About this file

This document is a Technology Investment Notice (TIN) Completion Memo from the Nevada Governor's Office of the Chief Information Officer (OCIO) for the Department of Health and Human Services (DHHS), Division of Child and Family Services (DCFS). The memo describes a Request for Proposal (RFP) for a new administrative software platform to modernize the Victims of Crime Program (VOCP), with the primary objective of enhancing claims review and processing capabilities for medical, dental, prescription, and counseling bills related to victims of violent crimes. The solution aims to replace legacy paper-based processes with a fully electronic, paperless platform that supports case management, document imaging, audit trails, and robust reporting.

The project is estimated at $2,510,262.00 for the FY26/FY27 biennium and $2,923,316.00 for the FY28/FY29 biennium, with funding sources including 62% General Fund, 23% Other, 10% Federal Fees, and 5% State Fees. The proposed software platform must be scalable, secure, and user-friendly, with critical considerations around processing personally identifiable information (PII) and compliance with federal and state regulatory requirements. The solution will be accessed outside the state's SilverNet network and must demonstrate robust security controls, encryption, and compliance measures. Additionally, the platform is expected to follow state security standards, be ADA compliant, and provide ongoing technical support and training to ensure seamless adoption and operational improvements.

DATE: May 29, 2025

We have completed our review for the Department of Health and Human Service (DHHS), Division of

Child and Family Services (DCFS) – DCFS – Medical and Billing Claims Review - RFP – TIN 1158.

The submitted TIN, for an estimated value of $2,510,262.00 in the FY26/FY27 biennium and

$2,923,316.00 in the FY28/FY29 biennium (62% General Fund, 23% Other, 10% Federal Fees, and 5%

State Fees), is to support a Request for Proposal (RFP) to help alleviate medical and related expenses to individuals who are victims of violent crime within the State of Nevada.

DCFS is modernizing and streamlining the claims review and processing capabilities of its Victims of

Crime Program (VOCP) through the implementation of a robust administrative software platform and related IT services. The primary objective is to enhance the program’s ability to audit and manage a diverse range of claims, including medical, dental, prescription, and counseling bills, while improving the overall efficiency and accuracy of claims documentation and processing for victims of violent crimes.

The solution is expected to replace legacy, paper-based processes with a fully electronic, paperless platform, significantly reducing administrative burdens and expediting benefit delivery to victims. Key IT requirements include the need for a scalable, secure, and user-friendly software environment that supports case management, document imaging, audit trails, and robust reporting capabilities. The solution should enable VOCP staff to manage claims efficiently, track case progress, and generate detailed analytics to inform program oversight and decision-making. A dedicated support team will provide ongoing technical assistance, training, and reporting support to ensure seamless adoption and sustained operational improvements.

Security is a critical consideration, as the solution will process personally identifiable information (PII) and be accessed outside the state’s SilverNet network. As such, the platform must adhere to federal and state regulatory requirements for data protection, with a moderate risk profile identified for this investment. Vendors will be expected to demonstrate robust security controls, encryption, and compliance measures to safeguard sensitive data throughout the system’s lifecycle.

This TIN should be updated as solution information becomes available after the vendor is selected.

If there are to be any changes to enterprise services or utilizations, including: network, firewall, server, Active Directory (AD) integration, telecom, etc., please notify OCIO as soon as possible to avoid integration delays.

It is expected that this solution will follow state security standards and policies and be compliant with the

Americans with Disabilities Act (ADA) to ensure accessibility to all authorized users.

A copy of this memo has been attached to the TIN.
