About this file
Summary
This is a pricing proposal form for fire alarm testing and monitoring services for the County of Sussex, New Jersey. The County seeks a vendor to provide licensed and qualified tradesmen to perform repairs, alterations, improvements, modifications, replacements, installations, and related work necessary for the maintenance, operation, monitoring, testing, repair, replacement, and code compliance of existing County fire alarm systems across multiple County-owned facilities. The contract includes two pricing years, each with a maximum contract value of $250,000.00. Respondents must provide pricing for annual inspection fees (one per year with two technicians), semi-annual inspection monitoring fees (yearly), and hourly rates for various service categories including Journeyman Electrician and NICET Level I and Level II Service/Troubleshoot/Installation Technician positions, with differentiation between standard business hours (Monday-Friday 7 A.M. - 4 P.M.) and all other times. The proposal covers 34 locations across Sussex County, ranging from administrative buildings and libraries to correctional facilities, emergency operations centers, and various maintenance facilities. Award determination will be based on a hypothetical total lump sum calculation using first-year rates, and the second year shall not be awarded if unit prices are unusually weighted or skewed.
Pricing must include separate line items for each of the 34 locations specifying annual inspection fees and monitoring fees where applicable. Vendors may also bid a price discount or markup for all materials used, not to exceed 15 percent, with documentation of proof of cost required. The hypothetical total lump sum calculation incorporates 25 hours of Journeyman Electrician time at standard rates, 400 hours of NICET Level I Technician time, 50 hours of NICET Level II Engineer Technician time, and $5,000.00 in materials costs. The contract requires compliance with the New Jersey Prevailing Wage Act, with the contractor responsible for all wage payments, certified payroll record maintenance, and applicable federal and state labor law compliance. Materials billed to the County are tax-exempt. Estimated quantities are provided solely for bid evaluation purposes and are not guaranteed; actual quantities may increase, decrease, or not be utilized depending on operational needs and available funding.
