About this file

This is a program budget form for the City of Dallas Office of Housing & Community Empowerment, establishing budgetary parameters for the Home Improvement & Preservation Program (HIPP). The City of Dallas is soliciting proposals to establish a two-year service contract with two additional two-year renewal options from qualified applicants to administer and implement the HIPP. The program focuses on providing home repair assistance to homeowners through direct services and delivery costs. The budget form requires subrecipient agencies to submit a detailed budget narrative that includes expenditure justifications for all cost categories, job responsibilities, staff titles and positions, reasonable cost basis for supplies, and mileage/travel costs based on current federal rates.

The total program budget is $3,900,000, consisting of $3,510,000 in direct costs allocated to home repair assistance and direct delivery services, and $390,000 in administrative costs, which cannot exceed 10 percent of total funds available. Administrative costs cover salaries, staff costs, benefits for administrative personnel providing program management and oversight, and allocated overhead expenses for facilities and utilities that must be justified with an allocation basis explanation in the budget narrative. The form also permits other allowable costs that cannot be attributed to direct client service, provided they are included in the budget narrative and receive prior approval from the City of Dallas.
