About this file

This is Addendum 5 to Invitation for Bids 42422 issued by the St. Johns River Water Management District regarding construction of wing walls and rehabilitation of a manatee overlook at Structure S-157 on the C-54 Canal in Brevard County, Florida. The addendum maintains the submittal due date of 2:00 P.M. on September 4, 2026, while extending the last day for questions to August 26, 2026. The project involves construction of a wingwall for a 6,500 cubic feet per second water control structure equipped with three vertical lift gates in an active canal environment adjacent to St. Sebastian River Preserve State Park. The addendum addresses nine items of clarification regarding permit conditions, cofferdam design requirements, pile driving methodology, vibration restrictions, bridge load ratings, manatee watcher certification, and coating requirements for existing structural elements.

Key clarifications provided include confirmation that sheet pile installation limits of 5 piles per day apply only to impact hammer installation under Permit Condition #9, with no similar restrictions for vibratory installation. The cofferdam design remains the contractor's responsibility, with requirements to verify factor of safety for all differential head conditions including dewatered scenarios. Contractors may use either vibratory or impact hammers for cofferdam piling installation, though the geotechnical report recommends against vibratory methods for the sister wall due to liquefaction and heave risks. The service bridge was designed for dead load plus H20-44 live load capacity. No coatings are required for portions of the existing cap above the new sister wall cap. Bidders must base their proposals on current permit requirements and are required to acknowledge receipt of this addendum in their submissions.

SUBJECT: Invitation for Bids 42422, Addendum 5 S-157, Wing Walls and Manatee Overlook Rehabilitation

Please be advised of the following changes to the subject Invitation for Bid:

1. The Submittal Due Date of 2:00 P.M., September 4, 2026, remains the same.

2. On page 1, the LAST DAY FOR QUESTIONS will be extended to August 26, 2026.

3. Request for Information: Please verify if the project specific condition #9 of permit SAJ-2019-01525 that limits the sheet pile installation to 5 piles /day is to be followed.

Response: The Owner is seeking clarification from the regulatory agency regarding the applicability of Permit Condition #9. However, a response may not be received prior to bid opening. Bidders shall base their bids on the permit requirements as currently written. Note that the 5 piles/day limit applies to installation by impact hammer; no similar limit is identified in the permit for vibratory installation.

4. Question: Please provide clarification regarding the contractor’s cofferdam design. Should the contractor design the cofferdam to withstand a dewatered scenario with water at el. +5.53 on one side or to the design water elevation of +3.43?

Answer: The cofferdam design is the Contractor's responsibility. Contractor’s designer should check the Factor of Safety for all differential head conditions the cofferdam could be exposed to during operation.

All the required information is in the Contract Drawings, Technical Specifications, and Geotechnical Reports. In the dewatered condition, head on the south side could be up to the design maximum water level in the canal (given as EL. 3.43 on Drawing C-10-301). On the north side, the minimum water level could be at whatever elevation the Contractor's dewatering plan produces. For a bypass exceedance event, flow would pass over the weir (crest EL given as EL. 5.53 on drawing C-10-101) and the upstream water level for design would be the weir crest elevation plus the depth of flow over the weir, and the downstream water level for design would be the minimum water level in the canal (given as EL. -1.00 on drawing C-10-101).

5. Question: Does the temporary cofferdam require impact driving similar to the sister wall or can a vibratory hammer be used for this work?

Answer: A vibratory hammer can be used for Cofferdam piling. It is the Contractor's responsibility to determine the installation means and methods for the Cofferdam. However, there are cautions about vibratory driving being considered risky at the sister wall in the drawing notes, but it can be used unless soil liquefaction or heave is observed. The Geotechnical Report recommends that vibratory hammer should not be used for sister wall sheets.

6. Request for Information: Please confirm that there are no vibration restrictions for pile driving.

Response: Refer to Addendum 3, Answer 11.

7. Question: What is the load rating of the existing bridge on the S-157 structure?

Answer: Please refer to Section 01010-2, 1.06.C of the specifications. The service bridge was designed for dead load plus an H20-44 live load.

8. Question: Are there any requirements for certification of the manatee watcher?

Answer: Refer to Addendum 3, Answer 5.

9. Question: Are there any coatings required for the portion of the existing cap that will be above the new sister wall cap?

Answer: No.

NOTE: Please acknowledge receipt of this Addendum in your submittal.
