About this file

This document contains Questions and Answers related to Request for Quote (RFQ) No. 438602 for fifteen (15) skid-mounted secondary unit substations to be used at the Electron-Ion Collider (EIC) at Brookhaven National Laboratory (BNL). The key details are:

The RFQ requires specific shipment schedules, with the first 5 units to be tested and delivered within 4 weeks, 4 additional units within 8 weeks, 3 more within 12 weeks, and the final 3 units within 14 weeks after the manufacturer's fabrication time. Requests for alternate transformer configurations, such as metal-enclosed switchgear or cast-resin transformers, were denied due to BNL's prior experience. However, the use of arc flash detection and mitigation via a SEL-751 relay was deemed an acceptable alternative to the specified arc quenching requirements. This procurement has been set aside for Minority and Women-Owned Business Enterprises (MWBE) in the state of New York.

Request for Quote RFQ No. 438602 for

Unit Sub-stations

Questions and Answers:

Question 1. Please provide clarification to the requested shipment schedules shown on your form EIC-

IFD-SOW-016 item “6” Schedules.

Answer 1. At the time of contract award, vendor to indicate the start of fabrication and time to complete

(Manufacturer’s Fabrication Time, a specific date) of the first group of unit substations and ready for testing.

Within 4 weeks after the Manufacturer Fabrication Time (MFT), the first 5 units to be tested and delivered.

Within 8 weeks after MFT, 4 additional units to be tested and delivered.

Within 12 weeks after MFT, 3 additional units to be tested and delivered.

Within 14 weeks after MFT, the last 3 units to be tested and delivered.

Question 2. Can we offer metal enclosed switch over fixed mounted VCB in lieu of draw out breaker on primary side of the transformer?

Answer 2. No. The electrical configuration to be installed includes a pad-mount switch upstream and this will provide voltage isolation, allowing for maintenance of the 15kV with no voltage present.

Question 3. Can we offer alternate dry type Cast Resin Transformer? This transformer requires less maintenance and has lesser lead time in current market than liquid filled transformer.

Moreover, these Cast Resin Transformer do not require snubbers.

Answer 3. No. BNL has experienced several failures of cast-coil transformers without any indication of eminent failure. BNL samples the oil in oil filled transformers, providing information on the health of the transformers.

Question 4. With respect to arc quenching requirements of section 26 23 00 paragraph 2.2.H.4&5, would arc flash detection and mitigation through SEL relay be acceptable in lieu of arc quenching requirements? The SEL‐751 relay would utilize overcurrent and fiber optic arc flash detection sensors to mitigate arc flash events.

Answer 4. Arc Flash Detection and Mitigation, as required by NEC 2023, Article 240.87, via SEL-751 relay utilizing overcurrent and fiber optic detection sensors is an acceptable method.”
