About this file
This is a Small Business Enterprise (SBE) Subcontractor Intent Form issued by the City of Dallas Business Enterprise Hub (BEH) for use in conjunction with the Home Improvement and Preservation Program (HIPP) contract opportunity. The form documents the intent of a prime vendor to subcontract with a certified SBE for specific goods, services, or work elements under designated NAICS codes. The SBE subcontractor must affirm its commitment to perform the identified scope of work within its certified NAICS code(s) while maintaining a Commercially Useful Function (CUF) and utilizing its own workforce and supervision. The form requires identification of the contract amount, the contract-specific SBE goal percentage as established in the solicitation, and the dollar amount and percentage of total contract value allocated to the SBE vendor's participation.
The form mandates that SBE vendor certification be maintained and kept current throughout the entire contract duration, with certification available through multiple agencies including the DFW Business Council, North Central Texas Regional Certification Agency, Women's Business Council SW, or other approved agencies. Any reduction, substitution, or reallocation of the subcontractor's scope, value, or participation percentage requires prior written approval from the BEH. Both the prime vendor and SBE subcontractor must sign the form certifying the accuracy of information and their commitment to SBE participation, subject to BEH approval and compliance monitoring. Failure to comply with DRIVE policy requirements may result in adjustment of SBE participation credit or other corrective actions permitted under City of Dallas policy.
