About this file
This document is an Amendment No. 1 to Request for Proposal (RFP) No. 421909 for 591 MHz RF Amplifier Systems. The amendment incorporates Attachment A - Clarification Questions and Answers, and extends the proposal due date through September 20, 2024, 4:00 PM EST, with the clarification questions due date extended through September 6, 2024. The RFP is for the procurement of two (2) 591 MHz, 200 kW RF amplifier systems and two (2) 591 MHz, 400 kW RF amplifier systems, to be issued by the Department of Energy Office of Science. The amendment clarifies that with 10% of failed transistors, the amplifier shall still deliver 400 kW.

Clarification Questions and Answers
1. Due to the fact, that July is the main vacation season, we would like to ask kindly, if the
Proposal Due date could be shifted to 25th of August 24?
Answer: The proposal due date shall be extended through September 20, 2024, 4:00PM
EST. The Clarification Questions due date shall be extended through September 6, 2024.

RF and Redundancy:
ref. § 3.1.5 Redundant operation (page 10)
We do not fully understand, if the requirement requires that with 10% of failed transistors the amplifier shall still deliver 400 kW at <= 1.5 dB compression or the maximum achievable output power may be reduced, but all other parameters shall be achieved.
Would this specification fulfill your wishes ?:
If up to 5% of transistors fail the amplifier can continue operation and achieves still 400 kW output power at or below 1.5 dB compression. AND
If up to 10% of transistors fail, the amplifier can continue operation but max. achievable output power can be reduced to 355 kW
Answer: Yes.
Yes, only natural degradation shall occur.

LED Indications, Push-Buttons, Time counter, Flow indicator
(! this question does not include § 3.1.16.1 Local/remote switch, which is always realized as real hardware switch!)
There are several chapters require analogue LEDs, pushbuttons, displays for total operational times, water flow measurement:
§3.1.1.16.2 and §3.1.18 Local switches for amplifier states §3.1.17.1 Flow meter §3.1.17.2 Run Time hour meter §3.1.17.3 Digital RF Power Meter §3.1.18 LED Status Indicator
All tasks listed above and data archiving are typically done in our amplifiers by a Panel PC and its LabView GUI.
Clearly, much more possibilities for read out and handling is given by a Panel-PC GUI compared to the required hardware elements.
Nevertheless, there may be a special reason, that BNL wants to have the listed features explicitly realized as hardware elements.
Answer: BNL wants to have the listed features realized as hardware elements. This information can be displayed by a Panel PC in addition to the hardware elements.
4. Is it in the spirit of BNL if a Local GUI is implemented which overtakes the tasks required in the 5 chapters listed above, or prefers BNL that the listed tasks are realized in hardware LEDs, displays and push buttons, independent if a local GUI is available?
Crash Switch = Emergency Push Button?
§3.1.1.16.3 Crash Off switch
Is the Crash OFF switch meant as Emergency button or shall it be used differently.
If it acts as emergency button, it deactivates not only the two redundant contactors (AC off) but also the mechanical AC main switch in front of the contactors.
This AC Main switch is only switched off by severe faults, like doors are opened, smoke detection gives alarm etc.
Or is the Crash-Off switch additionally to a normal emergency switch off but switches only RF off and both AC contactors but not the mechanical AC main switch?
Answer: We would like this information to be displayed on the amplifier, not a GUI.
The Crash OFF switch is meant as a mechanical Emergency button. Pressing this switch shall instantly inhibit the RF amplifier system by bringing it to the OFF state. In the OFF state the DC power supplies shall be off, and the RF transistors gates inhibited. The Mains power to the controller & remote interface should still be on. To disable the crash, the button must be mechanically reset.
