About this file
This is Addendum 2 to Invitation for Bids 42422IFB27 issued by the St. Johns River Water Management District for the S-157 Wing Walls and Manatee Overlook Rehabilitation project. The addendum, dated August 13, 2026, modifies the original bid solicitation for construction of a wingwall associated with a 6,500 cubic feet per second water control structure and rehabilitation of a manatee overlook facility located at Structure S-157 on the C-54 Canal in Brevard County, Florida. The submittal due date remains unchanged at 2:00 P.M. on September 4, 2026. Key project components are bid as lump sum line items: Bonds and Insurance, Mobilization, Temporary Cofferdam, S-157 Wing Wall Work, Manatee Overlook Rehabilitation Work, Design/Furnish/Install/Remove Flow Bypass System, Demobilization and Site Clean Up, Complete Punchlist with As-Built Survey and As-Builts, and a fixed Supplemental Work Allowance. The in-water work period is currently scheduled to end May 31, 2027. Award will be made to the lowest responsive and responsible bidder.
The addendum makes three substantive modifications to contract documents: it replaces the Revised Bid Form from Addendum 1, revises daily logging requirements for dual bypass siphon operation in the technical specifications, and replaces the Daily Overflow Impact Fee provision with a new Cofferdam Over-Topping Event compensation clause. The revised provision authorizes District compensation for actual, reasonable, and documented additional costs incurred directly as a result of over-topping events, including securing work areas, dewatering, cleanup, inspection, repair, replacement, remobilization, extended general conditions, and critical path delays, provided the contractor complied with contract documents and approved temporary works plans. Compensable costs shall be determined using applicable cost schedules, established labor and equipment rates, actual material costs, and reasonable overhead and profit. The Supplemental Work Allowance is fixed at $250,000 and applied uniformly to all respondents. Respondents must acknowledge receipt of the addendum and comply with American Iron and Steel Requirements for all iron and steel products permanently incorporated into the project.

Logs shall be submitted electronically to the DISTRICT each business day for the preceding operating period and shall be retained by CONTRACTOR for the duration of the Project.
4. Part 4: Draft Agreement Between the District and Contractor, Section 19 – Amendments and Changes to the Work, delete paragraph (d) Daily Overflow Impact Fee in its entirety and replace it with the following:
“(d) Cofferdam Over-Topping Event
If hydraulic conditions in Canal C-54 exceed its storage and bypass capacity and water spills over the top of the modified S-157 gates or the Cofferdam (Over-Topping Event); and provided Contractor has complied with the Contract Documents and approved temporary works plan, the District may authorize compensation for actual, reasonable, and documented additional costs incurred by Contractor as a direct result of the Over-Topping Event. Contractor shall provide written notice to the District as soon as practicable, and in no event later than the deadline applicable to claims for additional compensation or time under the Contract Documents, after Contractor becomes aware of an Over-Topping Event. Compensation shall exclude impacts caused by Contractor’s negligence or failure to properly design, construct, operate, maintain, or protect the temporary works.
The District will not authorize compensation for any Over-Topping Events occurring after the authorized in-water work period, currently scheduled to end May 31, 2027, unless the in-water work period is extended in writing by the District or Contractor’s continued presence results from a compensable District-caused delay or approved Change Order.
