About this file
This is an Engagement Score Past Commitment Form issued by the City of Dallas for evaluation of respondents under the Dallas Regional Inclusive Vendor Enterprise (DRIVE) Policy in connection with the Home Improvement and Preservation Program (HIPP) NonFederal Home Repair Services contract. The solicitation seeks to establish a two-year service contract with two two-year renewal options with qualified applicants to administer and implement HIPP. The form functions as a scoring document for vendor evaluation, with no specific response dates, due dates, site visits, or bidder conferences detailed in this particular document.
The evaluation criteria in this form allocate points across four categories: Past Subcontractor Utilization (3 points), Documented Engagement Efforts (2 points), and Past Timely Payments to Subcontractors (1 point), for a total of 6 available points. Respondents must document historical performance under certified subcontracting programs by providing information on three relevant projects completed within the last five years, including final subcontractor utilization percentages achieved. The Documented Engagement Efforts section awards up to one point for formal Mentor-Protege Program participation and up to one point for active engagement with Dallas-based industry organizations supporting small and local business development. The Past Timely Payments section requires respondents to describe their internal payment processes and submit at least two types of supporting documentation demonstrating consistent, on-time payment to subcontractors on recent projects. All information must be certified by an authorized officer, with acknowledgment that false or misleading submissions may result in response rejection.
