Level.

Provide the following:

· Drawings

· Provide PDF of Complete Arch C (22”x34”) Drawings Set

· 1x Paper Copy of Complete Arch C (22”x34”) Drawings Set

· Complete set of CAD files (AutoCAD 2024 File Format with consolidated layers), unedited Revit/BIM exports are not acceptable.

· 1x PDF copy of the Specifications

· 1x PDF copy of the Cost Estimate

· 1x PDF copy of the Construction Schedule, Including Phasing

· 1x PDF copy of the Construction Submittal Register

PART II CONSTRUCTION PERIOD SERVICES

Solicitation Phase:

Provide written clarifications to questions about the specifications and drawings that are submitted by prospective bidders and/or offerors prior to submission of offers. Written responses shall be prepared and forwarded directly to the VA Contracting Officer and Contracting Officer’s Representative (COR). Do not provide responses directly to bidders/offerors.

Construction Phase:

Provide shop drawing, submittal review, and RFI Response services as part of the construction phase services.

Provide review and evaluation of contractor’s fee proposals and proposed contract changes to the Contracting Officer and to the COR when required.

Provide a rough-in site inspection and a substantial completion site inspection, for each discipline. Provide the number of inspections by discipline and a potential schedule of site visits and field inspections as part of the Offer.

Provide updated record drawings for coordination with construction trades as needed. Updated drawings during construction would be a result of proposed/approved change orders and for record keeping purposes.

Notate modifications to the final design drawings and provide “as-built” drawings in PDF and CAD format to the COR within 30 days following completion and acceptance of the construction project.
