About this file

This is Addendum 3 to Invitation for Bids 42422 issued by the St. Johns River Water Management District for the S-157 Wing Walls and Manatee Overlook Rehabilitation project. The addendum clarifies specifications and answers to bidder inquiries related to the construction of a wingwall and rehabilitation of a manatee overlook at Structure S-157 on the C-54 Canal in Brevard County, Florida. The submittal due date remains September 4, 2026 at 2:00 P.M. A non-mandatory pre-bid meeting was held on August 14, 2026, with a digital recording available upon request. Ten firms attended the pre-bid meeting: C & D Construction, Cone & Graham, Douglas N. Higgins Inc., Island Harbor Builders, Poseidon Dredge & Marine, Prime Construction Group, TSI Disaster Recovery LLC, and Griffin Fluid Management.

The addendum provides technical clarifications on construction methods and permit compliance, including guidance on sheet pile installation limitations (5 per day for impact hammer installation only), manatee protection requirements, cofferdam and bypass system operation, power supply responsibilities, riprap specifications, and vibration monitoring requirements. The District clarified that contractors may use available site power for minor incidental purposes but must furnish their own temporary power for major construction operations. FDOT rubble riprap specifications are accepted as alternatives to Corps of Engineers specifications, subject to specified equivalencies and project drawing requirements. Vibration monitoring is required only if determined necessary by the Vibration Control Specialist during the pre-construction condition survey of existing structures at risk. All bidders are required to acknowledge receipt of this addendum in their submittal.

DATE: August 17, 2026

TO: Interested Firms

FROM: Shari Chinevere, Procurement Manager

SUBJECT: Invitation for Bids 42422, Addendum 3 S-157, Wing Walls and Manatee Overlook Rehabilitation

Please be advised of the following changes to the subject Invitation for Bid:

1. The Submittal Due Date of 2:00 P.M., September 4, 2026, remains the same.

2. A digital recording of the non-mandatory pre-bid meeting is available upon request.

3. A list of firms attending the non-mandatory pre-bid meeting on August 14, 2026, is attached. 4..

4. Question: Is the installation of sheet pile limited to five sheets per day?

Answer: The 5-sheet-per-day limit in Permit SAJ-2019-01525 applies only to metal sheet piles installed by impact hammer. The permit does not identify a numerical daily installation limit for sheet piles installed using a vibratory hammer.

5. Question: Does the permit require stopping work for manatees as of April 1?

Answer: Contractor must meet the requirements of SAJ-2019-01525, and Standard Manatee Conditions for In-Water Work, 2011 attached to the permit.

6. Question: At what point in the canal closure does the bypass need to be operational?

Answer: Cofferdam installation can begin before the bypass is commissioned and operable provided an opening is left in the cofferdam capable of passing 60 cfs at a non-erosive velocity. The cofferdam submittal can include a Contractor-designed opening and installation sequence.

7. Question: How frequently do we have to log the bypass operation data and adjust the flow using the valves at the discharge end of the siphon?

Answer: The bypass shall be operated to maintain the upstream water level within the specified operating range. It is expected that twice daily siphon checks will be adequate to accomplish this requirement. Large rain events may demand valve adjustments outside normal work hours. For example, a cold front arrives earlier or later than expected, and Contractor decides that the valves should be opened before the next work shift starts.

8. Question: At what point of power consumption does the contractor need to provide his own power needs?

Answer: The District will allow Contractor to utilize available site power for minor incidental purposes associated with the Work, including intermittent operation of small pumps and similar equipment.

Addendum 3

- 2 -

Contractor shall furnish its own temporary power for major construction operations or any activity requiring substantial or continuous electrical consumption.

Any anticipated electrical demand exceeding normal incidental use shall be brought to the District’s attention for review and coordination prior to connection.

9. Question: Does temporary riprap require bedding?

• Answer: The only temporary riprap is at the discharge of the bypass pipes and does not require bedding. All other riprap/permanent riprap requires bedding.

• Also, if Contractor removes riprap and finds there is no bedding, Contractor is required to add bedding to all restored riprap per instructions provided under the answer to Question 26 on Addendum 1.

10. Question: The Corps of Engineers specification on rip rap can be sourced, however, but at extra expense. Can the FDOT specification be used on riprap?

Answer: Riprap Alternatives: As an alternative to the riprap types currently specified, FDOT rubble riprap meeting the requirements of the current Florida Department of Transportation (FDOT) Standard Specifications for Road and Bridge Construction, Section 530, Revetment Systems, may be provided subject to the following equivalencies:

a. FDOT Rubble (Ditch Lining) shall be considered an acceptable alternative to Type A Riprap shown on the Drawings.

b. FDOT Rubble (Bank and Shore Protection) shall be considered an acceptable alternative to Type C Riprap shown on the Drawings.

c. Contractor shall provide riprap, filter material, geotextile, bedding, thickness, and installation methods in accordance with FDOT Standard Specifications Section 530 and all applicable FDOT Standard Plans requirements, except where the Contract Drawings require more stringent requirements.

d. Use of FDOT rubble riprap under this provision shall not relieve Contractor from complying with the minimum dimensions, limits of placement, line and grade requirements, and any other project-specific requirements shown on the Drawings.

e. Reference: FDOT Standard Specifications for Road and Bridge Construction, latest edition, Section 530 – Revetment Systems (Riprap), including Rubble (Ditch Lining) and Rubble (Bank and Shore Protection).

11. Question: Is vibration monitoring required?

Answer: Specification 02215 Protection of Existing Structures, names the existing wingwall pile caps and the abutment walls as Existing Nearby Facilities at Risk (ENFAR). This specification also requires that Contractor provide a Vibration Control Specialist to lead the Pre-Construction condition survey of the ENFAR items [02215-1.04,C,2]. Vibration control and monitoring requirements for structures where vibration damage is possible is defined in paragraph 1.04,C,5. If the Vibration Control Specialist determines that vibration monitoring is not a useful component of the procedures for protection of existing structures and recommends different approaches for evaluating if construction methods need to be changed to avoid damage to the ENFAR items, then vibration monitoring would not be required.

NOTE: Please acknowledge receipt of this Addendum in your submittal.
