About this file

This document is an Amendment No. 3 to Request for Proposal (RFP) No. 421909 for 591 MHz RF Amplifier Systems. The RFP is being issued by the Department of Energy Office of Science for two (2) 200kW and two (2) 400kW RF amplifier systems.

The amendment incorporates Attachment A, which provides clarification on questions related to the Statement of Work, including requirements for NRTL field inspections, a recommended spare parts list, temperature limits for RF devices, and water cooling system specifications. It also addresses whether EMI/EMC testing can be done by similarity/analysis rather than at an external lab, and revises the noise power output specification for the 400kW amplifier. Overall, the amendment clarifies technical requirements and provides responses to vendor questions to help guide proposal submissions.

Clarification Questions and Answers

September 10, 2024

1. If for the 4 quoted amplifiers (2x 200 kW, 2x 400 kW), the 200 kW amplifier is built exactly a part of the 400 kW system:

With respect to SOW §3.6 please state with respect to the required NRTL filed inspection of the amplifiers, do we have to test by certified institute?

a) only the first prototype (200 kW)

b) always the first of its kind (1x 200 kW amplifier, 1x 400 kW)

c) each fabricated amplifier individually (=4 NRTL field tests).

Answer: b) always the first of its kind (1x 200 kW amplifier, 1x 400 kW)

2. How we do understand the first line in §3.1.3 in the SOW?

Already in the tender a quotation for a spare part list shall be given? If yes, for which operational time? 5 Years?

Answer: Please provide “recommended parts list” for 2 years of continuing operations.

3. What is driving para 3.1.8 maximum die temp spec for the RF Device when nominal LDMOS die junction temperature is between 180-200C and exceeds the predicted MTBF requirement per para

3.1.7 of 35K hours? Meeting 130C will significantly drive cost and complexity of the cooling approach.

3.1.8 Temperature Limits

Temperature Limits on Exposed Surfaces

The temperature on any touchable surface shall be less than 48.89°C

(120°F). A touchable surface is defined as any surface that can be accessed without the use of tools.

RF Device Die Temperatures

The maximum die temperature of the RF devices shall not exceed

130°C over the entire load space, dynamic range, and range of environmental conditions.

Answer: 130◦ C maximum die temperature requirement is for a LDMOS device for reliability.

It can be exceeded if you can meet the MTBF & Reliability requirements with the temperature. Please submit the die temperatures with your proposal. If a different device type is used, please submit the temperature specification with the proposal.

3.1.11 Water Cooling

Water cooling will be provided by BSA. The RF amplifier system shall incorporate water cooling to ensure that the components within the RF amplifier system stay within their thermal limits. A minimum of 80% of the heat generated by the RF amplifier system shall be removed by water cooling. The water shall exit through a flow meter for each water-cooled rack (see §3.1.17.1).

There shall be a drain valve at the bottom of each rack to drain the water.

The cooling system shall be designed such that very little water remains trapped after draining. The cooling system shall be pressure tested to 200

Psi. The maximum water side drop shall be 40 Psi. Required flow rates

(max, min, nom) shall be defined by the Contractor.

The water-cooling system for the RF power amplifier shall be designed to operate with the following:

• Deionized water with a resistivity of 1-2MΩ·cm

• Water inlet temperature: 30-40 °C

• Water input pressure: 80-100 PSI (nom), 150 PSI (max)

4. Per Para 3.1.11, can Deionized water be changed to water-ethylene glycol (WEG) for the following reasons:

• Material compatibility: Deionized water isn't compatible with our preferred chill plate material where WEG provides anticorrosion properties. Using deionized water will drive cost and complexity.

• Thermal conductivity: Water and WEG have about the same thermal conductivity. Using deionized water will drive cost and complexity.

• Corrosion resistance: Ensuring corrosion resistance prolongs your system's life and maintains performance. WEG will contain additives to inhibit corrosion, which reduces wear and extend the system’s useful life.

• System design constraints: Ethylene glycol is toxic therefore safe storage is required. A

Stainless Steel solution is compatible with deionized water however its use will drive cost and complexity.

• Flow rate considerations: The right viscosity ensures efficient circulation within the system. A fluid that is too thick flows too slowly and is ineffective at moving heat away. If it gets too thick, it can increase the system pressure or create clogs, damaging the system. Depending on the ratio of water to ethylene glycol, WEG is about twice as viscous as water alone.

Answer: The system should be designed with Tap Water. No Deionized water & no WEG.

5. Per Para 3.1.11, can the coolant temperature be lowered from a max of 40C to a max of 30 C or below?

• Lowering the maximum temperature by 10C or more lowers the predicted Die Temperature by about the same ratio.

Answer: No, the maximum will remain 40C.

6. Per Para 3.2, Would designing to meet EMI/EMC regulations by similarity/analysis be acceptable, in lieu of conducting these tests at an outside lab?

3.2 Code/Standard

Compliance

Electromagnetic Compatibility

The 200kW and 400kW RF amplifier systems should be designed to be compatible with the following EMC regulations in force, and should neither be perturbed nor perturb other installations according to these regulations:

• EMC Immunity: IEC 61000-6-2;

• EMC Emissions: IEC 61000-6-4.

It shall be assumed that throughout this specification, unless explicitly detailed separately for a given parameter, each RF amplifier system is treated as Class A, Group 1 equipment. The corresponding conducted and radiated limits should be understood, and design practices applied accordingly.

• Electrical Code

The 200kW and 400kW RF amplifier systems shall be designed following the below electrical codes:

• 29 CFR 1910 Subpart S - Electrical

• NFPA 70E-2021 o Article 340 (Power Electronic Equipment), o Article 350 (Safety Requirements for R&D Labs) o Article 360 (Safety Requirements for Capacitors)

• UL 508

With the exception of UL 508, all other referenced standards are required to be implemented.

Answer: Yes, it does not need to be tested at an outside lab. It must be designed to meet the

EMI/EMC regulations. If possible, testing can be done at the site using calibrated equipment.

Per Para 3.1.1.1 RF Amplifier System Characteristics Table 1:

7. Noise Power Output (ON state) of -90 dBm/Hz seems unrealistic for the 400kW configuration. The

400kW system will have a gain of 86 dB therefore the Noise Power will be ~ -88 dBm/Hz with 0dB

Noise Figure. We are assuming 10 dB Noise figure. Can you revisit and provide clarification for each power level as well as add a Noise Figure specification?

3.1.1

RF Amplifier

System

Characteristics

The RF amplifier system shall be constructed with solid state devices. Its mode of operation shall be CW and Pulsed. CW is the primary mode of operation. RF amplifier system pulsed operation will be used during cavity conditioning. The operating class shall be

AB. The 200kW RF amplifier systems shall be expandable to

400kW by use of a 2-way waveguide combiner. One common controller shall exist for both the 200kW and 400kW RF amplifier systems.

Regardless of the RF output power requirement, the RF amplifier systems shall fulfill the following specific requirements. These characteristics are shown in Table 1:

Noise Power

Output (ON state) -90 dBm/Hz

Answer: The maximum Noise Figure for both 200kW & 400kW must be a max of 10dB.

Assume output Noise Power based on this, so for 200kW, -81dBm/Hz & 400kW, -78dBm/Hz.
