This document is the Method of Compensation for an Independent Cost Estimator (ICE) Services contract between the Florida Department of Transportation (FDOT), District Four Office, and a vendor. The contract is for services related to the SR-869 and SR-9/I-95 corridor project, with a maximum limiting amount of $4,900,000. The vendor will be issued a Letter of Authorization (LOA) to initiate and complete work as directed by the Project Manager. Currently, $640,000 of the total amount has been approved and encumbered for this contract. The contract is a term contract for an indefinite quantity, and execution of the agreement does not guarantee that work will be authorized.

Regarding pricing, the vendor will be compensated at the unit rates detailed in Exhibit C, which include the costs of salaries, overhead, fringe benefits, and operating margin. Payment for expenses will be made based on actual allowable costs incurred and approved by the Department. The vendor has certified a MBE/DBE utilization percentage for this contract, and corresponding payment certifications must be submitted with each invoice. The contract includes financial consequences for failure to deliver the cost estimates within 10 calendar days of the agreed delivery date, unless a valid reason is communicated to and accepted by the Project Manager.
