About this file

This is a Technical Proposal Questions attachment for a Request for Proposal issued by the Nevada Health Authority on behalf of Nevada Medicaid to develop and implement the Nevada Average Acquisition Cost (NVAAC) program. The NVAAC is a new drug pricing benchmark mandated by Senate Bill 389 that will measure the price of prescription drugs purchased within Nevada directly from manufacturers and wholesalers. Contractors must respond to six technical proposal questions covering: pharmacy reimbursement and AAC-based program design and operations experience; survey administration and data analysis expertise; statistical process methodology; reporting capabilities; dissemination and communications strategy; and provider appeals processes. Responses must demonstrate the contractor's understanding of contractual requirements, discuss approach and methodology, describe organizational capabilities and staffing resources, and provide relevant comparable experience with specific program names, states, and years. All responses must adhere to specified formatting requirements outlined in Section 9.2 of the RFP.

The evaluation criteria allocate 100 total points across the technical proposal and cost components, with vendor experience weighted at 15 points, survey expertise at 10 points, approach and methodology at 15 points, reporting at 15 points, dissemination and communications strategy at 10 points, provider appeals at 5 points, and proposed cost at 30 points. Contractors must provide detailed narratives addressing all required elements within each question, including survey scheduling and pharmacy selection methods, security measures for protecting confidential information, statistical validity processes, report types and delivery formats, data dissemination strategies, and appeal process implementation with online forms, toll-free helpline services, call center operations, and tracking systems. Any subcontractor involvement must be clearly identified with explanations of how subcontractor performance will be equally effective as direct contractor delivery.
