About this file
This document is an amendment to a Request for Proposals (RFP) issued by the State Purchasing Division of the General Services Department and Facilities Management Division (FMD) for the construction of a new 123,000 square foot behavioral health forensic facility for the New Mexico Behavioral Health Institute in Las Vegas, New Mexico. The RFP has a Maximum Allowable Construction Cost of $122 million, with partial initial funding of $78 million for the base bid and additional funding expected later for alternates. The procurement uses the Competitive Sealed Proposals method and will result in a single source award for a contract that may extend up to 8 years. The amendment revises the sequence of events, including proposal due dates, evaluation timelines, and the contract award date.
The document also includes clarifications on the use of allowances, the ability to secure materials for alternates in the base bid, and the required experience for contractors and subcontractors. Additionally, it provides links to access Addendums #2 and #3, which contain further modifications to the contract documents.

Questions and Answers 7/11/2024 Q. Can you clarify if the allowance shall cover costs for Builders risk and the performance and payment bond.
A. Any Allowance in the alternate needs to be marked up in the alternate bid and does not cover Builders risk, performance and payment bonds. Any allowance in the base bid should be marked up as a sub-contractor cost.
Q. Will the general contractor be able to secure funds in the base bid to secure materials for alternate #1 future funding release?
A. The contractor cannot secure funding for materials in the base bid for materials in the alternate. Once a contract is awarded it may be a possibility by change order.
