About this file
This is a Scope of Work document for the State of Utah's Division of Purchasing, specifically the Cultural and Community Engagement (CCE) and Utah Office of Tourism (UOT), in collaboration with the Governor's Office, for marketing and creative services related to Utah's pavilion at the Great American State Fair (GASF). The project involves conceptualizing and implementing a 30x30-foot pavilion on the National Mall in Washington, DC, as part of a nationwide celebration of the 250th Anniversary of the Declaration of Independence. The service provider will be responsible for four primary phases: planning and conceptualization, design, vendor selection and fabrication oversight, and pavilion installation, maintenance, and tear-down. The GASF will operate from June 25 to July 10, 2026, with build-out occurring June 18-23, 2026. Contract execution is anticipated for the week of March 23, 2026, with conceptual design finalized by April 5, 2026, pavilion design and budget finalized by April 15, 2026, and fabrication occurring throughout May 2026. The contract term is one year, issued under Utah Procurement Code 63G-6a Part 15 for Design Professional Service Providers and Consultants through a qualifications-based selection process.
The project budget is estimated between $500,000 and $900,000, to be developed collaboratively between the contracted firm and CCE/UOT staff. Pricing information is not to be included in initial qualification submissions; instead, the highest-ranked vendor will be selected to negotiate compensation determined to be fair and reasonable. If negotiations fail with the top-ranked vendor, the state may proceed with the next highest-ranked vendor. All sub-contracted vendors and independent contractors must be approved by CCE and UOT, with final approval of creative elements and budget items resting with these agencies. The service provider must include travel and staffing costs related to installation and tear-down within their quote, as CCE/UOT will manage pavilion staffing during public operating hours.

JK26-32 Great American State Fair - Utah Pavilion Scope of Work
1. Introduction and Background As part of the celebration of the 250th Anniversary of the signing of the Declaration of Independence (America250), a master-planned celebration will unfold along the National Mall from the Capitol to the Washington Monument, featuring vibrant pavilions representing every U.S. state and territory. Pavilions, designed in a beaux-arts style, will showcase each state/territory's unique contributions. Nearby Anchor Pavilions will highlight national pillars such as Arts & Culture, Innovation + Technology, Faith & Family, Made in America, and Grown in America. Multiple stages will host a dynamic schedule of performances, from big-name talent, demonstrations, contests, and Showcases. Traditional fair elements, including rides, games, and classic food will add nostalgic charm. Throughout the Mall, towering, educational exhibits will tell the Story of America.
The Great American State Fair will take place on the National Mall in Washington, DC, between 14th Street and 3rd Street. It will be free and open to the public daily from Thursday, June 25 to Friday, July 10, with build-out dates from June 18-23. It is anticipated that 2 million+ visitors may come to enjoy the Great American State Fair from across the country and around the world.
Each state pavilion will have a 30x30 footprint (900 square feet). All planned activities must take place within the assigned structure. All external-facing elements will be provided by the central planning committee: a structurally sound pavilion with overhead protection, partially enclosed and partially climatized (air conditioning provided). Pavilions will be semi-open, with large doors oriented toward the center panels of the National Mall that will remain open during operating hours and closed overnight. Pavilions will be outfitted with basic needs such as power, ambient internal and external lighting, and a limited number of tables and chairs.
The Utah Department of Cultural and Community Engagement (CCE), the Utah Office of Tourism (UOT), and the Governor’s Office are working together to conceptualize and implement Utah’s pavilion for the Great American Fair. We are looking for a marketing/creative partner to assist in this effort. UOT will be the primary point of contact for the selected firm.
