About this file
This is a technical requirements document for Fulton County School District (FCSD) establishing standardized IT specifications for vendor solutions across the district's educational technology ecosystem. The document outlines comprehensive technical requirements organized into six primary categories: Monitoring and Performance, Permissions/Access/Security, Data Management, Reporting/Notifications, Support Maintenance & Services, and Governance. FCSD is open to vendor-hosted solutions with servers located within the Continental United States and requires vendors to address network infrastructure, data management and security protocols, access requirements from both on-site and remote locations, performance monitoring and load testing capabilities, fault tolerance and disaster recovery procedures, and comprehensive backup and data retention processes. The requirements document specifies that FCSD expects vendors to support industry-standard data interoperability frameworks including IMS OneRoster for roster management, Ed-Fi standards, IMS CASE for learning standards alignment, IMS Learning Tools Interoperability (LTI) for content sharing, IMS Common Cartridge and Thin Common Cartridge (TCC) for content distribution, and IMS Question and Test Interoperability (QTI) for assessment items. Implementation deliverables include project plans, training plans, process maps, data dictionaries, and custom reports as applicable.
FCSD prioritizes vendors certified as compliant with IMS Global standards (imscert.org) to achieve interoperability with the district's existing platforms including Instructure Canvas as the learning management system and Illuminate Education as the assessment platform. Vendors must support Active Directory integration through OAuth2, SAML, or LDAPS and maintain comprehensive audit trails for user access and data modification activities. The district requires minimum nightly data exports with all data remaining the property of FCSD, mandatory Service Level Agreements addressing uptime guarantees during primary operating hours (7 AM–4 PM EST) and after-hours availability, defined response times by severity level with escalation processes, and compensation mechanisms when SLAs are not met. As a K-12 contributing institutional member of IMS Global, FCSD requires suppliers to achieve and maintain certification for specified interoperability standards and align all content with Georgia Standards of Excellence in CASE format. Vendors must demonstrate SOC2 audit report compliance or equivalent security documentation, provide role-based access controls supporting multiple user types (teachers, students, principals, administrators, parents, and curriculum specialists), and establish defined change management and notification processes for system updates and modifications.

Fulton County School District prefers a provider who can implement and be certified compliant (imscert.org) with IMS Global Common Cartridge and Learning Tools Interoperability (LTI)® standards to achieve interoperability with a wide variety of IMS Global certified learning platforms.
The solution will:
• Provide Fulton County Schools with a unified K-12 content standard for vendor-populated digital content.
• Allow the district to distribute and manage digital assets for use in our Learning Management System (LMS) or other standards-based delivery platforms.
SECTION 3: APPENDIX
APPENDIX I: CONTENT ACCESS STANDARDS
Fulton County Schools Interoperability Statement
1. Fulton County Schools realizes that, much like the operating system of a computer or mobile device, the real power of digital learning comes when the platform, digital instructional materials, and other learning applications work as one integrated system to support standards-aligned teaching and learning. Through this RFP (or contract), the District seeks suppliers that best support this strategic vision by ensuring a more cohesive and effective digital learning ecosystem.
This interoperable setting is best achieved through the application and certified use of the IMS Global Learning Consortium education data standards.
2. Fulton County Schools uses the following Learning platforms with which the content must be interoperable:
• Instructure Canvas as its Learning Management System (LMS); and
• Illuminate Education as its assessment platform.
Fulton County Schools is a K-12 Contributing Institutional Member of IMS Global and intends to require winning suppliers to achieve and maintain certification for the standards listed below. For more information on standards and product certification, visit https://www.imsglobal.org.
Georgia Academic Standards
1. The District uses the Georgia Standards of Excellence in the Competency & Academic Standards Exchange (CASE) format to define its learning objectives. CASE is the interoperability standard for articulating academic standards and workforce competencies. More information on the CASE standard can be found at https://www.imsglobal.org/activity/case. Georgia has made its case-formatted standards available through the CASE Network for the procured supplier(s) to use in aligning content with the correct Georgia Academic Standards, supporting aligned instruction.
For more information on CASE Network, visit https://www.imsglobal.org/casenetwork.
2. At a minimum, the District requires the supplier to align each element of its content to the Georgia Academic Standards using CASE-formatted standards distributed through the IMS Global CASE Network at the time of content delivery. IMS Global is committed to supporting the procured suppliers in making these required alignments through a no-cost CASE Network membership. The District reserves the right to request evidence of Georgia CASE alignments, subject to the hold-back provision listed below. More information on CASE certification can be found at: https://www.imsglobal.org/competencies-and-academic-standards-exchange-conformance-certification.
• Third-Party Platform and/or Alignment Services. Suppliers may work with third-party alignment services to satisfy this requirement, as long as the supplier and provider are, at a minimum, CASE Alliance Members (no cost) and can demonstrate alignment with the Georgia Standards of Excellence found in the CASE Network.

Roster Interoperability
The District is requesting 1EdTech certified support for OneRoster version 1.2. In the case where the supplier currently supports and is certified for OneRoster version 1.1, please provide a timeline for upgrading to the most recent version. Regarding class or student roster information for the provisioning of content, the District requires the supplier to use OneRoster v1.1 for this purpose, with the ability to report results to Infinite Campus, the District’s Student Information System (SIS). By requiring rostering information, the supplier agrees to achieve and maintain 1EdTech certification, formerly known as IMS Global Learning Consortium.
• For more on OneRoster, visit: https://www.imsglobal.org/activity/onerosterlis.
Content Interoperability
1. The District intends to work with the supplier to make their content seamlessly available throughout District LOR and District LMS using the Thin Common Cartridge (TCC) and/or LTI v1.3. Furthermore, the content must be discoverable using LTI Resource Search.
• For more on the Thin Common Cartridge, visit: https://www.imsglobal.org/activity/common-cartridge.
• For more on LTI v1.3, visit: https://www.imsglobal.org/activity/learning-tools-interoperability.
• For more on LTI Resource Search, visit: https://www.imsglobal.org/activity/lti-resource-search.
2. The District will require TCC and LTI v1.3 certification from the supplier at the time of deployment for these platforms. District will require TCC alignments using CASE at the time of delivery. The District will work with the supplier to leverage Question & Test Interoperability (QTI) into the assessment platform and LTI Research Search during deployment or create a roadmap for implementation.
