About this file
This is an Amendment 1 Question & Answer document for RFP 442789, Service & Retirement Recognition Awards Program dated December 13, 2024, issued by Brookhaven National Laboratory (BNL)/Brookhaven Science Associates (BSA).
The Q&A clarifies several key aspects of the program: BSA sends approximately 500 service awards and 50 retirement recognition awards annually. Offerors must provide 10 years of pricing, with no requirement to price each service level differently. The initial gift shipment will be billed to BNL, while contractors are responsible for return shipping costs. BSA holds tax-exempt status in New York State. BNL's standard commercial terms and conditions, including Termination for Convenience, are mandatory due to DOE flow-down requirements. The contractor must use BSA's shipping accounts but can choose their shipping company. The engraved memento should be a de minimis cost item like a keychain, clock, or pen. The program must comply with IRS guidelines for qualified employee achievement awards, and the default gift should match the regular choice option's budget for each service/retirement level.
