About this file
This document is an Amendment #02 to a Request for Proposals (RFP) issued by the New Mexico State Purchasing Division of the General Services Department and Facilities Management Division (FMD) for the construction of a new approximately 123,000 square foot behavioral health forensic facility for the New Mexico Behavioral Health Institute in Las Vegas, New Mexico. The project includes construction of a mostly single-story building with a two-story administrative wing, as well as extensive site work. The Maximum Allowable Construction Cost (MACC) is $122 million before taxes, with partial initial funding of $78 million for the base bid and additional funding expected later for alternates. The procurement uses the Competitive Sealed Proposals method and will result in a single source award for a contract that may extend up to 8 years.
The amendment revises key dates in the Sequence of Events table, changes the Procurement Manager contact information, corrects the Subcontractor Listing Form threshold, clarifies the Statement of Qualifications submittal requirements, and updates the project experience thresholds in the evaluation criteria. The procurement also includes a Q&A section addressing allowances, builders risk insurance, performance and payment bonds, and securing materials for future alternate funding.

Questions and Answers 7/11/2024 Q. Can you clarify if the allowance shall cover costs for Builders risk and the performance and payment bond.
A. Any Allowance in the alternate needs to be marked up in the alternate bid and does not cover Builders risk, performance and payment bonds. Any allowance in the base bid should be marked up as a sub-contractor cost.
Q. Will the general contractor be able to secure funds in the base bid to secure materials for alternate #1 future funding release?
A. The contractor cannot secure funding for materials in the base bid for materials in the alternate. Once a contract is awarded it may be a possibility by change order.
